July 6th – 8th, 2018

Game Play

  • During pool play, a coin flip determines home team. The team traveling the farthest calls the flip.
  • During non-pool play, the home team will be the higher seed. In the championship game, the flip rule applies if teams are equal seeds from pool play.
  • Team whose name is last alphabetically (by organization) has 3rd base dugout.
  • All games will be played per the above schedule (see Schedule above).
  • 1st and 2nd place teams will receive trophies.
  • Top 4 teams will advance to Championship Sunday (see Seeding Procedure)

Seeding Procedure:

  1. Best Record
  2. Head to Head
  3. Run differential (runs scored minus runs allowed). To a maximum differential of 10 runs.
  4. Coin Flip.

Arm Health and Recommended Pitching Limitations

De Pere Baseball will not be involved in counting pitches or regulating pitching during tournament events. The ultimate responsibility of managing pitch counts rests with each team’s Head Coach. De Pere Baseball endorses the Pitch Smart program, developed by USA Baseball and Major League Baseball. This program is a series of practical, age appropriate guidelines to help parents, players and coaches avoid overuse injuries and foster long, healthy careers for youth pitchers. This program is also endorsed and used by the WIAA for high school programs.

About Pitch Smart: USA Baseball and MLB team up to help young players reduce arm injuries by providing a comprehensive resource for safe pitching practices. Baseball is a safe game to play at all ages, but research has shown that pitching too much – particularly at a young age – can increase a pitcher’s risk of injury.

Risk Factors: Some factors that increase the risk of arm injury include:

 Pitching while fatigued

 Not taking enough time off from baseball every year

 Throwing too many pitches and not getting enough rest

 Pitching on consecutive days

 Playing for multiple teams at the same time

 Throwing breaking pitches at a young age

Recommended Pitch Count Limits and Recommended Rest:

  • Pitchers are allowed 8 warm up pitches when starting or entering the game and one minute or five pitches between innings thereafter.

Rules of Play

  • Coaches must submit a roster with name/player # and birthdate.
  • Eligible players must be 15years old or younger before May 1st, 2017.
  • If an ineligible player (e.g., too many innings pitched, age, etc.) is discovered, his team shall forfeit the game or games in which he participated illegally.
  • (-3) maximum drop for all bats. Only BBCOR bats are allowed.
  • Metal spikes are allowed.
  • 8 run mercy rule applies after 5 innings.
  • 8 run mercy rule and time limit will not be in effect for the Championship game.
  • The home team will be considered the official scorebook. A Game Summary form will be completed at the end of each game and turned into the concessions area for entry on the stats board. Game Summary Forms will be available at the concessions area on game day.
  • Intentional walks will be granted-the coach needs only to inform the umpire.
  • A courtesy runner for pitchers and catchers is at the coach’s discretion.
  • The infield fly rule is in effect for the tournament.
  • All runners must slide when a play is being made or attempted on them. The umpire shall call a runner out if they fail to slide or veer out of the base path.
  • If runners miss touching a base, the umpire shall call them out at the end of the play. No appeals are allowed.
  • No protests are allowed – umpire’s decisions are final.
  • Balks are not allowed and will be called withoutwarning.
  • Teams can bat their entire roster, resulting in free substitutions. The head coach must let the other team know their intentions prior to the start of the game. Teams choosing to bat 9 must report substitutions to the other team.
  • All other WIAA baseball rules apply.

General

  • Rosters to 15 players max – no mandatory play requirement.
  • Games will move ahead of schedule if possible. Please have your team ready for play 30 minutes prior to your scheduled game time.
  • Games tied after 7 innings or for any new inning after the time limit has expired, will be considered extra innings and the tie-breaker rules will apply:
  • Player making the last out will be placed at second base,
  • There will be zero outs,
  • The batters count will start at 2 balls and 1 strikes.
  • The semi and championship games will be played out until a winner is determined. No ties.
  • Games will be played on a full size diamond (90 foot bases/60foot pitching rubber).
  • 7 Inning Games – No new inning to start after 1:50 for all games except semi and Championship game(s) where the time limit will not be in effect.

  • The tournament director reserves the right to alter the schedule due to inclement weather. Call for any schedule updates due to weather.

Sportsmanship:

It is our intent to provide you with a great tournament experience in De Pere. Please respect our facilities, players, coaches, and umpires. Remember that the umpire’s decision is final. The umpire reserves the right to eject players, coaches, and parents should they become unsportsmanlike.

From the North: Take Highway 41/141 South to Main Ave exit (hwy 32). Turn left (east) onto Main Ave. Proceed to 9th St. Turn right (south) onto 9th St. Proceed south, through roundabout to Westwood Dr. Turn left (east) onto Westwood. Diamonds are on the left side.
From the South: Take Highway 41/141 to Scheuring Rd. exit. Turn right (east) onto Scheuring Rd. Proceed to 9th St. which is the first roundabout. Turn left (north) onto 9th St. Proceed north to Westwood Dr. Turn right (east) onto Westwood Drive. Diamonds are on the left side.
DE PERE – Redbird Field (DePere High School, 1700 Chicago St., DePere, 54115)
From Highway 41 take DePere exit, County G or Main St. Continue on Main St. thru West DePere and over the bridge. Turn right on Broadway Ave., first roundabout over bridge. Take a left turn at first traffic light onto Merrill St. Continue east on Merrill Street. Diamond will be on your left.

DePere High school address, 1700 Chicago Street. The diamond is located behind the High School.

Note: Please plan to park on Chicago Street on Saturday as there is another event that will cause Merrill Street to be no parking till after noon.

All games played on school property – tobacco and alcohol use strictly prohibited.
