SERVICE
The occupational medical specialist should possess a variety of skills, each based on a number of abilities or competencies.
The specialist should demonstrate in practice an interdisciplinary or holistic perspective, and be able to:
  1. Integrate perspectives and skills from a variety of disciplines in medicine, public health, management, law and social sciences, as well as in problem solving at individual, group or organisational level;
  2. Work effectively with a range of professionals and practitioners engaged in occupational health, and
  3. Reflect in problem solving an in-depth understanding of the institutional, legal, and ethical context of occupational, medical and occupational health problems.
This is required in order to fulfil occupational best practice, legal compliance and fit for duty assessments using established medical protocols in line with current criteria for fitness of duty.
Disability assessment, injury on duty assessments, primary health screening, diagnoses and treatment and travel medicine (risk based with knowledge of current disease prevalence and the need to have the special skill in support of the Occupational Health, Safety and Environmental program.
The Category Specialist’s role will also include transfer of skills and assisting in putting best practice principles in place.
SCOPE OF SERVICE

ACTIVITIES

  1. Legal Status of guidelines and Code of Practice.
  2. Administration and implementation Code of Good Practice on day to day activities with focus on mattersin these and other related areas.
  3. Affecting health or safety of employees and other persons who may be directly affected by activities at Denel Land Systems incorporating Mechem if the Chief Inspector of Labour requires it.
  4. Code of Practice customized to DLS requirements and practicalities must comply with any relevant guidelines issued by Chief Inspector.
  5. Document administration.

GENERAL ORGANISATION

  1. The Occupational Medical Practitioner shall render a comprehensive service, (Occupational health, primary health, travel medicine) to the Medical Centre at the DLS premises once per week (Tuesday) for 6.5 hours (this include both clinics).
  2. The Occupational Medical Practitioner must be available (on call) 24 Hours, seven days a week.
  3. The Occupational Medical Practitioner may appoint a locum in his/her position for a session or two who must be in possession of and Occupational Medical Diploma and certificate in Travel Medicine.

MEDICAL EXAMINATIONS

  1. These include pre-placement, pre-deployment, periodic, transfer, exit and special examinations as required by management.
  2. Attending to daily sick and injured.
  3. Performing of statutory examinations.
  4. Fit for Duty Assessments.
  5. Fitness of Duty assessments using established medical protocols in line with current criteria.
  6. Travel Medicine.
  7. Risk based with knowledge of current disease prevalence.

DISABILITY ASSESSMENT

  1. Assess any employee who is potentially unfit to perform work and, if declared unfit for own occupation, notify the employer and make recommendations for suitable alternative placement.
  2. Injury on Duty and COID Administration.
  3. Assist according to Legal Requirements.
  4. Risk Management.
  5. Ensure that authentic health risk assessment are conducted and reposted on.

PRIMARY HEALTH CARE

  1. Plans and manages primary health care with ethical norms.

MEDICAL SURVEILLANCE

  1. The medical surveillance system activities are managed in an integrated manner, including linking of occupational hygiene measurements results and the medical surveillance outcomes of employees by the occupational medical team.
  2. The Occupational Medical Practitioner is responsible to ensure that the medical surveillance program is implemented and maintained.

MAJOR RESPONSIBILITIES
  1. Establishing and maintaining an appropriate system of medical surveillance, considering the health hazards to which the employees are or may be exposed to, providing information that the employer can use in determining measures to:
  • Eliminate, control and minimise the health risk and hazards to which employees are or may be exposed; or
  • Prevent, detect and treat occupational diseases; and
  • Ensure that records are kept of medical surveillance for each employee exposed to a health hazard.
  • Ensure that appropriate professional assessments, diagnoses and treatment of employees undergoing medical surveillance takes place.
  1. Ensure that Occupational Medicine Services are well equipped and take every measure that is reasonably practical to:
  • Promote the health and safety of employees at the company; and
  • Assist employees in matters related to occupational medicine.
  • Engages in health promotion programs to encourage workers to take responsibility for their own health.
  • Render emergency care services where applicable.
  • Advise the employer on legal and regulatory compliance on occupational medicine and health issues where applicable.
  • Ensure that all occupational health management systems including referral systems are in place and functional.
  • Assess any employee who is potentially unfit to perform work and, if declared unfit for own occupation, notify the employer and make recommendations for suitable alternative placement.
  • Ensure legal and regulatory compliance for all occupational medicine and health issues that the Occupational Medical Practitioner is directly responsible for.
  • Develop effective relationships with other team members.
  • Responsible for analysing medical trends based on consultation information and discusses with management.

COST SUMMARY
Services required 6.5 hours per week on Tuesdays or services can be divided into two session of 3.25 hours per session on Tuesdays and Thursdays.
ASSUMPTIONS
DLS shall provide onsite office for medical assessments.
SKILLS AND CORE COMPETENCIES REQUIRED
  1. Qualified with MBChB qualification and be registered with HPCSA (The Health Professional Council of South Africa) as Medical Practitioner. In addition, candidates must have a post graduate qualification in Occupational Health and Travel Medicine and have 10 years previous work experience.
  2. Excellent negotiation and communication (oral and written) skills.
  3. Strong Occupational health , primary health and travel health and medicine knowledge.
  4. Excellent occupational health, safety and environmental awareness.
  5. Ability to work in a team set-up.
  6. Ability to lead, manage and administer Occupational Health program/process.
  7. Employer/employee relationship management.
  8. Risk management including health, safety, environment and quality.
  9. Ability to work and make decisions under pressure.
  10. Advising on occupational health, safety and hygiene, ergonomics and on individual and collective protective equipment.
  11. Advising on the planning and organization of work including the design of workplaces, the choice, maintenance and condition of machinery and other equipment, and on substances used in work.
  12. Contributing to scientific knowledge regarding hazards to health and safety at work, by research and investigation into health and work ability problems at work, following the ethical principles attached to research work and to medical research as appropriate.

PRICE ADJUSTMENTS

ANON-FIRM PRICES SUBJECT TO ESCALATION

1.In cases of period contracts, non firm prices will be adjusted (loaded) with the assessed contract price adjustments implicit in non firm prices when calculating the comparative prices

2.In this category price escalations will only be considered in terms of the following formula:

Pa=The new escalated price to be calculated.

(1-V)Pt=85% of the original bid price. Note that Pt must always be the original bid price and not an escalated price.

D1, D2..=Each factor of the bid price eg. labour, transport, clothing, footwear, etc. The total of the various factors D1, D2…etc. must add up to 100%.

R1t, R2t=Index figure obtained from new index (depends on the number of factors used).

R10, R20=Index figure at time of bidding.

VPt=15% of the original bid price. This portion of the bid price remains firm i.e. it is not subject to any price escalations.
