Background:

The European Communities Against Trafficking (ECAT) Project’s mission is to establish a multi-agency, best practice approach to whole community engagement in the prevention of human trafficking alongside victim-centredintervention & aftercare, which can be replicated transnationally. The project is funded by the European Commission and is delivered in partnership by the Metropolitan Police Anti-Trafficking Unit, Rahab, STOP THE TRAFFIK, Borgorete, Caritas Lithuania and is supported by the Royal Borough of Kensington and Chelsea, City of Westminster, the London Mayor’s Office for Policing and Crime and the Institution of the Ombudsperson for Children in Lithuania. The project is founded upon the principles of prevention, human rights, the rights of children, gender sensitivity and international collaboration. The project establishes in each partner location – London, Perugia Italy and Lithuania – a range of activities aimed at engaging the whole community (public, private and civil society)in a grassroots awareness oftrafficking that leads to prevention, victim identification, and creating communities that are hostile to traffickers. A multi-agency Police and NGO team will establish a model of victim identification, rescue, support and reintegration in London alongside enforcement activities including dismantling criminal networks and prosecuting traffickers. Each European Union UK-based Embassy will be supported to develop effective victim support responses. The programme of work is founded upon collaboration, learning, sharing best practice and creating a range of tools, products and systems that will extend the impact of the project far beyond its 24 month period.

ECAT Key Principles:

The European Communities Against Trafficking Projectis guided by the following six principles:

  1. Prevention. Prevention of trafficking and re-trafficking lies at the core of the ECAT approach.
  2. Human rights. The human rights of trafficked victims are central to the project aims and should not be, directly or indirectly, subjugated for other aims.
  3. Gender sensitivity. We recognise that men and women face different and complex issues as victims of trafficking and have different needs. We will enshrine a gender sensitive approach to all work with victims.
  4. Children’s Rights. All actions undertaken in relation to child victims and children at risk will be in line with the applicable human rights standards and the appropriate safeguarding legislation of each country.
  5. Collaboration. No single organisation holds the key to tackling trafficking. Through national and international collaboration and partnerships are we able to bring about effective and sustainable changes for individuals and communities.
  6. An international approach. International partnerships, professional networks and cooperation are vital at source, transit and destination in order to prevent and tackle trafficking.

ECAT Key Objectives/Deliverables:

The European Communities Against Trafficking Project’s objective is to deliver a multi-agency, transnational framework of activities to tackle human trafficking that provides a locus for the development of good practice. Through this project we will:

  1. Establish and test community engagement and awareness raising models to prevent and counter human trafficking across three European Union Member States.
  2. Establish and test a proactive, multi-agency, police and NGO, victim-centred model of victim identification, rescue, support and reintegration alongside enforcement activities including dismantling criminal networks and prosecuting traffickers.
  3. Provide training, support and consultancy services to every European Union Member State Embassy located in London with the combined aims of improving consular victim support and reducing incidents of re-trafficking.
  4. Support and engender the development and sharing of good practice in relation to tackling human trafficking through three Transnational Workshops and a final Conference.
  5. Ensure that the learning, partnerships and best practice models are sustainable beyond the life of the project by producing and disseminating:
  • an independent evaluation report
  • guides for professionals about trafficking and responses specific to UK, LT, IT
  • victim responses guide for UK enforcement agencies
  • ECAT partner toolkit
  • Conference Report

ECAT Outcomes:

  • Integrate lasting cultural and behavioural change by mainstreaming the response of professionals and communities to addressing human trafficking as standard practice
  • Advance the narrative around human trafficking to encompass a multi-agency partnership approach and response to this issue
  • Create communities hostile to traffickers by equipping key organisations and individuals to understand what trafficking is and act to counter it
  • Increase victim identification and support by establishing a set of mufti-agency police and NGO victim identification and rescue responses
  • Dismantle criminal networks and successfully prosecute offenders
  • Prevent vulnerable young people being trafficked by equipping them with the skills knowledge and experience to resist traffickers
  • Reduce re-trafficking by improving education, training and support options to trafficked victims to re-enter the labour market
  • Improve victim responses by Embassies and reduce re-trafficking from the UK by training and supporting every EU Embassy based in the UK
  • Influence practice of governments, communities and NGO’s across Europe by publishing a set of tested and independently evaluated interventions

Scope of Work for Evaluation:

The Royal Borough of Kensington & Chelsea wishes to contract a consultant/organisation to complete the following scope of work:

  1. Develop methodology – work with ECAT project partners to refine methodology for collecting data and evaluating the pilot. The consultant will need to develop a framework by which the individual partners and the entire programme of work can be measured for its impact on tackling human trafficking.
  2. Data Collection from all ECAT partners (both qualitative and quantitative) and key stakeholders
  3. Data Analysis
  4. Liaison with project partners and travel to Italy and Lithuania to meet with independent evaluators and partners in those countries (up to three trips)
  5. Interim Evaluation Report – an interim report will be required at the end of the first year of the project (due 1 Nov 2013)
  6. Final Evaluation Report – the final output will be a single research report that integrates findings from all aspects of the research. The report should be more than a collection of qualitative and quantitative data – it should seek to analyse the effectiveness of the project and partnership model of activities and make bold recommendations that can be presented to Senior Managers at each of the partner agencies, Local, Regional, National, and European Leaders; This will be submitted to the European Commission as part of the larger funding agreement between them and Kensington and Chelsea (due 25 January 2015)
  7. Presentation of findings – the consultant(s) may be asked to present findings at local, regional and/or international forums.

Consultant/Organisational Requirements:

Candidates should be able to demonstrate the following:

  • Experience of leading academically robust evaluation projects
  • Experience of working in the field of Human Trafficking
  • Experience of working with a Community Safety Partnership or similar Health and Social Care strategic partnership
  • Experience of developing and analysing complex performance indicators and frameworks
  • Experience of communicating complex information verbally and in writing to a range of audiences and environments including senior Partnership Boards.

Timescales:

An interim evaluation report must be delivered to the Royal Borough of Kensington & Chelsea in electronic and paper form by 1 November 2013with the final report due 25 January 2015. Two weeks will be required for the ECAT steering group to review and comment on the evaluation report before it is finalised and submitted to the European Commission by 19 February 2015.

Pricing Guide:

Cost outline will need to be provided in the quotation however, the evaluation contract will not be awarded at any higher than £10,250 (which should include costing for travel, subsistence and translation of materials).
