Deputy Comptroller, Customs

Applications are invited from suitably qualified individuals to fill the post of Deputy Comptroller Customs in the Customs Department of the Anguilla Public Service.

The post is in Grade C with a starting salary of EC $105,780.00 per annum.

The key duties of the post are:

  1. Manage the longroom and airport customs operations so as to ensure compliance with established procedures and achievement of targeted objectives.
  1. Plan, coordinate and monitor the implementation of entry and clearance procedures for the ASYCUDA system.
  1. Develop and monitor the utilisation of subordinate personnel so as to create and maintain effective levels of productivity.
  1. Develop departmental budget proposals, control expenditure and administer approved budgets.
  1. Direct and control the application of revenue collection and cash management policies and procedures to ensure compliance with government regulations and achievement of departmental objectives.
  1. Monitor the application and implementation of established Human Resource Management Policies and Procedures in the Customs Department to ensure the achievement of manpower objectives, plans and programmes.
  1. Ensure the availability and adequacy of customs accommodation, storage, examination and warehouse facilities.
  1. Investigate, report and respond to departmental complaints and initiate or recommend appropriate corrective action.
  1. Prepare operational, informational and statistical reports as required.
  1. Participate in disaster management activities designed to prepare for, mitigate against and respond to disaster events.
  1. Develop and implement strategies for improving and maintaining a high level of Customer Service in the public sector.
  1. Perform other related duties as required by the job function.

PERSONAL QUALIFICATIONS

The incumbent must possess well developed knowledge of the relevant Customs Ordinances and Acts governing Anguilla, interpersonal and communicative skills, analytical and diagnostic ability strategic and interpretative judgement, advanced information technology skills with special reference to the ASYCUDA system and effective theoretical and practical management, knowledge, skills and abilities.

Such knowledge, skills and abilities are normally obtained in the process of acquisition of a university degree or equivalent accreditation in Economics, Business Management or a related discipline together with specialised training and certification in computer science and customs applications to para-professional level and at least six years working experience in the customs function, two of which should have been at management/supervisory level.
