GENERAL DESCRIPTION OF CLASS

This is skilled journey level work in the construction maintenance and repair of the electrical distribution system. Work involves increasingly difficult and skilled tasks. Work is frequently performed in close proximity to high tension wires and under unfavorable weather conditions, requiring skill and safe work practices and procedures work also involves the use of hooks when climbing poles and working out of aerial bucket at high altitudes. The employee works under the supervision of the superintendent: however, employees may be assigned to work independently .work is subject to inspection for conformance by superintendent.

ESSENTIAL FUNCTIONS

  1. Constructs, maintains and repairs electrical distribution system.
  2. Inspects and determines problems in transformers and electrical apparatus replacing fuses and other defective parts.
  3. Set poles and anchors.
  4. Installs transformers lightning arrester, cutouts, cross arms, insulators, switches and conductors overhead or underground.
  5. Adjusts tension on primary and secondary conductors.
  6. Locates trouble in primary and secondary lines and makes repairs.
  7. Installs transformer banks and three phase pad mount transformers.
  8. Connects and disconnects and replaces service loops.
  9. Disconnects service for delinquent accounts, inspects meters for signs of tampering or bypassing.
  10. Turns circuit breakers on and off make repairs in meter sockets when required.
  11. Responds to emergency requests as required.
  12. Maintains excellent public relation with customers and the general public.
  13. Cleans tools equipment and vehicles.
  14. Drives, maintains operates boom trucks, forklifts and other maintenance vehicles and machinery.
  15. Lifts medium to heavy objects and climb ladders and stairs.
  16. Uses power chainsaws for felling trees and cutting up felled trees.
  17. Participates in tree trimming around energized lines.
  18. Installs an dismantles city Christmas decoration.
  19. Ability to learn underground distribution system including all switches, termination and etc.

ADDITONAL RESPONSIBILITIES

  1. May be assigned to operate any vehicle or equipment, inspect poles and attachments.
  2. Performs related work as required.
  3. Required to participate in the stand –by/call- out rotation to respond to problems after normal work hours and on weekends and may be subject to call-out at any time when other call personnel require additional assistance.
  4. Serves as line crew foreman when assigned.

KNOWLEDGE, SKILLS & ABILITIES

  1. Extensive knowledge of the methods, materials, tools used in electrical distribution system construction and maintenance.
  2. Extensive knowledge of electrical theory as applied to a distribution system and wiring systems and the ability to apply this knowledge as related to electrical line work.
  3. Extensive Skill in use of tools , instruments and equipment as related to electrical work.
  4. Ability to follow complex oral and written instructions.
  5. Ability and willingness to observe safety practices and procedures relating to energized distribution systems.
  6. Ability to work in confined space on underground electrical systems or equipment that may or may not be energized.
  7. Ability to perform heavy manual tasks under varying unfavorable weather condition.
  8. Skill in the use of pliers, wire cutters , pipe threaders , electric drills, saws , hammers , and other hand tools , testing devises used in electrical work.
  9. Ability to establish and maintain effective working relationships with supervisor, coworkers and all other city employees and the general public.

WORKINGENVIRONMENT / CONDITION:

The job requires heavy manual work that involves walking or standing most of the time, exerting up to 100 pounds of force on a recurring basis. The job risks exposure to the following conditions included but no limited to electrical shock, adverse weather condition, extreme hot/cold temperatures, confined areas, dust, pollen, traffic toxic/noxious fumes, extreme noise levels, heights, bright/dim light and working hours during daylight and night hours. Requires working in confined spaces and heights above 100 feet.

QUALIFICATION (EDUCATION, TRAINING, AND EXPERIENCE):

  1. High school diploma from an accredited school or its equivalent.
  2. Three (3) years of experience in the construction maintenance and repair of electrical overhead and underground distribution system.
  3. Completion of a lineman apprentice training course.
  4. An equivalent combination of education and experience that is determined to be directly related to the forgoing specific requirements may be substituted.

SPECIAL REQUIREMENTS:

  1. Must possess and maintain valid state of Florida class “B” commercial driver’s license with in 6 months of employment.
  2. May be required to overtime as necessary for the efficient operation of the department.
