1.1TheGovernorofPunjabispleasedtoappointthePunjabTechnicalUniversity,Jalandhar(PTU)astheauthoritycompetenttoconductthecentralizedcounsellingforadmissiontoMasterinBusinessAdministration(MBA)courseonthebasisofCMATconductedby AICTE,NewDelhi.Onthebasisofthistest,thePunjabTechnicalUniversity,JalandharshallconductcounselingfortheAcademicSession2015–2016.TheadmissionshallbemadeinthecollegesaffiliatedwithUniversitiesmentionedbelow:-

Note:Thenumberofcolleges,branchesineachcollegeandnumberofseatswillbeasgivenintheletterofapprovalissuedbyAICTEfortheyear2015-16.

2.0 TheGovernorofPunjabisalsopleasedtofurtherissuethefollowingcriteriaformakingtheadmissionstoMBAcourses:-

A.ELIGIBILITYCRITERIAFORADMISSIONTOMBACOURSE:

(i)Admission totheMasterofBusinessAdministration(MBA)coursefortheacademicsession2015-16beingofferedintheinstitutionsadministeredbyandaffiliatedtoPunjabTechnicalUniversity,Jalandhar,shallbemadethroughtheCMAT.

(ii)85%seatswillbereservedforthecandidatesfromwithinthePunjabstateand15%willbeopentocandidatesfromoutsidetheState.

(iii)Tobeeligibleforthe85%seatsacandidateshallbearesidentofPunjabstateasperPunjabGovernment,DepartmentofpersonnelandAdministrativeReforms(PPllBranch)letterNo.1/3/95-3PPll/9619dated6thJune1996 andletterNo.1/3195-PPll/81dated1STJanuary1999,orshallhavepassedgraduationfromaUniversityorinstitutionsituatedinPunjabandrecognizedbyUGC.Eachcandidateshallberequiredtosubmitacertificatetothiseffect fromthePrincipal/Headofinstitutionlastattendedintheprescribedproforma.

(iv)ThemanagementquotashallbeasperPunjabGovernmentDepartmentofTechnicalEducationandIndustrialTrainingMemoNo.13/129/2003-1TE2/1247date25thApril2008andNotificationNo. 13/129/2003-1TE2/1892dated20thJune2008andpartialNotificationNo.13/129/2003-1TE2/171dated18thJanuary,2011whichareattachedasAnnexure.

(v)TheeligibilitycriteriaforadmissionincludingeducationalqualificationasspecifiedbyPunjabTechnicalUniversity,JalandharshallbeapplicableforadmissiontoInstitutions/collegesaffiliatedto University.

(vi)Apartfromthebasiceducationalqualifications,thegeneraleligibilitycriteriashallbeasmentionedinPunjabGovernment,DepartmentofTechnicalEducationIndustrialTraining,PunjabMemono.35/44/95-1T(2)/978dated21stMarch,2003,whichisattachedAnnexure.

(vii)lncasethecandidatesfromentranceexamination i.e.CMATarenotavailableandseatsarestillvacant,admissioncanbemadeontheinter-se-meritofthequalifyingexamination.

(viii)Thestudentsareliabletopayfee/developmentfeeandothercharges,aspertheratesoffee/developmentfeeandotherchargesas fixedbytheGovernmentofPunjabandthe concernedUniversity,from timetotime.

(ix)ThefeestructureforForeignNationals/PersonsofIndiansOriginshallbethesameaswasinvogueforNRIcandidates.

(x)TheguidelinesforadmissionofForeignNationals/PersonsofIndiansOriginshallbeasperPunjabGovernmentNotificationNo.13/75/2001-ITE2/296datedChandigarhthe23rdJanuary,2002.

B.ELIGIBILITYCRITERIA(EDUCATIONALQUALIFICATIONSANDRESIDENTSTATUS)FORADMISSION:-

(i)AllthosecandidateswhohavepassedBachelorsDegreeofminimumthreeyeardurationinanydisciplinefromaUniversityrecognizedbytheUniversityGrantsCommission(UGC)andwithvalidrankinCMATshallbeeligibletoapplyforMBAcourse.

(ii)FromtheAcademicsession2015-2016,85%seatswillbereservedforthecandidatesfromwithinthePunjabState and15%willbeopentocandidatesfromoutsidetheState.

