DEFENCE HOUSING AUTHORITY ISLAMABAD-RAWALPINDI

TFR PROCEDURE

  1. Seller or his authorized agent /property dealer obtains transfer documents from Finance Dte.
  2. Request for statement of dues & NDC (No Demand Certificate) form duly signed by theowner (Seller) of the plot, along with attested photocopies of allotment letter & CNICs of both Sellers/Purchaser are depositedwith Fin Dte.
  3. In case,statement of dues & NDC isto be collected by the property dealer (registered with DHA Islamabad-Rawalpindi) the letter authorizing him to collect these documents should also be attached with documents mentioned above at serial 2.
  4. Fin Dte intimates about the dues against plot within 4-5working hours.
  5. NDC is issued within 36 - 48 hrs after payment of all dues / CVT (Capital Value Tax)/ Stamp Duty/Gain Tax(whichever is applicable). Deposit of CVT/Stamp duty/Gain Taxin State Bank, National Bank or Punjab Bank etc, is a mandatory step in completion of transfer procedure.
  6. Afterissuance of NDC, following documents are to be deposited in Legal Dte :-
  7. Application form addressed to Administrator DHAIslamabad-Rawalpindi(signed bythe Seller) requesting transferof plot mentioningname & address of the Purchaseralong with particulars and attested photocopies of CNICsof two witnesses.
  8. Attested photocopy of original allotment/allocation letter along with attested photocopies of CNICs of both Seller and Purchaser.
  9. Application for membership is to be filled by the Purchaser with his/her two passport size coloured photographs (serving armed personals must deposit photographs in uniform).
  10. Affidavit by the Selleron (Rs.20for Islamabad region and Rs.50 for Rawalpindi region) judicial stamp paper, with 1x photocopy duly attested bythe Oath Commissioner.
  11. Undertaking by the Purchaserrelated to the payment ofdevelopment charges and taxes on (Rs.20for Islamabad region and Rs.50 for Rawalpindi region) judicial stamp paper duly attested by the Oath Commissioner
  12. Sale Deed / Agreement on(Rs.100 for Islamabad region and Rs.1200 for Rawalpindi region) judicial stamp paper).
  13. No Demand Certificate (NDC).
  14. Request for issuanceof statement of dues(Issued by Fin Dte).

j)Attested photocopy of CNIC of NOK( Next of Kin) of the Purchaser.

k)NOC from GHQ for permission for sale of plot (In case of Army allotted plot).

  1. Legal Dte after proper scrutiny of the documents highlights the General observations onDocument Checklist.Errors,shortcomings will be pointed out to the depositor of thedocuments. It is the responsibility of thedepositor to remove mistakes/objections orObservationsas pointed out by Legal Dte and deposit error-free transfer documents completedin all respects to the Transfer Officer.Legal Dte will allot transfer time and number to the casesin the transfer list on First come first served basis.

8.Please note that: Tfr of plot takes place on Mon to Friday. However, a plot may be transferred after deposit of urgent transfer fee Rs. 35,000within 24 hours.

a. Presence of both Seller and Purchaser is mandatory at the time of transfer of plot
inDHA Islamabad. Both should be in possession of their original CNIC.

b.Seller must be in possession of original allotment/allocation letter.

9. Allotment Letter issued after 10(working)days of transfer of plot. However, it can be collected earlier after payment of urgent fee as under:

a. Within 24 hours-Rs. 10,000/-.

b.Within 03 days (72 working hours)-Rs. 5,000/-

10. Owner of the plot has to come personally to collect his allotment letter on given date. However, a sum of Rs.5,000/- will be charged as fee for the collection of allotment letter on authority letter by any person other than the owner of the plot or in case of request against allotment ltr to be sent through courier service .
