SUBJECT: INCIDENT COMMAND SYSTEM TRAINING

DEPARTMENT: EMERGENCY PREPAREDNESS

POLICY

CentralMontanaMedicalCenter will comply with the NIMS resolution adoption by ensuring completion ofIncident Command System (ICS) training for all personnelaccording to their level of assigned responsibilities, and maintain that level of training by certification.

PURPOSE

In order to provide a single, comprehensive approach to disaster, or emergency incident management, responders must coordinate their response with partner agencies to provide the highest levels of incident management. Through utilization of the NIMS Incident Command System, CMMC will be more efficient and effective in our response to emergent events and be able to function successfully with partnering agencies.CMMC will train all employees on how to use the Incident Command System.

PROCEDURE

  1. General:
  • All personnel maintaining employment with CMMC, regardless of FTE status, will comply with the NIMS training requirements, as adopted through the NIMS resolution by the Central Montana Medical Center Board of Directors.
  • If an employee has completed any of the NIMS courses prior to employment at CMMC, a copy of certification must be provided to the Human Resources department and placed in the employee record. The new employee may waive any course with previous certification as long as it meets all requirements for their respective CMMC position.
  • All courses required for employment at CMMC can be completed on-line at the Emergency Management Institute- FEMA Independent Study (IS) program ( and involve testing at its’ conclusion. CMMC will require employees to receive a passing grade in each course taken.
  • FEMA’s Independent Studytesting requires the use of social security numbers for electronic submission, student identification and educational tracking purposes.CMMC will follow privacy and protection measures to ensure the safety of social security numbers utilized during training courses. An employee may contact the Emergency Management Institute for an alternative identification number if they prefer not to utilize their social security number.
  • Employees with specific command and control responsibilities will complete the NIMS training appropriate to their level of assigned responsibilities (See Procedure section 2.1-2.6).
  • All employees will be required to complete the IS-100 course as part of their conditions of employment, regardless of position.
  • The tests for IS-100 course are submitted electronically by the instructor, but may be submitted independently by the employee, if they prefer confidentiality of their respective social security number.
  • Once the instructor has electronically entered the test for the employee, the social security number of the employee listed on the test will be protected by concealing the number with a black marker. The test will then be shredded.
  • All other IS coursescompleted by CMMC employees, will require the employee to submit their own test independently following course completion.
  • A certificate of course completion is electronically sent to the employee, or instructor, by the Department of Homeland Security once the employee has successfully passed the test.
  • The course certificate will be kept in the employee’s personnel file in the CMMC Human Resources department.
  • A copy of the course certificate will be provided to the employee upon request.
  1. Employee ICS training designations:

2.1IS-100 course: Basic Level training

  • This basic training will be provided as a group course on a quarterly basis for all new employees, or those preferring a refresher course. The Emergency Preparedness Chair will assist the group of employees through the on-line educational process and facilitate the testing procedure. If the instructor submits the test for the employee, the course certificate will be sent to the Human Resources department by the instructor.
  • IS-100 course must be completed by all new employees within 90 days of date of hire.

2.2IS-700 course: Course prerequisite: IS-100.

  • This course will be required for all licensed CMMC staff, regardless of occupation, excluding Certified Nursing Assistants.
  • Personnel will be required to complete the on-line course and testing process independently. The course certificate will be sent to Human Resources by the employee.
  • This course must be completed within 90 days of date of hire.

2.3IS-200 course: Course prerequisites include: IS-100 and IS-700.

  • This course will be required for all CMMC Management personnel or staff assigned to the Emergency Preparedness Committee / Incident Command Structure.
  • Personnel will be required to complete the on-line course and testing process independently. The course certificate will be sent to Human Resources by the employee.
  • This course must be completed within 90 days of date of hire.

2.4IS-800 course: Course prerequisites include: IS-100, IS-700, and IS-200.

  • This course will be required for all CMMC personnel assigned to ICS Command and General staff positions, regardless of organizational delineation.
  • Personnel will be required to complete the on-line course and testing process independently. The course certificate will be sent to Human Resources by the employee.
  • This course must be completed within 90 days of date of hire, or date of assignment to the ICS Command staff organizational chart.

2.5IS-300 course: Course prerequisites include: IS-100, IS-700, and IS-200.

  • This course is a hands-on training and may only be completed as assigned / approved by CMMC Management staff. Employee may complete off-duty but any costs are not covered under CMMC educational expenses unless Administrative authorization received.

2.6IS-400 course: Course prerequisites include: IS-100, IS-700, IS-200 and IS-300.

  • This course is a hands-on training and may only be completed as assigned/approved by CMMC Management staff. Employee may complete off-duty but any costs are not covered under CMMC educational expenses unless Administrative authorization received.
  1. Center For Domestic Preparedness Courses:

3.1General:

  • Attendance of courses offered through the Department of Homeland Security’s Center for Domestic Preparedness (CDP) will be designated by CMMC Administration. Priority for attendance will be focused on personnel assigned to Incident Command System positions, Emergency Preparedness Committee members, and individuals holding support positions necessary to the efficiency of emergency management in an incident.

3.2Travel Expenses

  • Covered expenses are outlined by the Center for Domestic Preparedness and will be reimbursed as designated by the government. Any additional expenses accrued by the employee will be covered according to CMMC Travel and Education policy, # ADM.002. Any expenses not covered by CMMC policy will be the responsibility of the employee.
  1. Miscellaneous Trainings

4.1General:

  • Attendance of courses offered through other entities, i.e. Department of Health and Human Services, will be authorized by CMMC Administration. Priority for attendance will be focused on personnel assigned to Incident Command System positions, Emergency Preparedness Committee members, andindividuals holding support positions necessary to the efficiency of emergency management in an incident.
  • Expenses accrued willbe covered according to CMMC Travel and Education policy, # ADM.002. Any expenses not covered by CMMC policy will be theresponsibility of the employee.

DEFINITIONS:

Homeland Security:

  • Department within the Federal government, established through an Executive Presidential order, that enables coordination and mutual assist partnerships through the implementation of the National Incident Management System (NIMS) across federal, state, tribal, and local responder levels. It was established to assist with the protection of American citizens within the United States borders – founded in 2001.

National Incident Management System (NIMS):

  • NIMS provides a consistent nationwide template to enable Federal, State, tribal, and local governments, nongovernmental organizations (NGOs), and the private sector to work together to prevent, protect against, respond to, recover from, and mitigate the effects of incidents, regardless of cause, size, location, or complexity.

Incident Command System (ICS):

  • ICS is a widely applicable management system designed to enable effective, efficient incident management by integrating a combination of facilities, equipment, personnel, procedures, and communications operating within a common organizational structure.

Center for Domestic Preparedness:

  • Training facility, fully funded by the U.S. Department of Homeland Security, providing all-hazards preparedness training for the nation’s emergency responders, including healthcare and hospital professionals.

FEMA Independent Study (IS) Courses:

  • The Emergency Management Institute Independent Study (IS) Program is a Web-based distance learning program funded through the Federal Emergency Management Agency. Its mission is to improve the competencies of United States officials at all levels of government to prevent, prepare for, respond to and recover from, and mitigate the potential effects of disasters and emergencies. It offers courses designed for people who have emergency management responsibilities and the general public.
