1.  Welcome, Roll Call and Introductions

2.  Verification of Open Meeting Postings

3.  Public Comment (No action may be taken upon a matter raised under public comment period unless the matter itself has been specifically included on an agenda as an action item.)

Scott reported that there would be a “Helen Keller Day” fair at Idlewild Park in Reno on June 3,2017 from 11:00 am to 2:00 pm.

Mr. Thomas Kearns reported that the National Federation of the Blind will be participating in a local event. He first mentioned this at the Blues and Brews event. The other event being Aces Baseball stadium having a “Hat Day” on June 25, 2017 starting at 1:00 pm.

4.  Approval of Meeting Minutes from October 19, 2016 Meeting (For Possible Action)

5.  Update on the Statewide Web Accessibility Task Force (SWAT) activities including the April 21, 2017 letter to Governor Brian Sandoval requesting that people with disabilities be able to utilize user-friendly accessible technologies.

Mr. Scott Youngs reported that Mr. Thomas Kearns chaired the SWAT to develop a letter to Governor Sandoval requesting that people with disabilities be able to utilize user-friendly accessible technologies. This was approved in October. Mr. Scott Youngs reported that he, himself, had mailed the letter on April 21, 2017, by regular mail but had not had any indication that it had been received. Mr. Thomas Kearns stated that the group needed confirmation that the letter had been received by the governor’s office. Frida mentioned he might want to resend it via Certified Mail. Mr. Scott Youngs stated that he would forward the signed copy to ADSD to be posted on the website.

6.  Report on the Membership Status for the AT Council and Vote on the Council Chair and Vice Chair Election Cycle (For Possible Action)

Mr. John Rosenlund reported that he is personally calling all the members to discuss completion of membership applications and who among them would like to continue being AT members. He also mentioned that this needs to go through the director’s office and has an application for Julie Bowers.

It was suggested that the Disability Unit will set up a system of tracking the memberships, communications regarding the AT Council, Federal Regulations, accessible applications, etc.

Thomas suggested that potential new members should understand member responsibilities, Open Meeting Law (OML), the Assistive Technology Act, the bylaws, Mr. John Rosenlund mentioned creating a binder, possibly in electronic form of documents for new members.

Ms. Rique Robb discussed training for Open Meeting Law with Staff and all councils making it accessible for everyone. This training is available through the Attorney General’s office

Ms. Frida Aizenman reminded the group that she often cannot access video websites and to remember that in the planning of the training.

Mr. John Rosenlund mentioned meeting dates and the annual meeting, voting for membership chair and vice chair as well as funding. He suggested that he and staff could start working on a Member Handbook with different information. He also mentioned organizing a speaker to present at future meetings. He mentioned interest in Elizabeth M. Causey who does trainings.

7.  AT Act Program Updates, Discussions and Presentations: Nevada Assistive Technology Resource Center (NATRC) Presentation; Update on the Annual Assistive Technology Collaborative (NATC) Report

Mr. Scott Youngs mentioned what NATRC is and the funding related to it. He mentions the numbers and kinds of Assistive equipment. He reported on what has been accessed through short term loans in the last year. He offered to have the report available if requested by members.

Mr. Thomas Kearns and Mr. Scott Youngs discussed peer/educational groups for assistive technology and independent living and Mr. Thomas Kearns stated that the lending library is really like an education group, with techniques, tools, learning and peer training.

Mr. Scott Youngs stated that the rural areas need more outreach and help identifying needs in those communities. He also stated that there needs to be a website where people can select items to borrow for no charge and have it shipped to their home. “Shipping and Handling” would need to be figured out.

Mr. John Rosenlund stated that the SILC is the way to find underserved people, even though it is difficult. He suggested Public Service Announcements on the radio as one way to reach people in rural areas.

Mr. Hentjie Apag stated that his offices with the NNCIL, actively focus on rural areas.

Mr. Thomas Kearns stated that the newly blind have almost no resources and wondered if there could be a computer system that they could access.

Mr. Scott Youngs stated that some PCs are available, mostly Mac brand ones. He stated that the NATC decided that Mac brand items are more open source and that anyone who needs PC help, NATC will do what needs to be done to provide them services.

Ms. Frida Aizenman stated that she took many courses and utilized the Disability Center for additional help. She doesn’t know that the university setting would be appropriate for the newly blind.

Mr. Thomas Kearns stated that there is a severe need for trainers in the tech area for Northern Nevada. The group of people who are no longer in school but are not elderly are left in a “doughnut hole” and have no support system available.

8.  Review AT Council Position Statement with Discussion of Prioritization of NATC Objectives

Mr. Scott Youngs mentioned the introduction of the AT position statement. He discussed each goal.

Mr. John Rosenlund stated that the group had focused on accessible websites and talking about a guidebook for parents looking for accessibility options for their children. There was further discussion regarding the broad-based training mentioned in the AT Act, the School District’s responsibilities in this regard. It was agreed that there needs to be an update of NATC objectives. John and Tom will follow up on an educational guide for parents addressing Vocational Rehab, collaborating and improvement.

9.  Discuss Future Agenda Items and Confirm Next Meeting Dates (For Possible Action)

Ms. Rique Robb discussed the creation of a master calendar with meeting dates and times. This calendar will be available to the different councils soon.

The next AT meetings will be:

July 27, 2017 at 10:00 am

September 7, 2017 at 10:00 am

December 7, 2017 at 10:00 am
