Dear Master Phap Lu.
I've read your e-mail and seemingly, you are confused about the whole matter of Canadian NGB.

You forgotwe all agreed certain important things wehave concluded during the official general congress meeting.

However, I don't know why you disregarded itandyou made your personal proposal of nomination and election by proxy vote.

Nomination and election should be carried out by personal freewill andthe membershave equalrights and participation opportunities.

I will state clarification of our NGB development as per below, about your wrong action.

1. In May 2007, approximately 25 masters, instructors andmembers discussed
and we made the merging CTA (Canadian Tae Kwon-Do Association) and ITFC (International Tae Kwon-Do Federation of Canada) into one unified federation. We agreed with the idea with signature. We also set the date of general congress meeting on November, 2007 at Montreal during The Canadian National Championship For JuniorVeteran Selection Tournament.
2. The tournament host, Mr. Sylvain Boucher announced our general congress meeting by a proper notice nationwide.
3. We had concluded some federation matters.

a) New unified NGB name (Traditional Tae Kwon-Do federation of Canada) -

We had discussed for a long time about the nomination of new NGB name. We eventually selected two names, which had the most votes and gave it to Master Florin and Mr Terry Wisniewski to contact The Federal Department of Consumer to check if those names are available. We got an approval for the name, TTFC (Traditional Tae Kwon-Do Federation of Canadian) and then we announced it nationwide by e-mail and notified to ITF headquarter office. As well, the namebecame registered forour group liability insurance.

b) About the constitution

We were supposed to have an election but some members raised their opinions
that we don't have any constitution to have any further activities. However, we had CTA (Canadian Tae Kwon-Do association) constitution andITFC (International Tae Kwon-Do Federation of Canada). So we gave it to Terry Wisniewski and Master Florinto make oneofficialNGB constitution.The progress did not take too long due to similarities between two constitutions.

c) About the election

During the election, there were none candidates for the president and vice president but we elected board of directors(provincial representatives) as per below who will govern all NGB's planning and making decision.

In constitution, general congress is the most powerful body of NGB comprises CEO andprovincial representatives. Provincial representatives shall be instructors who are operating Tae Kwon-Do school. Each province shall have two representatives but some provinces with large membership have a right to send an extra representative per five TKD schools.


d) May 2008 NGB election

Since Iam Senior Grand Master, Senior Advisor and Chairman of Technical Director who has a right to schedule the meeting, I set out the general congress meeting on behalf of vacant CEO position of TTFC in May 2008 in Ottawa at Master Phap Lu's international Tae Kwon-Do tournament. The members were attended as per below.

Quorum had achieved (seven attendants out of twelve Board of Directors) for an official general meeting. Also we had an observer the president of PTC, Sir Master Benny Rivera. As a result, we called out the official TTFC congress meeting, members elected as follow

1.President of TTFC - Mr. Adis Greko (elected unanimously)

2. Provincial Representative:

a. Mr. Peter Clair (British Columbia)
b. Master Alain Dumaine (Quebec - replacement of Master James Rim's position)

The congress meeting discussed that TTFC will need decisive solution for group liability insurance. We also advised Master Florin to assist Mr Greco to report ITF HQ about the election result of NGB.

Mr.Greco is willing to form the non-profit organization immediately and prepare NGB’s financial plan to present in the next congress meeting in Nov 2008 in Alberta.

According to our two NGB election results are as per below.

Those above statements will explain the progress of NGB’s democratic establishment and emphasize that all members have equal rights and participation opportunities for NGB.

On your personal proposal document and nomination list, it tells us that you created your own NGB in Canada – You are taking yourself as the president and all officers and committee’s positions have only one candidate, seemingly, you make your own organization against the establishment of TTFC. It is very dishonorable and you made me CTC’s life time honorably president position without my consultation. Using someone’s name on the public document without an agreement for your own interest is obviously illegal and will be accused of defamation.

I consider this is my last notice that the personal proposal shall be withdrawn immediately and you should apologize to the members and discuss this matter in the next congress meeting in Edmonton (Alberta). If you continue your illegal personal action, you leave me with no choice but to take the legal steps for my dignity.
