Purpose of Job / To provide overall leadership and direction to the global Works operations
To oversee the change programme as we move towards a more conservation minded approach,
Key responsibilities and accountabilities
General
  • Set professional standards and service level agreements with stakeholders for the Works department
  • Develop and uphold the Commission’s structural policies and procedures
  • Oversee and implement new Structural Condition Surveys in all 2,500 constructed war cemeteries and memorials with associated software
  • Implement the Commission’s Heritage Strategy and manage creation of Conservation Management Plans and Statements etc.
  • Ensure Commission’s Headstone management programme is appropriate and understood
  • Ensure that performance against the structural standards is monitored and managed, that good practice is identified and implemented across the organisation that there are exceptions procedures for non-compliance and appropriate audit processes.
  • Develops and maintains programmes of inspection ensuring universal compliance to the Commission’s “structural” system of operation, methods of work and quality.
  • Establish, and regularly review, the criteria for measuring the effectiveness of contract procedures throughout Areas and Agencies.
  • Monitoring of the effectivenessof maintenance programmes, assessing the value of new technology, products and equipment.
  • Determine, direct and monitor trials and research programmes.
  • Preparation of business cases to support major investment decisions.
Team Performance
  • Lead the Works department, providing professional leadership and support to the Works staff and Areas
  • Lead and oversee arrangements for the professional development and recruitment of staff, ensuring the standards and effectiveness of the modular training programmes is maintained.
  • Set and delegate the performance standards required of staff, identify staff development needs, ensure that staff members receive training and coaching required, oversee the effective operation of the Professional Development Programme.
Project Responsibilities
  • Lead and oversee department project work
  • Technical oversight of key projects around the world
Other Accountabilities
  • Support theDirector of Operations with the preparation of quarterly management meeting papers
  • Manage department expenditure and support the preparation of annual estimates

Key contacts and relationships
  • Forge links between the Commission and outside Organisations, developing a network of professional contacts
  • Regular contact with Areas and Agencies regarding their structural operations and projects

Knowledge &qualifications/experience required
  • Educated to degree level (or equivalent) in a relevant discipline such as architecture or building surveying. (essential)
  • Recognised technical qualification (ie RICS, RIBA) (desirable)
  • Experience of working in the conservation or heritage sector, with a sound understanding of conservation philosophy and practice (essential)
  • Experience of managing and developing a high profile estate (essential)
