DENVER DRAFT LEAGUE CONSTITUTION 2016

The DDL is a continuous roster, face-to-face or netplay, computer SOM league. Players from all National League and the three most recent American League World Series teams are eligible and will be defined as NL players for the purposes of this document. Super-Advanced Rules, Supplemental Stealing, Ballparks/Clutch, and Max Level Rules are in effect. Outfielders may play out of position per SA Rules. Players unrated in an outfield position are adjusted as follows (rf to cf +2, lf 2 to cf +3, lf to rf +1; cf to rf or lf, and rf to lf no change).

PLAYERS LIMITATIONS: 100% of At Bats or Innings Pitched per NL card. Teams using players in excess are subject to forfeiture of games or draft picks, as deemed appropriate by the Usage Committee. A player reaching his limit may be deactivated for the season, and replaced during a series, provided that player was not used in a subsequent series. If a pitcher faces the potential of overuse, he is considered 100% used, and must be removed. Starters are replaced when their turn in the rotation comes up. The replacement remains on the monthly active roster.

INJURIES: Apply to current series only. An injured position player may be deactivated, after any game, and replaced on the active roster by another position player for the duration of the series. Injured starters are replaced only if their turn in the rotation comes up and must be replaced by a starter. Injured relievers may be replaced by any pitcher. Injury-affected rosters with no available player rated at a position - opposing manager chooses substitute.

PITCHERS: Starting rotations carry over from series to series without a day off, except for scheduled off days and the four-day All Star break. Starters require four-day rest and cannot relieve in the same series. Relievers always are limited to consecutive appearances in the same series. Dotted relievers may not enter a game, unless in extra innings.

TRADES: The trading deadline is June 20, high noon, or Series 16. Players cannot be traded during a series. Trades must be completed at the same series number played. Players cannot be reacquired from game one to the trading deadline. Both parties must notify the commissioner before the trade is final. League approval is required on trades. The League reserves the right to void any trades that critically affect a club's roster, future draft selections, are deemed a consolidation of teams, or involve clubs not current in the schedule.

ROSTERS: 34 minimum, 40 maximum-players and draft picks combined. Clubs must roster at least three players rated per position, except for catchers. Active roster for each month is 25, with at least two players rated per position. Active rosters are submitted to the Webmaster via CM by the last day of each month, and in effect for all series scheduled in the new month. No CM by the first day of the month, previous roster remains in effect, and the club is subject to the forfeiture of draft picks.

2016 Catchers: Clubs may roster just two catchers. Only catcher-rated players may substitute for injured catchers. Opponent selects replacement player in event no catchers are available following an injury.

Winter roster is 26. AL transfers and other players who do not receive NL cards may be protected and traded. Once an uncarded player is released from a DDL roster, the player may only re-enter the DDL when he receives another NL card.

ANNUAL DRAFT: All NL carded players with 35 at bats, or 20 innings (19.2 rounds up), are eligible. Multi-league players carded on an NL club with combined usage, receive those cards. Other multi-league players receive NL usage only.

The 2016 draft will last 12 rounds. In 2017 the draft will last 10 rounds. In all rounds except the first, clubs draft in inverse order of previous year record, or when eliminated in the post season. The first 10 spots of the draft will go to the non-post season clubs, determined by a weighted lottery giving preference to highest winning percentage.

Draft picks are subject to forfeiture based upon meeting League deadlines. Future draft picks may not be traded until after the close of the current season and all winter rosters are reported.

FREE AGENT DRAFTS: Following the Annual Draft, a two-round draft of remaining eligible cards will occur prior to the regular season. An optional, two-round draft of available eligible cards will be conducted July 4. Conditions are meeting checkpoints and accurately maintaining starting pitching rotations. Cuts are required to participate, and will be draft eligible. Draft order based on inverse order of most recent standings. Draft picks may not be traded.

STATISTICS: Each manager is responsible for accuracy of club statistics and rotations. Home managers are responsible for saving all games from the point of being an official game.

SERIES & PLAYOFFS: See Post-Season Rules.

BALLPARKS: Game Co. provided stock NL and the AL champion ballparks are used. Clubs may change ballparks once each off-season, beginning with the submission of winter rosters, and until 1/20. Moves are handled on a first-come basis.

BASE RUNNING: Batter must complete the at bat once a lead has been attempted without a stolen base being attempted.

DISPUTES: Game Co. Rules apply. Commissioner's ruling is final.
