Dear Vendor/Publisher:

The West Virginia Department of Education (WVDE) is adding Universal Pre-K Curriculum to the adoption schedule beginning in 2019. As part of that initiative, the Office of School Readiness is issuing a Call for Universal Pre-K Curriculum in print and/or electronic format (Call). Authorization for adoption of Pre-K Curriculum is found under WVBE Policy 2525 Section 10. This call will follow many of the guidelines outlined in a similar call for materials and any submission will be considered an official bid.

  1. The Call for Universal Pre-K Curriculum is limited to guidance literature that outlinessuggested methods for organizing the Pre-K classroom. The literature should include such guidance for, but not limited to, appropriate learning centers, activities, assessments, etc. as detailed within the established criteria. Individual components of the various centers and activities (i.e., blocks, books, art supplies, etc.) should not be included in the bid; however, vendors/publishers will be free to market those items after approved resources are made public.
  1. Specific Criteria established for the West Virginia Universal Pre-K Curriculum and is posted on the WVDE Instructional Materials website () for your convenience.
  1. Vendors/Publishers are requested to acknowledge receipt of this information and indicate their Intent to Bidby email to Alma Simpson, Coordinator of Instructional Materials, () no later than the close of the business day Friday, January 14, 2011. The Intent to Bid is not binding.
  1. Your notice of Intent to Bid must include the name of your company; the name, email address, and phone number of the person submitting the intent to bid; and the title of the Pre-K Curriculum. This information will assist in organizing the review of the curriculum submitted for consideration.
  1. Vendors/Publishers desiring to submit bids for Universal Pre-K Curriculum Guidance Resources in print and/or electronic format are directed to the West Virginia Department of Education Instructional Materials website () for the procedures and forms to be used in the preparation of the official bid. Official bids are to be submitted to the West Virginia Department of Education using the Online Electronic Bid Submission Application located on the WVDE Instructional Materials web page.
  1. The Official Signature Page and a $1,000.00 bid deposit are the only items that are to be mailed to the West Virginia Department of Education. The Signature Page is to be completed according to the instructions on the web site and delivered to the West Virginia Department of Education no later than the close of business on February 11, 2011.The official bid opening will be held February 11, 2010, by the West Virginia Department of Education in Building 6 Room 607, 1900 Kanawha Boulevard East, Charleston, WV 24305-0330.
  1. The bid deposit must be provided via certified check made payable to the West Virginia Department of Education, and mailed along with the official Signature Sheet, no later than the close of business on February 11, 2011, to Alma Simpson, West Virginia Department of Education, Building 6, Room 603, 1900 Kanawha Boulevard East, Charleston, WV 25305-0330.

  1. All bids must be submitted electronically using the Electronic Bid Submission application accessed through the Instructional Materials web page:(.Any bids that do not follow the prescribed procedures for submission will be automatically rejected.
  1. Publishers will be asked to provide three (3) Samples of each Curriculumbid. All three samples are to be shipped to a central location, the address for which will be provided to all vendors who participate in the bidding process. Samples are to be shipped so that they will arrive at the specified location between March 7 and 10, 2011.
  1. A schedule of publisher/vendor presentationswill be developed to provide companies an opportunity to discuss their respective programs with the Review Committee. The presentations will take place Thursday, Friday, and Saturday, March 17-19, 2011. The location of the presentations and presentation guidelines, including time limits, will be provided to all participating vendors who express their Intent to Bid. If necessary, additional presentations will take place on Friday and/or Saturday, March 25 and 26, 2011.
