As a 30 year resident of New Castle, I can personally attest to the amazing community you now call home. The staff at Town Hall are accommodating and helpful and are here to make the transition to your new neighborhood as easy as possible. From filing for the STAR exemption, to obtaining a parking permit for the train station for the commuter in your family, to a license for your dog, to fitness programs for the whole family and everything in between- we are here to help.

New Castle is leading the way in recycling in Westchester County. Recognized by Westchester County for its past recycling efforts, in 2015, New Castle again raised the bar by moving to single stream recycling. Visit our website for the 2015 refuse and recycling schedule and to learn what sets New Castle apart from other municipalities in creating a more sustainable community:
- Train Station Parking Permit Information
One of the many conveniences the Town of New Castle offers its residents is annual and pay by day commuter parking at the Chappaqua Train Station. Our parking season runs from Jun 15 through June 14 annually, and the fee for permits is pro-rated quarterly. There is no waiting list for resident parking permits. - School Tax Relief (STAR) Filing
New homeowners must register with the Town Assessor’s office to receive the STAR exemption on their upcoming school tax bill. New homeowners will receive a packet of information from the Assessor’s office within 60 days of closing. If you have any questions or do not receive your packet within 60 days, please contact the Jackie in the Assessor’s office at (914) 238-4722 or

New Castle requires all residents with home alarms (fire and police) to register annually with the Police Department. Registration forms can be obtained by contacting the alarm coordinator: Trish at

- Dog License
Did you know that every dog over 4 months of age must be licensed. Licenses for our four legged residents can be obtained in the Town Clerk's office. It is just another way we try and ensure the safety of our lovable and beloved companions. Forms for dog licenses can be found on our website:

Our Recreation and Parks Department offers passive and active recreational programs for residents of all ages- from Mommy and Me classes to adult softball leagues and from Zumba to Ballet.
