Dear Triage Subcommittee and EC members,

We currently have five requests to triage – R16003, R16004, R16005, R16006 and R16007-- provided below as hyperlinks. The requests weresent to you on March 24, 2016(R16003), May 6, 2016 (R16004, R16005 and R16006), and May 12 (R16007). Also in those communications, the NAESB office provided a possible disposition for your consideration:

For R16003 and attachment submitted by Greg Lander on behalf of Skipping Stone and Environmental Defense Fund:

The request is titled: “Best Efforts Scheduling Services for Natural Gas Pipeline Transportation - The proposed standard addresses certain business practices relating to Best Efforts scheduling for natural gas pipeline transportation that is: a) scheduled outside of the standard grid-wide nomination cycles, b) permits flow changes outside of standard schedule flow periods; and/or c) involves Shaped Flow Transactions (as defined in the proposed standard).”As a possible recommended disposition, the request would be forwarded to the Wholesale Gas Quadrant Business Practices Subcommittee, to be completed with the normal course of business of the subcommittee.

For R16004 submitted by Sylvia Munson on behalf of FIS Global – Energy Services:

The request is titled: “Update the NAESB 1.4.1 Nomination dataset to remove all non-necessary data elements and to evaluate the use of all Mutually Agreed and Business Conditional data elements for their continued relevance.”Because this request is directly related to the WGQ nominations data sets and requests modifications to those data sets, it should be: (1) found within scope; (2) assigned to the Wholesale Gas Quadrant (WGQ); and (3) it should be assigned to the WGQ Business Practices Subcommittee, to be addressed in the normal course of business of the subcommittee. If, as a result of the GEH Forum efforts, standards development efforts are undertaken to streamline the confirmation process, this request should be addressed at the same time to avoid possible duplicative efforts.

For R16005 submitted by Sylvia Munson on behalf of FIS Global – Energy Services:

The request is titled: “Rework the usage of the Service Requester and Service Requester Contract in the NAESB 1.4.1 Nomination dataset to reflect actual usage.” Because this request is directly related to the WGQ nominations data set and requests modifications specific to Service Requester and Service Requester Contract usage, it should be: (1) found within scope; (2) assigned to the Wholesale Gas Quadrant (WGQ); and (3) it should be assigned to the WGQ Business Practices Subcommittee. The request may have a large impact on the existing datasets. Because of this, it is recommended that this request be implemented with other significant changes such as those resulting from the GEH Forum activities.

For R16006 submitted by Sylvia Munson on behalf of FIS Global – Energy Services:

The request is titled: “Update the Imbalance Trade (NAESB 2.4.11) dataset to re-add in the Confirming Trader’s ability to reject the trade.” Because this request is directly related to the WGQ imbalance trade data set and requests modifications specific to the confirming trader’s ability to reject a trade, it should be: (1) found within scope; (2) assigned to the Wholesale Gas Quadrant (WGQ); and (3) it should be assigned to the WGQ Business Practices Subcommittee in the normal course of business for the subcommittee.

For R16007 submitted by Sylvia Munson on behalf of FIS Global – Energy Services:

The request is titled: “Update the NAESB Nomination dataset and related datasets to support the ability for a service requester to submit a single nomination with hourly quantities when such a service is supported by the TSP.” Because this request is directly related to the WGQ nominations data sets and related standards specific to support for hourly nominations when such services are offered by pipelines, it should be: (1) found within scope; (2) assigned to the Wholesale Gas Quadrant (WGQ); and (3) it should be assigned to the WGQ Business Practices Subcommittee in the normal course of business for the subcommittee.

The call is open to all interested parties. If quorum is not met during the call, the call will be considered a working session of the subcommittee, and the subcommittee direction on dispositionsmay be determined by notational ballot. To remind everyone, as we normally manage the work of the Triage Subcommittee via email, the members of the Triage Subcommittee are composed of all of the Executive Committee members. The roster of the Executive Committee members is included as a working paper for this meeting, and can be found as a link below the draft agenda.
