Dear participants and observers,

The 24th session of the International Coordinating Committee of National Institutions for the Promotion and Protection of Human Rights (ICC24) will be held in Geneva, from 17 to 19 May 2011 at the Palais des Nations. The National Institutions and Regional Mechanisms Section of the Office of the High Commissioner for Human Rights (OHCHR), in its capacity as Secretariat of the ICC, has prepared the following practical information to facilitate your participation in the meeting.

A. OVERVIEW OF THE WEEK

1.  Pre-Session Meetings

On Monday 16 May, the ICC Bureau meeting will take place from 10h00 to 18h00, in Room XIX, Palais des Nations (PdN).

On Tuesday 17 May, from 10h00 to 13h00, the regional groups meetings will take place hosted by Regional Chairs and Coordinators, as follows:

§  Africa Group 10h00 to 13h00 Room XIX (PdN)

§  Americas Group 10h00 to 13h00 Room RI -03 (G.Motta)*

§  Europe Group 10h00 to 13h00 Room RI -02 (G.Motta)*

§  APF Regional meeting 10h00 to 13h00 Room RI -14 (G.Motta)*

Please kindly note that agendas for these meetings will be provided by the regional coordinating committees.

2.  ICC 24

The opening of the ICC 24 is scheduled on Tuesday 17 May, at 15h00 in Room XIX, Palais des Nations (TBC). It will be interpreted in four languages: English, French, Spanish and Arabic.

The draft programme is attached (Annex 1).

The programme includes the adoption of the Agenda of the ICC24 and the adoption of the summary Report of the ICC23.

We would like to inform you that documentation for 24th Session will be posted shortly on the NHRIs website (http://nhri.ohchr.org). This site will be updated regularly in the lead up to the meeting.

3.  Workshop on The Role of Prevention in Ensuring Human Rights

The Human Rights Council requested OHCHR (resolution A/HRC/RES/14/ 5) to convene a workshop on the role of prevention in the promotion and protection of Human Rights.

The workshop will take place on Friday, 20 May in Room XIX, Palais des Nations.

Please note that the programme for the workshop will be posted on the website.

B. MEETING LOGISTICS

1.  Meeting Registration

Attached at Annex 2 is the registration form for ICC24. We would appreciate the return of this completed form by 22 April 2011 by email to or by fax to +4122 928 9018.

The information provided on the form will assist us in ensuring that the necessary logistics for the meeting are provided on time.

2.  Meeting Venues

Please find the attached map of the Palais des Nations, which indicates the locations of meeting room (Annex 3).

3.  Access Badges

Meeting participants must obtain an access badge prior to entering the Palais des Nations. In order to facilitate this process, the following steps are required:

§  Please complete, sign and return the UN Security Conference Registration Form for Ground Pass (Annex 4) by email to or by fax to +4122 928 9018 before 22 April 2011.

§  OHCHR will then enter your registration with UN Security services.

§  Please bring the original Form and your valid national passport with you to collect your Ground Pass at the accreditation office in the Pregny Gate Building, 14 Avenue de la Paix, Geneva. The Office will be open from 08h00 to 17h00 (non-stop).

4.  Travel and Travel Insurance

All travel arrangements, including travel expenses, accommodation and travel insurance, are at the participants’ discretion. OHCHR cannot fund travel or cover expenses related to illness or accidents of participants while attending the meeting.

5.  Visas

It is the responsibility of participants to obtain necessary visas to attend this meeting. This includes a visa to enter Switzerland as well as any transit visas that may be necessary. OHCHR cannot cover the expenses for visas.

Please note that should you encounter difficulties regarding the issuance of your visa, we will be able to send an invitation letter to assist with the process. Please contact us if this is required by e-mail to .

6.  Accommodation

Please find attached a list of hotels with their contact information. Participants are responsible for their own organisation, booking and payment of hotels (Annex 5). It is highly recommended that participants secure their accommodation well in advance given the difficulty of obtaining hotel reservations on short notice in Geneva.
