DESCRIPTION OF WORKS:

The development comprises the creation of a new 186m2 wildlife pond on improved grassland, together with two picnic tables and seating areas and a new field gate to create a 1.07 ha permissive access area under the Welsh Government Glastir sustainable land management scheme. These improvements have been identified as part of the Glastir Advanced selection process; intended to deliver environmental improvements for a range of key objectives in specific areas including water management and maintaining and enhancing biodiversity, and to provide additional public access.

REASONS FOR APPROVAL:

The proposed development comprises environmental and ecological enhancements under the Glastir land management criteria. The scale of development is well suited to the 82 ha agrictural holding and the fact that public footpath 48/8 runs adjacent to the site means that the picnic tables and new permissive access area are acceptable.

There are no statutory consultee objections to the proposal or third party representations. The development would not be detrimental to the existing amenity of Pistyll Gwyn, as a tenanted farm, or to the visual amenity form public footpath 48/8.

Accordingly, a favourable recommendation is given.

Prior to the start of construction, the hedgerow to the north of the proposed pond must be protected in strict accordance with the recommendations of the report “NEW WILDLIFE POND and PICNIC AREA; CAE DAN COED, LLANDEWI BREFI; ECOLOGICAL SURVEY AND RECOMMENDATIONS” by Neil Taylor, 21/12/2015. / 3

DRAINAGE ADVISORY NOTES

-If birds are creating or using nests on either building and/or other affected structure before or during works then works must stop until the bird breeding season is completed or they have left the nest and there is no evidence of them returning.

-Public footpath 48/8 runs in close proximity to the south-west of the site. It is essential that the path remains open and available at all times, both during the construction process and thereafter.