(iii)TheEligibilitycriteriafor85%seatswillbethatthecandidateshallbearesidentofPunjabStateasperPunjabGovernment,DepartmentofPersonnelandAdministrativeReform(PPIIBranch)letterNo.1/3/95-3PPII/9619dated6thJune1996andletterNo.1/3/95-3PPII/80dated1stJanuary,1999(attachedasAnnexure)orhavepassedGraduationorequivalentexaminationasaregularcandidatefromrecognizedinstitutionsituatedinPunjab.ThecandidatewouldberequiredtosubmitacertificatetothiseffectfromthePrincipal/HeadofInstitutionlastattendedintheprescribedproforma asgivenintheprospectus.

(iv)AdmissiontoMBAcoursebothfor85%seatsforresidentofPunjaband15%seatsforoutsidersshallbemadestrictlyonthebasisofCMATandincaseseatsnotarebeingfilledunderrespectivecategories,admissionshallbeconsideredonthebasisofintersemeritinqualifyingexamination.

C.RESERVATION:

(i)ThereservationofseatsshallbeasperPunjabGovernment,DepartmentofTechnicalEducationandIndustrialTrainingMemo.No.13/2/05-1TE2/1987dated2ndJuly,2013,whichisattachedasAnnexure.Thiscommunicationshallbetreatedasapartandparcelofthisnotificationforallpurposesandalltheprovisionsofthisnotificationshallbereadalongwiththecontentsofthesaidcommunication.

(ii)Theattentionoftheapplicantsdesirousofclaimingreservationunderanycategorywhatsoeverisespeciallydrawntotheconditionandstipulationthatonlythecertificatesthathavebeenproducedattimeofadmissionshallbeconsidered.Thecandidatesareaccordinglyadvised,intheirowninterest,togettherequisitecertificatesissuedwellbeforethedateofadmission,otherwise,claimforreservationshall besummarilyrejected.Candidatesarerequiredtoclaimreservation atthetimeofregisteringforonlinecounselling.IfnoreservationisclaimedthecandidatesshallbetreatedandconsideredasaǲGeneralCategoryCandidateǳ.

(iii)ThePTUshallmakeaprovisionintheonlineapplicationformforacandidatetoindicatethecategory,ifany,underwhichhe/sheisseekingreservation.Thereshallalsobeaprovisiontoindicatethesub-categoryofthecategory,ifany,underwhichreservationisbeingsought,sothatintersegradationcanbefacilitated.Thesesub-categorieshavebeenelucidatedinthePunjabGovernment,DepartmentofTechnicalEducationandIndustrialTrainingMemoNo.13/2/05-1TE2/1987dated2ndJuly,2013whichisattachedas Annexure.PunjabGovernmentmayalsosetup aCommitteetoeffectintersegradationofcandidates claimingreservationundercertaincategories,as indicatedinthe aforesaidmemodated2ndJuly,2013.

(iv)Acandidateshallbeeligibletomakeaclaimforreservationinanyofthereservedcategories.However,theprocedureforcounsellingshallbeasperPunjabGovernment,WelfareDepartment(ReservationCell)Memo.No.7/21/2004–RS1/1674–1677dated20thDec,2004.

D.COUNSELLING

(i)Counsellingfor85%seatsforPunjabresidentsand15%outsidePunjabcandidatesshallbetakenupsimultaneously.Howeverthereservedcategorycandidatesshallbeconsideredingeneralcategoryfirstbeforebeingconsidered inrespectivereservedcategory.

(ii)Afterfollowingtheabovesaidprocedure,ifstilltheseatsremainvacantinreservecategory,thecollege/universitycanfillthesefromcandidatesbelongingtogeneralcategoryinasubsequentstepattheendofonlinecounselling.Admissiontosuchunfilled/vacantseatsaswellasmanagementquotashallbefurnishedtothe Punjab TechnicalUniversityanddetailsthereofshallbe finalizedwithin15daysofthelastofcounselling.

(iii)Theseatifanyvacantorfallingvacantoranydropoutvacancyevenaftertheendofonlinecounselling,shallbefilledbytherespectiveCollege/UniversityinkeepingwiththeguidelinesasapplicabletoManagementQuotaseats.However,fortheseattransferredtotheInstitutions/collegesfordirectadmission,ifa candidatebelongingtoreservecategoryisavailable,he/sheshallbegivenpreferenceoverthegeneralcategorycandidate.Incaseshareofreservecategorycandidatesislessthantheprescribedlimit/quota.

