Questions Raised by Tenderers:

Question 1:Can you provide more information on the need for IT and Academic preparation and what specific issues these are attempting to address?

Answer 1:The aim of the academic component is to ensure adequate foundation skills for Postgraduate study in Australia while the IT component will focus on ensuring awardees have intermediate skills to achieve academic success. Further information in regards to the course topics and content requirements will be provided in the full Request for Tender.

Question 2:Will family members/partners be provided with pre-deployment training also, or be invited to attend this program?

Answer 2:It is encouraged that tenderers consider the inclusion of spouses in some part/s of the predeparture program. Specific details/timing regarding this, will be negotiated with the preferred tenderer.

Question 3 Will participant logistics, registration, accommodation and meals be arranged by Coffey for the program duration?

Answer 3Majority of the logistics will be managed by AAPNG (awardee flights, accommodation, etc.). Providers will focus on course design and delivery.

Question 4“the provider is required to identify and deliver its services from secure premises” – does this mean the provider covers all costs associated with renting a venue, and how is “secure” defined?

Answer 4Yes, the provider will be required to identify, and secure a suitable venue for course delivery. It is the tenderers responsibility to ensure the venue has adequate security to ensure the program personnel and participants safety.

Question 5 Is it intended that the new program will also be one week in length?

Answer 5Program delivery will be “up to four weeks” in duration.

Question 6Can the contract be extended beyond four weeks in duration to enable program evaluation and feedback to be provided after the training, and a slightly longer consultation and design phase to commence ASAP?

Answer 6Course participants will only be available “up to four weeks” in duration.

Question 7Are existing materials and program resources available?

Answer 7Tenderers must develop their own course content and materials tailored to AAPNG needs.

Question 8Will respondents be required to adhere to the DFAT Aid Remuneration Framework in future costings?

Answer 8The services will be based on milestone deliverables in a Service Contract, not individual consultants/employees remuneration, therefore theDFAT Aid Remuneration Framework does not apply.

Question 9Could you please specifically state what sort of challenges and variations scholarship students face whilst on study?

Answer 9Further details will be provided to shortlisted tenderers at the Request for Tender stage of the procurement process.
