Introduction

This profile has been prepared to provide a concise report of fire incidents occurring within the Tilery and Portrack areas in the wards of Stockton Town Centre, Norton South and Mandale and Victoria during the analysis period 1st January 2016 to 16th May 2016.

The actions taken to address the issues are also outlined in this report along with further actions planned and results of the patrols.

There were 28 non-specific refuse incidents in the reporting period accounting for 54% of all fires in the hotspot area.

Incidents are spread throughout the week with Friday and Sunday having the most incidents (10 each).


By Time

There were 36 incidents between 18:00 and 22:59 accounting for 72% of all incidents in the hotspot area in the reporting period.


Actions taken

·  Multi-agency meeting to discuss the issues

·  Patrols requested from:

o  Police Officers

o  Enforcement Officers

o  ASB Officers

o  Fire Brigade patrols

·  11 youths initially identified and invited to interview by:

o  Police

o  ASB Officers

o  Preventions

o  Fire Brigade

o  Thirteen Group (where appropriate)

·  Request declined to demolish the bandstand

o  ?CCTV installed in the area instead

·  Supplied Thirteen Group with 30 wheelie bin locks

·  Leaflet drop by Thirteen Group

·  Crime-Stoppers campaign initiated on the estate

o  posters in North Shore Academy

o  Crime-Stoppers leaflet to every house

·  ‘Day of Action’ arranged by Prevention

o  3/11 attended

o  Attendees signed up to Fire-Setters Interventions

·  Dispersal order requested on 17th March and twice on 22nd March – Declined

·  Dispersal order in place after vehicle burned all night (See report below)

o  Too late and produced nothing of note

·  Further 12 youths identified and invited to interview by:

o  Preventions

o  Fire Brigade

o  Thirteen Group (where appropriate)

·  Further 6 youths identified

Dispersal report from weekend of 13th May 2016

Friday 13th May 2016 18:30-21:15 – PCSO 8091 Butterworth

·  Foot patrol with Mike Lincoln ASB Officer along Great North Park walkway up to and on football fields, including band stand and green area behind in between estates.

·  1x motor vehicle on football pitches. Too far away to get VRM by officers, CCTV followed but unable to get VRM when vehicle was on Talbot Street and then Norton Road.

·  Mobile patrols of both estates - no issues. No persons seen on the estate causing issues.


Saturday 14th May 2016 18:45-20:45 PCSO 8091 Butterworth & PCSO 7584 James

·  Foot patrol through both estates, grassed area around bandstand, football pitches and Lustrum Beck, no issues or persons present other than dog walkers.

·  Taylor Ford spoken to on Burtonport Walk.

Sunday 15th May 2016 15:00-18:00 – PCSO 8091 Butterworth

·  Foot patrol through both estates, area all quiet.

Results

It has been noted that high visibility patrols during the previous school holidays resulted in no F3 fires in the patrol area.

Further actions planned

·  Crime-Stoppers campaign to be reviewed

·  Re-invite non- attending parents and children to interviews

·  Invite the further 6 youths/parents identified to interview

·  Area still being monitored

·  2 days of workshops to Yrs 8&9 at North Shore Academy covering:

o  Cyber/internet safety

o  Fire-Setter interventions

o  Sessions by Police, ASB Prevention and Youth Services

o  tbc sessions by Middlesbrough Football Club and Lifeline

·  School will also run Fire Brigade DVD on their internal TV system

·  Trying to obtain a prison van to give pupils the experience of being in one