(iv)Aseatonceacceptedshallnotbechangedunder anycircumstances.

(v)IfanynewInstitutionisapprovedorseatsareincreased/alteredintheexistinginstitutionsbytheAICTE/PTUandsuchapprovalis receivedbeforethecommencementofthatparticularroundofcounselling,PTUwillpublishontheofficialwebsite,inviteadditionalpreferencefromthecandidates,atthetillendoftheiroriginalchoices,without,however,alteringthepreviouschoice.ThesenewinstitutesaswellasexistingInstituteshavingaddition

/alternationinseatsshall betakenintoconsiderationbeforethestartofchoicefillingofthatparticular round.

(vi)PunjabTechnicalUniversity,JalandaharshallchargeacounsellingfeeofRs.2000/-(RupeesTwoThousandonly)foreachstudentwhohasenrolledforcounselling.Sucha feeshall bechargedonceanditshallbenon-refundable.

(vii)Incaseastudentchangeshis/herCollege/UniversitythroughthejointcentralizedcounsellingconductedbyPTU,Jalandhar,his/herfeeshallberefundedbythepreviousInstitutionafterdeductionofRs.1000/-onlyandtheoriginaldocuments,ifanyretainedbythepreviousinstitutionsshallalsobereturnedimmediately.

(viii)Incaseastudentsurrendershis/herseatwithin7daysoftheendoftheonlinecounselling,he/shemustsubmitapplicationtothecollegeandPTU,Jalandhar.PTU,Jalandharshallforwardsuchcasestotheconcerned

colleges/Universitiesforrefundofhis/herfullfeeafterdeductionofRs.1000/-only.Thesurrenderofseatthereaftershallbegovernedby notificationregardingrefund offeeissued byAICTEvideletterNo.AICTE/Legal/04(01)/2007shallbefollowedstrictly.

(ix)InkeepingwiththedirectionofMinistryofHumanResourceDevelopmentDepartment,Govt.ofIndiaallInstitutionsandUniversitiesshallinpublicinterest,maintainawaitinglistofstudents/candidates.Intheeventofastudent/candidatewithdrawingbeforethestartingofthecourse,thewaitinglistedcandidatesshouldbegivenadmissionsagainstthevacantseat.Theentirefeescollectedfromthestudent,afteradeductionoftheprocessingfeeofnotmorethanRs.1000/-(RupeesOneThousandonly)shallberefundedandreturnedbytheInstitution/Universitytothestudent/candidatewithdrawingfromtheprogramme.Itwouldnotbepermissibleforinstitutionsanduniversitiestoretaintheschool/institutesleavingcertificatesinoriginal.Shouldastudentleaveafterjoiningthecourseandiftheseatconsequentlyfallingvacantgetsfilledbyanothercandidatebythelastdateofadmission,theinstitutionmustreturnthefeescollectedwithproportionatedeductionsofmonthlyfeeandproportionatehostelrent,whereapplicable.

E.OVER-RIDINGPROVISION

NothinginthisnotificationshallbeoperativeinsofarasitisinconsistentwiththelawofthelandaslaiddowninthejudgementoftheHonǯableSupremeCourtof)ndiainthecaseofT.M.A.PaiFoundationandothersvs.StateofKarnatakaandothers((2002)8SCC481:AIR2003SC355).Anysuchinconsistencymaybebroughtto thenoticeoftheGovernmentofPunjab,clearlyhighlightingtheinconsistency,forimmediaterectification.

(xi)ThereservationofT-sunamiaffectpersonshallbeavailableforthechildren/grandchildrenoforiginalex-servicemansettlerofCampbellbayIslandonlyORStudentssufferingfromCancer/AIDS/Thalassemia(TheclaimantcandidatewillhavetosubmitacertificateasaprooffromtheNationalMedicalInstitutelikePGI,AIMSetc.insupportofhis/herclaim)(1%)

3.Theaforesaidpercentagereservationinrespectofeachcategoryshall,however,besubjecttothedetailedclarificationsandintersegradationcriteriaasdecidedinthemeetingchairedbyChiefSecretarytotheGovernmentofPunjabon13thMarch,2003,theminutesof whichareappended.Theseminutesandthedecisionsrecordedthereinshallbetreatedasapart andparcelofthis communication.

