Treasurer

Term of Office

The Treasurerwill be appointed to serve for a term of up to three Society Years beginning at the close of the Annual General Meeting on 23May 2018. (A Society Year is defined as the period between the close of the Annual General Meeting in one year and the close of the Annual General Meeting in the next.) The Treasurer may seek re-election for a second term of up to three Society Years. The Treasurer having served two terms shall not be eligible for re-election for a further consecutive term.

Description of role

The office of Treasurerof the Learned Society of Wales is an important and prestigious one and the Treasurer plays a key role in ensuring the Society’s success.

The person appointed will be supported in the role by the Vice-President for Science, Technology, Engineering, Medicine and Mathematics, the Vice-President for the Arts, Humanities and Social Sciences, the General Secretary, other members of the Council and of the Fellowship, and by the Society’s Chief Executive, Clerk and other members of the Secretariat.

The formal role of the Treasurer:

The Treasurer is responsible to the Council for the proper care and oversight of the Society’s financial affairs. He or she is Chair of the Finance Committee ex-officio.

He or she presents annually to the Council for its approval or revision a proposed Budget for the following fiscal year showing the main sources of expected income and items of expenditure according to the various Funds for which the Council is responsible.

He or she also presents to the Council the Accounts for the preceding financial year, balanced to the thirty-first of July, prepared in accordance with generally accepted and applicable accounting practice and with relevant legislation. The Accounts are be audited by a professional accountant appointed annually by the Council and must be approved by Council prior to their presentation to the Statutory Meeting.

He or she should participate in the nomination and selection process for new Fellows and attend the special meeting where the final recommendations to be made to Council are agreed.

He or she should contribute to setting the Society’s strategic direction to ensure it represents Wales internationally in the world of learning and offers authoritative, scholarly and critical comment and advice at the highest levels on policy issues affecting Wales

He or she should participate in the Society’s programme of events, including attending lectures, seminars and other meetings on a necessarily selective but appropriate basis

He or she should behave at all times with the integrity necessary to maintain public confidence in the role, the Society and Welsh academic and intellectual life

As a member of the Executive, the Treasurer will be expected to facilitate the effective day to day operational management of the society and function as the first contact for the Secretariat.

(Diffinnir Blwyddyn y Gymdeithas fel y cyfnod rhwng diwedd Cyfarfod Cyffredinol Blynyddol un flwyddyn a diwedd Cyfarfod Cyffredinol Blynyddol y flwyddyn ganlynol.)Caiff y Trysorydd geisio etholiad am ail dymor o hyd at dair Blwyddyn y Gymdeithas. Ar ôl gwasanaethu am ddau dymor ni fydd y Trysorydd yn gymwys i’w ailethol am dymor olynol arall.

Disgrifiad o’r rôl

Mae swydd Trysorydd Cyffredinol Cymdeithas Ddysgedig Cymru’n un bwysig a nodedig ac mae rhan allweddol gan y Trysorydd i’w chwarae yn sicrhau llwyddiant y Gymdeithas.

Caiff yr unigolyn a benodir gefnogaeth yn y rôl gan yr Is-Lywydd Gwyddoniaeth, Technoleg, Peirianneg, Meddygaeth a Mathemateg, Is-Lywydd y Celfyddydau, y Dyniaethau a’r Gwyddorau Cymdeithasol, yr Ysgrifennydd Cyffredinol, aelodau eraill o’r Cyngor a’r Gymrodoriaeth, a Phrif Weithredwr, Clerc, ac aelodau eraill o Ysgrifenyddiaeth y Gymdeithas.

Rôl ffurfiol y Trysorydd:

Bydd y Trysorydd yn atebol i’r Cyngor am ofal a throsolwg priodol o faterion cyllidol y Gymdeithas a’i systemau rheolaeth fewnol ar gyfer rheoli cyllid a risg a gofalaeth dda o’i hasedau sy’n gysylltiedig â chyllid. Y Trysorydd yw Cadeirydd ex-officio y Pwyllgor Cyllid.

Yn flynyddol, bydd yn cyflwyno Cyllideb arfaethedig ar gyfer y flwyddyn ariannol nesaf i’r Cyngor, yn dangos y prif ffynonellau o incwm disgwyliedig ac eitemau o wariant yn ôl yr amrywiol Gronfeydd y mae’r Cyngor yn gyfrifol amdanynt.

Bydd hefyd yn cyflwyno Cyfrifon y flwyddyn ariannol flaenorol i’r Cyngor, wedi’u mantoli ar yr unfed ar ddeg ar hugain o fis Gorffennaf, a’u paratoi’n unol ag ymarfer cyfrifyddu a dderbynnir ac sy’n gymwys ynghyd â deddfwriaeth berthnasol. Caiff y Cyfrifon eu harchwilio gan gyfrifydd proffesiynol a benodir yn flynyddol gan y Cyngor a rhaid iddynt gael eu cymeradwyo gan y Cyngor cyn cael eu cyflwyno i’r Cyfarfod Statudol.

Dylai ymwneud yn sylweddol â’r broses o enwebu a dethol Cymrodyr newydd a mynd i’r cyfarfod arbennig ble caiff yr argymhellion sydd i’w cyflwyno i’r Cyngor eu cytuno.

Dylai gyfrannu at osod cyfeiriad strategol y Gymdeithas i sicrhau ei bod yn cynrychioli Cymru’n rhyngwladol ym myd dysg ac yn cynnig sylwadau awdurdodol, ysgolheigaidd a beirniadol ar y lefelau uchaf ar faterion polisi sy’n effeithio ar Gymru.

Bydd y Trysorydd yn cyfranogi yn rhaglen y Gymdeithas o ddigwyddiadau, gan gynnwys mynychu darlithoedd, seminarau a chyfarfodydd eraill ar sail ddethol fel bo'n briodol.

Dylai ymddwyn ar bob adeg gyda’r unplygrwydd angenrheidiol ar gyfer cynnal hyder y cyhoedd yn y rôl, y Gymdeithas a bywyd academaidd a deallusol Cymru.
