Smart eDA

Moreton Bay Regional Council is proud to announce the adoption of the electronic processing system for development applications, Smart electronic Development Assessment (Smart eDA). Smart eDA ( is a government website which provides a secure platform for applicants, state referral agencies & local councils to exchange information and communicate electronically. The system is designed to achieve time savings through faster transmission of documentation electronically.

Development applications can be lodged 24 hours a day, 7 days a week via Smart eDA.

Smart eDA for Development Assessment

Smart eDA provides a web based development application preparation, lodgement, referral and tracking service. This service collects information about a proposed development and provides the applicant with information about State interests and potential Referral Agencies that may need to be consulted.Smart eDA acts as a user friendly guide through the development assessment process, bringing together multiple sources of information and the relevant assessing authorities for the processing of development applications.

Services provided by Smart eDA

  • Preparation of Integrated Development Assessment System (IDAS) application forms online;
  • Identification of the State Referral Agencies e.g. Department of Transport and Main Roads, Department of Environment and Resource Management;
  • Electronic payment of fees;
  • Electronic lodgement of development applications;
  • Electronic referral of applications;
  • Management of IDAS Tasks online; and
  • Online communication with relevant stakeholders and authorities from lodgement of a development application through to decision.

Benefits

Smart eDA streamlines the development assessment process allowing for prompt and efficient preparation and lodgement of applications enabling better communication between applicant, assessor and state authorities. This is achieved through the following:

  • Online property identification and verification against land records – can search and select property using the Lot Number, Street Address, Global Position System (GPS) coordinate OR by using either Gov Net Map or Google Maps;
  • Identification of location based state interests associated with the application, e.g. wetlands, state controlled roads – triggered by property selection;
  • An interactive online interview for the integrated development assessment system (IDAS) checklists - to identify referral agencies and forms that are displayed in a format where only the relevant questions will appear depending on the answers given;
  • Electronic upload of supporting documentation – saves printing and processing of hard copy documents;
  • Access to up-to-date information on state planning policies, provisions and regional plans;
  • Online lodgement and payment of application and associated fees;
  • Send and receive all communications electronically;
  • Electronic referral of applications to referral entities, e.g. Department of Transport and Main Roads, Department of Environment and Resource Management; and
  • Electronic tracking of the progress of an application through to the decision.

Registration

Smart eDA requires an email address in order to lodge, refer and track an application electronically, manage IDAS tasks and communicate electronically. There is a series of User Guides provided on the website to assist with registering to the website, preparing, lodging and tracking applications. What is a Quick Response (QR) Code?

Some mobile phones are able to scan Quick Response (QR) Codes to access further information via the internet. This QR Code will take readers to the relevant registration page on Smart eDA’s web site.