4.Nothingintheaforesaidpolicyshallapplytothecoursesrunbythethreeuniversitiesinthestate,otherthanPunjabTechnicalUniversity,Jalandhar,inrespectofthecourses offered bythemintheircampusesortheir regionalcentres.AdmissiontothesecoursesshallbegovernedbythereservationpolicyframedbytherespectiveUniversity.

5.ThesepolicyinstructionsshallbesubjecttothelawlaiddownbythehonourableSupremeCourtofIndiainthecaseof

TMAPaiFoundationandothersvs.StateofKarnatakaandothers(2002)8SCC481:AIR2003SC355).

YouarerequestedtoimplementtheabovereservationpolicyinalltheProfessional/EngineeringColleges/PolytechnicInstitutions/IndustrialTrainingInstitutesandTechnicalInstitutesintheState.

A.SportsPersons:

JointSecretarySportsapprisedthattheSports Department had already adopted a comprehensive policy regarding gradation ofsportscertificates.(eclarifiedthattheobjectivewastogivepreferencetoǲAǳcategoryoverǲBǳcategory,evenifthemarksobtainedbytheǲAǳcategorysportsmenwaslowerthanthoseofǲBǳcategorysportsmen.Hestatedthatifthiswerenotdone,theveryobjective ofgradationwould bedefeated,and internationallevelsportspersonswould beclubbed with those whohadrepresentedonlyatthedistrictlevel.Healsoclarifiedthatevenwithinthesamecategoryofsportscertificates,preferencehadtobegiventowinnersand runnersupetc.,andthepolicy instructionswerecomprehensivecodein thisregard. Onlywhen the tiewasnotbrokenonthebasisofthesecomprehensivesportsgradationguidelines,theUniversity/collegestakerecoursetothemarks/rankintheentranceexamtobreakthetie.

ThepolicyoftheSportsDepartmentwhichalreadyhastheapprovaloftheGovernment,wasfoundtobefairjustandreasonableanditwas,accordingly,decided thatactionmaybetakenexactlyinaccordance with thePunjabGovernment,Departmentof SportsandYouthServices,letterNo.47/26/83-5Edu/2036,dated10thDecember,1997.Itwasalsodecidedthatacopyoftheseinstructionsmaybeappendedtoandcirculatedalongwiththeminutesofthismeeting.

B.Disabled Persons:

ThePrincipalSecretarySocialSecurityexplainedthatunlikeincasesportspersons,nopreferentialtreatmentcouldbegiventoapersonwithhigherpercentagedisability.Sheexplainedthatapersonwascertifiedtobehandicapped,providedhisdisabilitywas40%ormore.Assuch,sheproposedthatallthehandicappedpersonshavingdisability of 40% or more, in the respective sub-category(i.e.blind,deafanddumbetc.),shouldberegardedasatparandtheirintersegradationshouldbeeffectedinaccordancewiththerankintheentranceexamination.

Theproposalof thePrincipal Secretary Social Security wasagreedandapprovedunanimously.

C.Children/WidowsofDefencePersonnel/Ex-servicemenetc.:

Thismatterwasdiscussedthreadbare.Itwasfeltthatthechildren,wardsandwinnersofgallantryawardsshouldbe givenover-riding preferenceoverchildren/widows of the ordinary DefencePersonnel/Ex-Servicemen. Itwasalso feltthatthe children/wardsoftheposthumousawardeesoftheparticularawardshouldgetprecedenceoverotherawardeesofthesamecategory.

Itwas,accordingly,decidedthat in thiscategory of reservation of 2%,thefollowingwouldbethepriority,each highersub-categorybeingpreferredtotheexclusionofthelowerones:-

(1)Gallantryawardswinnersin thefollowingorder: ParamVirChakra(PVC),AshokChakra(AC),SarvottamYudhSevaMedal(SYSM),MahaVirChakra(MVC),KirtiChakra(KC),UttamYudhSevaMedal(UYSM),VirChakra(VrC),ShauryaChakra(SC),YudhSevaMedal(YSM),Sena/NauSena/VayuSenaMedal(gallantryonly),Mention-inDespatches.

