PART I: OVERVIEW, ELIGIBILITY, FUNDING, SUBMISSION AND CONTACT INFORMATION

Background: / The Massachusetts Department of Early Education and Care (EEC) provides and coordinates a range of services for children in Massachusetts through a mixed delivery system which includes child care centers, out-of-school time programs, family child care homes, public preschool programs, private school preschool and kindergarten, and Head Start programs.
EEC is responsible for licensing early education and care and out-of-school time programs throughout Massachusetts and for providing child care financial assistance to low-income families with children birth to 12 years of age. EEC provides support for information and referral services, inclusive programming for children with special needs, parenting support for all families, and professional development opportunities for staff. These efforts affect thousands of early education and out-of-school time providers, who serve more than 275,000 children each day. In its broadest role, EEC also serves as a source of information to more than one million families in Massachusetts.
EEC envisions a comprehensive system of supports for children and families, which fosters the healthy social-emotional development of all children. Programming is provided on a continuum including mental health promotion, prevention, and intervention services. Targeted interventions address the needs of behaviorally challenged children ranging in degree from moderate to severe. EEC aims to provide support to children, families and child care staff by building on and enhancing their strengths and facilitating active family involvement.
In fiscal year 2008, EEC funded mental health services through a variety of service models including, but not limited to: the Mental Health Consultation Services Grant; Comprehensive Mental Health in Child Care (CMHCC) programs; the EEC contract/voucher special needs “flex pool”; and contracted social services for supportive child care.
Purpose: / Through this continuation grant, EEC aims to provide mental health consultation and services to children, families and child care staff in order to: eliminate and/or reduce the number of suspensions and expulsions of children from EEC funded programs; enhance staff competencies to work with behaviorally challenged children, thereby benefiting all children enrolled in the program; strengthen parenting skills and parent involvement; and promote collaboration for better access to mental health and family support services for children and families.
Goals and Priorities: / Grantees must have the capacity to provide the following to EEC funded programs:
·  On-site consultation to providers and parents about children’s mental health needs;
·  Skilled on-site observation and assessment of children’s social/emotional and behavioral skills on a referral basis;
·  Individualized behavior plans with input from provider’s staff and parents that will be implemented in inclusive classrooms (not a pull-out setting);
·  Case management services through a system that provides linkages to other available and appropriate community, social services, and mental health agencies;
·  On-site crisis intervention planning and support; and
·  Access to therapeutic interventions via referrals and/or by developing capacity to use 3rd party billing for on-site clinical services.
Applicant Eligibility: / Mental Health Consultation Services Grantees who received a Mental Health Consultation Services Grant in fiscal year 2008 are eligible to apply for continuation of these grant funds in fiscal year 2009. EEC reserves the right to rescind or amend this Renewal Application to broaden the pool of eligible applicants, in the event the final FY 2009 Budget requires the Department to competitively procure these funds.
A lead agency or subcontracted provider subject to EEC licensure shall be eligible to receive grant funds only if it is in substantial compliance with all applicable EEC regulations.
The lead agency and all subcontracted providers must comply with all applicable statutes, regulations, policies, and procedures, inclusive of any changes made as a result of enacted legislation, duly promulgated regulations, or policies implemented by the Board and the Department of Early Education and Care.
Fund Use: / Funds may be used to pay for the following:
·  On-site mental health consultation and services provided to EEC funded programs by a qualified mental health clinician, behavior specialist, social worker, or mental health professional;
·  On-site training for child care staff that addresses mental health needs of children and families in the program;
·  Paraprofessional staff to assist in the implementation of the behavioral plan in an inclusive setting. Paraprofessionals must be supervised by a mental health professional;
·  Clerical staff employed for relevant mental health grant work;
·  Translation services for written and spoken communication with families who have been referred for mental health consultation services;
·  Child assessment instruments that assess children’s social, emotional, behavioral skills;
·  Relevant materials and supplies;
·  Travel expenses to programs; and
·  Fiscal administration and oversight costs. Please note: Lead agency and subcontract administration and oversight combined costs cannot exceed 8%.
Funds cannot be used to provide those services for children with disabilities which are prescribed on their Individualized Family Service Plan or Individualized Educational Plan.
Fiscal Administration and Oversight
Please note the limit on fiscal administrative costs. The sum of the following expenditures cannot exceed 8.0% of the total grant award (as delineated in Part II: Budget Detail and Narrative):
1.  Salary of the supervisor of the grant coordinator;
2.  Salaries of fiscal staff including, but not limited to, a bookkeeper and contract monitors;
3.  Rental of space, telephone/utility, maintenance and repair, and internal audit costs associated with the administration of the CPC program; and
4.  Costs of administrative caps on subcontracts.
Administrative costs of any subcontract shall not exceed 8% of the subcontract award. Please use guidelines equivalent to those provided above, and delineated in Part II: Budget Detail and Narrative, to determine the administrative costs of a subcontract.
Please note: EEC reserves the right to include the above categories in its calculation of an approved administrative cap. Federal indirect rates may not be applied to this grant.
Required Services: / Grantees must do the following:
·  Provide on-site consultation (including individual-level services to address the particular needs of a child or family, and Program-level services to help staff promote emotional well-being and serve children with behavioral challenges) to EEC funded providers and parents;
·  Provide skilled on-site observation and assessment of children’s social emotional and behavioral skills on a referral basis;
·  Conduct outreach and elicit referrals from EEC funded providers located
within the targeted area as stated in the fiscal year 2008 grant;
·  Provide services to children and families currently being served, who require continued services, as well as to new children and families upon referral within the above designated targeted areas;
·  Develop individualized behavior plans for children with input from provider staff and parents that will be implemented in inclusive classrooms;
·  Provide and strengthen the case management linkages to other available and appropriate community resources, social services, and mental health agencies including referrals to public school special education, Early Intervention programs, and other family support programs and services, in order to promote the coordination and continuation of mental health services for children and families;
·  Provide crisis intervention planning and on-site crisis support as needed in order to stabilize children at-risk of suspension and expulsion due to their challenging behaviors;
·  Strengthen the involvement of parents by encouraging them to access needed services; supporting their participation in the development of individualized behavior plans for their children; and providing support to parents through on-site consultation, technical assistance on behavioral strategies and interventions, modeling of positive interactions, translation services and referrals, as needed;
·  Collaborate with other EEC Mental Health Consultation Services grantees, the Comprehensive Mental Health Services in Child Care contractors, and other appropriate resources within your targeted area to inform and plan delivery system for mental health services. See Appendix B;
·  Connect with local family support programs, such as EEC funded Massachusetts Family Networks and Parent-Child Home Programs. See Appendix C;
·  Identify best practices regarding the most effective intervention strategies; and
·  Survey and document the satisfaction levels of staff and parents regarding consultation, technical assistance, and/or other services received
Grant Term: / This is a one year Grant with two options to renew the Grant for one year each (for a total of three years), subject to Legislative authorization and appropriation. Mental Health Consultation Grantees may apply for the level of funding that they received in 2008. In the event the Final FY 09 Budget requires the competitive procurement of funds and/or expansion of the pool of Grantees, it is EEC’s intention to provide Mental Health Consultation Grantees that received funding in FY 08 continuation funding for at least six months while EEC conducts such a procurement. However, for the purposes of this Renewal Application, Grantees should submit a one year budget and outline the required services they will provide for the entire FY 09 period. EEC reserves the right to amend grant awards (and required services) and/or to competitively procure some or all of the additional funding in accordance with the Final FY 09 Budget line item language. EEC reserves the right to require Grantees to submit amended budgets for a period less than one year.

