DEPOT AND WORKSHOP CLOSED CIRCUIT TELEVISION SYSTEM

INTRODUCTION

To provide information specific to the operation of CCTV in the Depot and Workshops in support of the CCTV Policy

PERSONNEL

The Depot and Workshop CCTV Manager is –Paul Stanley, Fleet Operations Team Leader

The Contractor responsible for the installation of the CCTV system and the subsequent maintenance is: - “Croma Vision”

Authorised users of the system are

i)Depot and Workshop CCTV Manager

ii)Gary Morton, Environmental Quality Rangers Team Leader

iii)Peter Vince, Operational Service Manager

iv)Other HBC staff authorised in writing by a member of the Joint Management Team

REQUESTS FOR INFORMATION

Details of recorded information shall only be released with the permission of the Depot and Workshop CCTV Manager.

Requests for information by the Police shall require the authorisation of the Police Duty Officer. This authorisation should be requested by DP2 to the Depot and Workshop CCTV Manager and passed to the Shared Information Officer (SIO) once approved.

Covert surveillance will be in accordance with 7.14 of the CCTV Policy

ACCESS TO THE SYSTEM

The general principle is that the CCTV monitoring screens of all bar the Store areswitched off unless required for a post event investigation or in response to an active incident where there is an identified risk to a member of the public or staff member. Only authorised users will be allowed to view screens when active – the door will be shut and windows covered/obscured to prevent unauthorised viewing.

Access to the CCTV Control consul and screens shall be strictly controlled and limited to the following:

i)Designated Council Officers as detailed above;

ii)Police Officers, for operational reasons, as authorised by the Police Duty Officer;

iii)Depot and Workshop CCTV Manager;

iv)Authorised personnel of “Chroma Vision” for installation and maintenance works;

v)Authorised personnel for installation and maintenance works when accompanied by an authorised user;

Any other persons or organisations shall only be allowed to view the system with the authorisation of the Depot and Workshop CCTV Manager.

RETENTION OF IMAGES

Images shall be retained for 20 days unless they form part of an ongoing investigation.

LOGS

The Depot and Workshop CCTV Manager shall be responsible for ensuring that the following records are maintained and audited in accordance with the CCTV Policy

v)Operational Duty Log;

vi)Visitors to the CCTV Control Centre;

vii)Incident Log;

viii)Media Copy log

ix)Viewing Log;

x)Video Stills Log;

xi)A Room Diary.

MAINTENANCE OF THE CCTV SYSTEM

The CCTV system will be maintained by the Maintenance Contractor and the authorised users will be responsible for:

i)identifying a system fault in the first instance;

ii)recording all faults in the log;

iii)notifying the fault to the Maintenance Contractor;