Thisitemwasdiscussedthreadbare.)twasfeltthatthewinnersofPresidentǯsMedalforGallantryandthePolicemedalforGallantrybythePresidentneedto begivenover-ridingpreference. Similarly,thosekilledordisabledin actionshouldbegiven suchpreference.

Accordingly,thespecialcategorization/precedenceinthiscategorywasadoptedasunder:Children/wardsofofficersandjawansofPunjabPolice,PAPandpara-militaryforceswhoare:a (1) WinnersofPresidentǯsPoliceMedalforGallantry,includingposthumousawardees.

(2)Winners of the Police Medal for Gallantry, conferred by, the President of India, including posthumousawardees.

(3)Killedordisabledtotheextentof ͷͲ%ormoreǲinactionǳ,includingcasesof(omeGuards.

b (1)Childrenandwardsforservingpara-militarypersonnelandex-para-militarypersonnel.

E.Riot-affected/ terrorist-affected families:

Thematter wasdiscussedthreadbare.Itwasfeltthatthecaseswherethebread-winnersofafamilyhaddied/beendisabledtoanextentof 100%,shouldget over-ridingprecedence.Assuch,thefollowingcategorization was decidedtobeadopted.Children/wardsofpersons:

(1)personskilledin1984riots/killedasaresultofterroristviolenceorkilledbythesecurityforcesactinginaidofcivilauthority,includinginnocentciviliansandArmy Desertersaswell asthoseof thesecategorieswho havebeen disabled physically totheextentof100%,inaccordancewiththepolicyalreadyinplace.

(2)Personsoftheabovecategorieswhoweredisabledtoanextentlessthan100%.

(3)Allothercategoriesmentionedintheexistingpolicyunderthishead.

Inanycase,thehighersub-categorieswouldbepreferred,inexclusiontothelowercategoriesasarrangedaboveevenwhenthemarksobtainedintheentrancetestofacandidateoftheformercategoryislessthanthoseobtainedbyacandidateofthelowercategory.Theaboveproposalwasalso,accordingly,approvedassuch.

F.Children/GrandChildrenofFreedomFighters:

ThePrincipalSecretaryFreedomFightersstatedthatallFreedomFighters,ǲTamraPatraǳholderswouldberegardedatpar.)twasaccordinglydecided thatrelativegradationwithin thecategorymay bedecidedinaccordancewiththe rank/marksinthe EntranceTest.

Anyotheritemwith thepermissionoftheChair:

2.Claimof theresident of UnionTerritoryofChandigarhwillonlybeentertained forCountersignature ofcertificate issuedbytheDepartmentofSports,UnionTerritoryofChandigarhforNationalSchoolGamesonlyprovided,parentsbelongtothePunjabStateServiceandarepostedatChandigarhduringtheperiodorwhichgradationisbeingclaimedfortheirwards. ForJuniorandSeniorNationalChampionships,theymustplayasnomineeoftheStateofPunjabasisthecaseinpara1above.

3.ThecertificatesissuedbytheSportsAssociationsmustbesubmittedforgradationtotheconcernedDistrictSportsofficerwithin9monthsfromthedateofissueofcertificate.Intheabsenceofthis,anydelayoccurredwillbetheresponsibilityoftheapplicant.Theapplicationshouldbesubmittedasperthedirection/requirementsspelledoutbytheDepartmentofSports.CopyofthesamecanbehadfromtheDistt.SportsOfficerǯsOffice.

4.TheapplicationforgradationreceivedfromtheDistrictSportsOfficerǯsOfficewillbeprocessedattheHeadquarterforfinalcheckingof the performanceparticipationrecord,ifnecessaryinterviewsandfield testswillbe conducted to seethe genuinenessoftheperformanceandparticipationleveloftheapplicant.

5.TheDirectorateofSportswillnotberesponsibleforanydelay whichoccurs duetolatesubmissionofapplicationorinfurnishingincomplete requisiteinformation /replytoqueriesbytheDepartmentfrom theindividualconcerned ortheSports Associations.ThetotalprocessingtimeatDistrictand theHeadquarter,Chandigarhshallbe60daysin caseswhereallrequiredformalitiesarecompleted.

8.Performanceachievedinindividualeventofanydisciplineandinteamgames,willbeconsolidatedonlyifithasbeenachievedthroughacompetitionwith7ormorecompetitors(inindividualevent)and15ormoreunitsinteamgames.

