General description of project: BES prepared plans, specifications, and other required contract documents to construct an addition to Building 1068 (the MP Facility) to provide administrative and instructional spaces. In addition, a parking lot with spaces for approximately (20) Humvee vehicles was integrated into the existing Building 1068 parking and storage area. BES, Inc. also provided the pre-design topographic survey, civil engineering design, and construction staking for the addition. The initial survey was performed on South Carolina State Plane Coordinates to allow for easy addition to the MCAS CAD system. The elevations were related to Mean Sea Level in order to assure that the structure’s finished floor elevation would be above the 100-year flood elevation. The civil engineering design effort included the layout and grading of the building pad and parking area, stormwater management, sanitary sewer collection, fire protection, and water distribution. The design made provision for tying into existing utilities, drainage systems, and parking and driveways. In conjunction with providing the engineering design, permits for water and sewer utilities were obtained from Beaufort-Jasper Water & Sewer Authority, and the erosion control permit was obtained from SCDHEC-OCRM. After the design was completed and approved, construction staking services were provided to the building contractor. In addition to the civil engineering and surveying services, complete architecture and engineering plans, which included structural engineering.

As the design team we balanced the client’s requirements with the builder’s schedule and quality objectives. This was accomplished when the client accepted the MP Facility on time and in budget.

The contractor did an excellent job of managing all subcontractors and coordinating the interface with the design team and the client.

What was the relationship between your company and subcontractors?

BES was the designers on the design/build team.

Did the subcontractors perform the bulk of the effort or just add breadth or depth on particular technical areas?

The General Contractor did an excellent job of overseeing and coordinating the efforts of each subcontractor for the design team.
