GENERAL INFORMATION

Title: Deputy Chief Executive Officer

Job Base:London (Borough)

Hours of Work:40 hours per week

Reports To:Chief Executive Officer (CEO)

JOB SUMMARY

  • To provide operational leadership to the Hepatitis C Trust (HCT) and to take responsibility for its management, administration and financial control on a day-to-day basis as required by the CEO.
  • With the CEO, enable the Board of Trustees to fulfil its duties and responsibilities for the proper governance of HCT and ensure that the Board receives advice and information in a timely, thorough and appropriate manner.

The role will include:

Key Responsibilities

  1. MANAGEMENT OF THE TRUST

1.1To ensure that the board’s long term strategy is communicated to and adhered by all staff working at the HCT

1.2 Working closely with the chair of the Finance Committee and being responsible to the CEO for the overall financial health of HCT.

1.3 Through sound business planning, ensuring that the Trust is aware of the human, material and financial resources it needs to operate effectively.

1.4 In keeping with the policy of the Board, ensuring the production of appropriate strategic and business plans to implement and achieve the direction agreed by/with the board.

1.5 To take appropriate steps to protect HCT from risk, including taking responsibility for the Risk Register and action plan emanating from it.

1.6 To ensure all organisational policies and statutory requirements are adhered to.

1.7 To ensure that the HCT has the right management systems and structures to carry out its work effectively, accountably and safely.

1.8 To ensure that regular, structured line management support is available to all managers and staff, including the provision of induction programmes, monthly supervision sessions and annual appraisals in line with HCT’s policies and procedures

1.9 To provide individual line management to the lead operational staff team.

2.FUNDRAISING AND FINANCIAL/PROJECT MANAGEMENT

2.1 To develop organisational project budgets in line with HCT’s full cost recovery policy, to be authorised by the CEO.

2.2 To oversee the management of all operational project finances ensuring that they remain within set budgets.

2.3 Prepare financial reports on operational projects as and when required reporting to the funders and the CEO

2.4 To ensure all relevant up to date payroll details are collected and delivered to the CEO and Office Manager at the beginning of each month.

2.5 To identify relevant fundraising opportunities and be responsible for the submission of funding applications that supportthe development of new projects and the long-term sustainability of existing services with the agreement of the CEO.

2.6 To ensure that business and/or service delivery plans are in place for all projects that incorporate key project milestones and that ensure the delivery of project outputs and outcomes

3. STRATEGIC

3.1 Assisting the CEO within the implementation of HCT’s strategic and business plan, and implementing policy and strategy as agreed with the Board.

3.2 Assisting the CEO in developing and leading HCT’s public profile. Specialising in Prison Peer programs. Seeking to influence government policy and lobbying on behalf of hepatitis C patients.

3.2Developing effective partnership relationships to achieve HCT’s objectives

3.3In the absence of the CEO, take responsibility for HCT as a whole reporting to the Board of Trustees.

3.4Seeking opportunities to expand and promote awareness of HCT’s work.

3.5Using the media appropriately to raise the profile of both hepatitis C and HCT.

3.6Assisting in the formulation of awareness strategies and campaigns.

3.7Cooperating with fundraising staff, advising on grants, taking part in campaigns and meeting funders when necessary.

4. PROMOTING THE VIEWS OF PEOPLE LIVING WITH HEPATITIS C – HCT is regularly involved in consultations and projects at which the Deputy CEO will be expected to present the interests of people living with hepatitis C, including:

4.1 Participating in NICE appraisals of medicines and other technologies relevant to hepatitis C.

4.2 Participating in hepatitis C research projects in which HCT is involved.

4.3 Together withHCT’s policy and public affairs team, participating in hepatitis C policy consultations

4.4To ensure that mechanisms are in place to obtain feedback from service-users/patients in a way that informs the ongoing development of HCT’s services and to encourage service user/patient involvement in developing HCT.

4.5To ensure the effective implementation of HCT’s complaints policy across all programs/services, ensuring that service-users/patients are aware of complaints procedures and that all complaints are responded to in a timely manner.

5. COMMUNICATION

5.1 To develop and utilise a variety of strategies to communicate effectively with patients, external organisations and the general public.

5.2 In the absence of the CEO assume primary responsibility as HCT’s spokesperson, protecting and enhancing HCT.

5.3To deliver speeches, workshops and presentations at relevant external conferences and events as assigned by the CEO.

5.4 Providing leadership to the management teams and direction to all staff to ensure that staff, volunteers and others working at HCTare focused on achieving the mission and operational priorities.

5.5 To organise/attend forums at a national, regional and local authority level with the aim of encouraging dialogue and promoting inter-generational and inter-cultural understanding of issues related to hepatitis C.

5.6To ensure regular team meetings take place for staff

5.7 To ensure that good communication and working relationships are established and maintained within the HCT staff team.

5.8 To organise and attend external meetings as appropriate, actively participating and disseminating information to colleagues.

6. INFORMATION MANAGEMENT AND MONITORING

6.1To ensure that appropriate monitoring and recording systems are in place for all services delivered across UK, so as to track and measure project progress in achieving agreed outputs and outcomes.

6.2To ensure that all project managers and staff are aware of and contribute to the maintenance of HCT’s monitoring and recording systems.

6.3 To ensure that all staff maintain accurate, confidential service-user/patient records of interventions and contact details as per HCT protocols and procedures.

6.4 To ensure that reports and evaluations of work undertaken in HCT projects are produced in line with the reporting requirements of project funders and other key stakeholders.

6.5 To ensure all patient files and documentation are kept in accordance with agreed administrative systems adhering to HCT’s confidentiality policy.

6.6 To maintain an electronic diary

7. PERSONAL/PROFESSIONAL DEVELOPMENT AND TRAINING

7.1 To attend and prepare for regular Board meetings.

7.2 To participate in annual appraisals in accordance with HCT policy.

7.3 To continue to develop skills, expertise and knowledge in the management of staff and services.

7.5To engage with regular internal and external supervision

8. FURTHER INFORMATION

8.1 The post holder must at all times carry out duties and responsibilities with due regard to HCT’s equal opportunities policies and procedures.

8.3 The post holder is expected to take responsibility for self-development on a continuous basis, undertaking on-the-job and other training as required.

8.4 The post holder is required to familiarise their self with and both comply and ensure staff compliance with HCT’s policies and procedures.

8.5 The post holder must be aware of individual responsibilities under the Health and Safety at Work Act and identify and report as necessary any untoward accident, incident potentially hazardous environment.
