Profile:
Experienced international trade compliance professional with extensive knowledge and experience of national, international and European Union (EU) Customs legislation gained within a leading Big 4 Indirect Tax practice and as an Investigator / Auditor within the Revenue Commissioners Customs service in Ireland.
Employment History:
From March 2011 to December 2011, I was on contract to Oracle EMEA as the customs lead in the rollout of the spares project following the acquisition of Sun Micro systems.
Responsibilities include:
- The validation of existing tariff classification data;
- Reviewing the commercial invoices generated from the data transferred from Oracle to DHL;
- Managing the dissemination of letters of authorisation / Power of Attorney documents and broker’s instructions to DHL local entities;
- Providing advice as required in relation to all aspects of customs legislation
- Liaising with and providing guidance to existing Customs team members.
Customs Consultancy International (CCI)
March 2009 to Present
In March 2009, I set CCI up as a Registered Business Name (RBN) with the Companies Registration Office (CRO) in Dublin.
The main function of CCI is to:
- Provide advice to traders in relation to all relevant import and export legislation:
- Lobby on behalf of clients with national and international government departments and the EU Commission;
- Implement procedures for clients to reduce cost of imports/exports;
- Provide information and training on trade compliance matters (e.g. Authorisd Economic Operator (AEO), Customs and Trade Partnership against Terrorism (C-TPAT), Binding Tariff Classification Information rulings) to clients as required. Successfully project managed AEO certification for three multinational manufacturing entities (Rexam Beverage Can Ltd, BD Penel Ltd and Sonopress T/A Arvato Digital Services) in Ireland.
The main targets for CCI include all companies involved in manufacturing activities and international trade. Current clients include, Oracle EMEA Ltd., BD Penel Ltd., Arvato Digital Services, Dell Products, Forest Laboratories, and Honda Distributors.

During this period I:
- Specialised in import and export Customs legislation including tariff classification, import and export licencing, customs valuation and origin requirements as required under national, international and EU legislation;
- Was responsible for assisting new and existing clients with their import / export compliance (Dual Use) requirements under national, international and EU legislation.
- Provided advice in relation to US Export Administration Regulations as set out by the US Department of Commerce, Bureau of Industry and Security.
- Negotiated on behalf of clients with the EU Commission and various national Customs administrations, for example, UK, Netherlands and Poland;
- Represented clients before the Appeal Commissioners;
- Prepared Customs trade compliance manuals for clients covering all aspects of import / export legislation;
- Advised clients on implementing procedures provided for by legislation to maximise duty savings and thereby reducing cost;
- Successfully challenged the decisions of the Customs authorities in relation to certain tariff classification and succeeded in obtaining multi million Euro refunds for a number of clients;
- Researched new customs legal requirements and presented to new and existing clients;
- Maintained and updated the Ernst & Young Indirect Tax Group’s Customs legal database;
- Provided training on Customs legislation to the Ernst & Young audit group.
Revenue Commissioners
March 1972 –September 2000
1997 - 2000: Served as a senior investigator in the Customs & Excise Special Investigation Branch. I was part of a team that with responsibility for:
- Profiling traders / individuals suspected of carrying out serious fraudulent activities;
- Using available IT systems to quantify potential tax evasion;
- Completing investigations in Ireland initiated by the European Union Anti Fraud office (OLAF);
- Mentoring and training of junior staff.
1991 - 1997: Served as an auditor in the Customs national audit Unit with responsibility for profiling traders for audit purposes, researching, planning and carrying out audits to ensure compliance by traders with all EU and national import and export legislation in relation to the following:
- Tariff classification;
- Customs valuation;
- Origin requirements;
- Mandatory reporting;
- Import / export licencing requirements;
- The correct payment of all appropriate taxes;
- The collection of any unpaid duties;
- Mentoring and training of junior staff.
1972 - 1991: Served as a Customs Officer in the major ports and airports in Ireland with responsibility for the following:
- Implementing EU and national regulations in relation to the import and export of goods by land, air and sea;
- Implementing EU and national legislation in relation to passenger traffic by land, air and sea;
- Mentoring and training junior staff.
