The Idaho Department ofParks and Recreationis seeking an individual toserve asaPark Planner to design, develop, schedule, and coordinate park and recreation planning projects.

Typical Responsibilities:

Planning:

·  Prepares park planning documents including park master plans and park development plans.

·  Researches, analyzes and compiles a data base system and computer-based reports for analysis and dissemination; such as the Department's Capital Inventory Needs (CIN) program which tracks the Agency's preventative maintenance and new capital facility development needs.

·  Evaluates information and forecasts park and program needs to identify future projects.

·  Reviews, edits, and comments on construction documents prepared by licensed design professionals.

Research and analysis:

·  Maintains a database to chart and update water rights reports including researching, documenting, monitoring, filing applications pertaining to various water rights issues.

·  Completes literature reviews; reviews and analyzes technical reports, prepares technical briefs and written reports, develops guidance documents and policy papers.

·  Reviews, comments, and makes recommendations related to license applications regulated by the Federal Energy Regulatory Commission (FERC).

Technical Assistance:

·  Provides professional land use planning and development guidance to various groups within the Department, including area offices and bureaus, and represents the Department as needed to local jurisdictions during planning processes and public hearings.

·  Assists department staff in preparing compliance documentation, strategic plans and grant applications.

·  Reviews and evaluates department planning projects or grants for compliance with federal and state regulations.

·  Participates in developing and conducting demonstration projects, workshops and other training events.

·  Assists with program budgeting, citizen involvement/public participation and contracts development.

Minimum Qualifications:

·  Experience that demonstrates knowledge and utilization of planning principles and practices for program and project planning.

·  Experience writing clear, concise technical reports and documents that can be easily understood by laymen.

·  Experience utilizing automated systems to develop spreadsheets, graphics, maps and data management.

·  Experience preparing and making clear, concise oral presentations to groups (both technical and laymen).

·  Some knowledge of measurement processes and methods for assessing progress toward achieving goals and objectives of projects or plans.

Specialty Qualifications:

·  Good knowledge of grant writing, contracts development and fiscal management practices.

·  Experience with the public participation process of leading groups through collaborative decision-making.

·  Experience planning development projects and land use planning principles and practices.

·  Experience reviewing documents for compliance with federal, state, and/or local government laws and regulations.

·  Experience in contract administration and application of project management techniques.

·  Experience demonstrating the ability to read, understand, and interpret public works construction documents related to park site plans, park structures, and site utilities.

Desirable Qualifications:

·  Experience preparing park planning documents including park master plans and park development plans.

·  Experience with water rights management including researching, documenting, monitoring, filing applications pertaining various water rights issues.

·  Experience reviewing, commenting, and making recommendations related to license applications regulated by the Federal Energy Regulatory Commission (FERC).
