  1. Position Purpose

»Support and deliver a range of youth participation and engagement opportunities for young people in the City of Casey.

»Co-ordinate, develop, implement and evaluate a range of Council-initiated youth events and activities to ensure they provide new and accessible opportunities for young people across the municipality.

  1. Key Responsibility Areas

»Identify, actively promote and develop strategies to encourage participation of young people from a range of socio-economic and cultural backgrounds and young people with disabilities in youth services and programs.

»Establish rapport with young people, parents/carers and/or community organisations and government agencies to establish programs, provide strategic advice and options for the issues being experienced by young people and the community.

»Develop and maintain knowledge of current services and infrastructure available to the local community, and of issues that can impact on young people’s ability to participate/access these.

»Liaise with other service providers within the region including schools, government and non-government agencies to promote involvement in sharing of resources and general co-operation and networking.

»Assist with submissions, reports and media releases, and maintain financial records, in conjunction with the Coordinator Child Youth and Family Engagement and/or Team Leader Youth Engagement

»Provide input into Council's corporate and strategic planning to ensure that future needs of the community are met.

»Ensure project objectives are met by anticipating and managing potential and emerging issues.

»Influence events, promote ideas and keep abreast of new ideas, thinking and products.

»Through leadership and example promote Casey’s trademark behaviours: show respect, take responsibility, listen and respond, be positive, think things through.

  1. Occupational Health & Safety Responsibilities

»Take reasonable care for the health and safety of yourself and others in the workplace.

»Ensure hazards, incidents, near misses and injuries are reported immediately.

»Ensure only authorised, adequately trained staff undertake assigned tasks.

»Supervise resources, other employees and/or provide advice to or regulate clients; and/or give support to more senior employees.

»If prime responsibility is resource supervision, freedom to act is governed by clear objectives and/or budgets, frequent prior consultation with more senior staff and a regular reporting mechanism to ensure adherence to plans.

»If prime responsibility is to provide specialist advice to clients or to regulate clients, freedom to act is subject to close supervision or to clear guidelines. Effect of decisions and actions taken on individual clients may be significant but the decisions and actions are always subject to appeal or review by more senior employees.

»If prime responsibility is to provide direct support and assistance to more senior employees, freedom to act is not limited simply by standards and procedures and the quality of decisions and actions taken will often have an impact upon the performance of the employees being supported.

»Objectives of the work are usually well defined but the particular method, technology process or equipment to be used must be selected from a range of available alternatives.

  1. Inherent Physical Requirements

»In order to perform the required duties, the incumbent must successfully complete a pre-employment functional assessment.

»Use a computer

»Communicate clearly

»Drive a vehicle

»Ability to board and alight from the mobile youth centre (bus).

»Eyesight and hearing sufficient to enable the incumbent to efficiently supervise young people.

»Ability to lead and participate in a variety of relevant activities.

»Ability to move equipment up to 10-15kgs, and use hammer for erecting signage.

  1. Qualifications and Experience

»Completion of secondary education plus:

  • a degree or diploma with little relevant work experience; or
  • lesser qualifications with relevant work skills; or
  • relevant experience and work skills commensurate with the requirements of the position.

»Proven relevant experience working with young people.

»Driver’s Licence which is valid to drive within Victoria.

  1. Key Selection Criteria

»Proven experience relevant to the role.

»Understanding of working in an agile and collaborative working environment.

»Experience in planning, implementing and evaluating a range of programs for young people from a broad range of backgrounds.

»Understanding of youth participation principles and ability to work within them.

  1. Conditions of Employment

»Conditions of employment are as per the City of Casey Enterprise Agreement, Casey’s policies and procedures and the letter of offer.

»Hours – The position is full-time worked on a 19-day/4-weeks arrangement.This position will involve regular evening and weekend work.

»Health Declaration - The preferred applicant is required to complete a Health Declaration form and return it to the Occupational Health and Safety Co-ordinator prior to commencement.

»Criminal Records Check - This position is subject to the successful applicant having a satisfactory Police Check prior to commencement at Council’s expense and then as regularly as the position requires as per Council Policy.

»Working with Children Check – This position is subject to the successful applicant having a satisfactory Working with Children Check prior to commencement, and then as regularly as per legislative requirements.

»Physio/Medical Examination - The preferred applicant is required to have a pre-employment physio/medical examination (at Council’s expense). Accounts for broken appointments are the responsibility of the applicant.

»Transport –Employees are expected to use Council-owned vehicles whenever practical and reasonable to do so, for work-related travel. In the event that an employee uses a privately-owned vehicle for work-related travel, Council recommends that the vehicle be comprehensively insured and the insurance company notified that the vehicle is being used for work-related travel. If an employee using a privately owned, comprehensively insured vehicle for work-related travel is involved in an accident they may be eligible for reimbursement of the insurance excess. Vehicles not comprehensively insured will not be eligible for reimbursement.

»Sick Leave - A medical certificate may be required for any absence and must be provided for sick leave exceeding three working days or absence on the working day before or after a rostered day off, annual leave or public holiday.

»Multiskilling - The employee may be directed to carry out any duties within the limit of his/her skills, competence and training, provided that such duties do not promote a narrowing of their skill base.

»Risk Management – Employees must understand and comply with risk management policy and procedures.

»Employment Status - Prior to commencement of duties the successful applicant must provide proof of permission to work in Australia.

»Probation Period - A six month Probation Period applies to this position. This period will be extended in line with any period of unpaid or unauthorised leave.