9.Certificatesissuedbytheconcerned Sportsbodyareproperlysigned in inkbythenominee ofPresidentandSecretaryhimselfofStateUnitalongwithsignatureofaGazettedOfficernotbelowthanrankofDeputyDirectorSports,PunjabforStateChampionshipinwhoseDivisiontheStateChampionshipisconducted,andcertificatesofdistrictchampionshipmustcarrysignaturesofpresidentandSecretaryofDistrictAssociationalongwithsignatureofDistt.SportsOfficerofthatDistrict.

10.Onlythosecertificateswillbeconsidered forgradationwhicharedeclared in theaffidavitsubmittedtotheDepartmentwiththeapplicationforgradation.

11.DirectorSports,Punjab,whowillissuethecertificatewillalsohavetheauthoritytocancelcertificateatanytime,ifitisfoundtohavebeenissued on falseinformation orrecord.DirectorSportswillalsohavetheauthoritytocorrectanymistakesdonebytheofficegivingopportunitytotheaffectedSportsmen/women.

12.Nocertificateshallbegradedafterfiveyearshavelapsedinissuanceofthecertificates.

13.NosportsgradationcertificateshallbeissuedtotheplayerswhoparticipatedinMini,Sub-juniorandinthetournamentswhichareorganizedfortheplayersunder15yearsage.

14.Incasedifferenceofopinion/contestbetweentheSportsDirectorateandanySportsAssociationthenthematterwillbeforwardedto theGovt.andthedecisionoftheSecretarySportsPunjabwillbefinalandbindingonallconcerned.

15.ThisentireStateofPunjabwillhaveuniformgradationpolicyasspecifiedin thisorder.Noeducational/institutionorotherwisewilldeviateorformaseparatecriteriaorguidelinesfromthecriteria/policyaslaiddowninthisorder.ThefinallistswillbeapprovedbytheDirectorateofSportsresponsibleforissuanceofsportsgradationcertificates.

16.Thisorderwillcomeintoforcew.e.f.01.01.1998.Wherebyallearlierorderwouldsuperseded.

7.POLITICAL SUFFERERS/FREEDOM FIGHTERS

2%seatsreservedforPoliticalSufferers/FreedomFighterswillbefilledinaccordancewiththeinstructionsissuedbythePunjabGovt.videletterNo.9(13)-3PII-81/5822dated4.4.1985.

Thebenefitofthiscategorywillbegivenonlytothosefreedomfighters,andtheirwardswhohaveeitherbeengrantedafreedomfighterǯspensionfromthePunjabGovt.orhavebeenawardedTamraPatrafortheirpoliticalsufferingsduringPre-IndependenceFreedomMovements.TheDeputyCommissioneroftheDistricttowhichafreedomfighterbelongswillbetheonlycompetentauthoritytoprovideaneligibilitycertificatetothiseffect.AspecimencopyofcertificateisgivenasinAnnexure-VI(xiii).

Theadmission to theseatsreservedforthewardsofthosepersonswho areofPunjabioriginandhavesettledinotherstateswillbemadeonthesubmissionofthePunjabResidenceCertificateAnnexure–VI(ii)toVI(x) .

14.DISABLEDPERSONS

TheadmissionofDisabledPersons(Blind, DeafandDumbandothers)willbemadeinaccordancewiththedecisioncontainedinPb.Govt.NotificationNo.14/8/2000-FM-IIJ311(DTE)Dated4thMarch,certificatetobeissuedbytheChiefMedicalOfficeroftheDistrictconcernedwhichshouldindicatetheextentofdisability.

However,ifsuitablecandidatesarenotavailableinanyoneofthesesub-categoriesofdisabledcandidates,orare notfound suitablefortheParticularcourse,theseatssoavailablewillbefilledupbythecandidatesfromtheothersub-categoriesofdisabledcandidates.ThedecisioninsuchcaseswillbetakenbytheAdmissionCommittee.

15.RURALAREA

RuralAreaspecimenformatofCertificateisgivenas Annexure–VI(xxii)tobefollowedbycandidate desirousofseekingadmissioninGuruNanakDevEngineeringCollege,LudhianaandBabaBandaSinghBahadurEngineeringCollege,FatehgarhSahib.