Reporting: / In order to recognize accomplishments, identify challenges and inform future funding decisions, mid and end-of-year progress reports are required of all FY09 EEC grant recipients. These reports will provide EEC with information regarding the successes and challenges in meeting grant goals and objectives. A template for reporting this information will be forthcoming. The mid year report is due by 4:00pm Friday, January 16th 2009 and receipt of the end-of-year report will be required for approval of final grant payments. These narrative reports are in addition to the existing reporting requirements below.

APPENDIX A – GRANT NEGOTIATION, PAYMENT TERMS, DELIVERABLES, GRANT EXPENDITURES, TERMINATION, RECOUPMENT OF FUNDS, AND RELEVANT LAW

EEC may negotiate with the selected Grantee(s) the specific deliverables and timeline for their completion prior to the commencement of this project. Payments will be made according to the final negotiated terms. EEC will have sole discretion to determine whether a deliverable has been successfully completed by a Grantee thereby triggering a payment.

Amendments to required services or deliverables which do not affect funding changes:

If during the project, either EEC or a Granteewould like to request a change in the required services, deliverables, or timeline, EEC or the Grantee may propose such changes to the other. The parties must mutually agree to such change(s) in writing. A written memorandum may be used to memorialize such changes; a formal grant amendment will not be required.

Programmatic Budget Adjustments (formerly called grant amendments):

If during the project, a Grantee would like to request a change from the original approved budget, thus changing deliverables, or timeline, the Grantee may propose such changes to EEC who may agree to implement such changes. This is done by filing a Programmatic Budget Adjustment (formerly called a grant amendment). A Programmatic budget adjustment is required 30 days in advance of proposed changes and in any case where the original budget line is changed by more than 10%. EEC reserves the right to approve or deny any proposed changes. When the Programmatic Budget Adjustment forms are available, you will receive electronic notification regarding where they are posted on the EEC website.
