About the Division/Unit

The Communications Division supports the achievement of the Ministry’s purpose and strategic priorities through focused communications planning, digital development and targeted delivery through communications channels. This will include working closely with Groups, as well as the other Divisions and Units within the Deputy Chief Executive’s Group.

About the Position

The Adviser – Digital Publishing is a specialist position in the Digital Services team. It is predominantly responsible for publishing advice and management of internal channels (intranet and Workplace) with a lesser emphasis on publishing on our external sites. The split is roughly 85% internal and 15% external. The role involves training users of our internal channels.

Key accountabilities

The following key accountabilities of this role assist in delivering the Ministry’s purpose.

Role specific

  • Provide advice on and publish material on the Ministry’s internal digital channels centrally as required to support decentralised publishers or meet proactive content strategy objectives.
  • Take a leading role in managing the pilot programme of Facebook’s Workplace which will be introduced to the Ministry in late February.
  • Work with Ministry intranet content administrators to enable them to update digital channel content themselves; provide training and support to ensure they are informed and motivated, and connected as a community.
  • Work with the Senior Adviser – Internal Communicationsto ensure that fresh, timely and topical content is published regularly to consistent quality standards to supplement core content on the intranet.
  • If time permits, assist the Senior Adviser – Digital Contentand Web ServicesManagerto provide quality assurance, including content editing and review of our website content.
  • Work with contributors in Wellington and at posts, and with the Web Services Manager and digital communications colleagues to plan and carry out digital channel additions and enhancements; provide advice, assistance as required and quality assurance of content across Te Aka and the Ministry’s websites.
  • Provide input into the digital strategies and new development ideas for the Ministry’s digital communication channels.
  • Work with the Adviser – Digital Insight to provide digital channel statistics and analysis to inform content publishing and usability.
  • Ensure coordination within the Digital Communications team and wider Communications Division to ensure information flow, and expertise and resource availability to support business needs.
  • Work closely with the Unit Manager - Digital Communications to build the Ministry’s digital capability.
  • Develop relationships with other NZInc government agencies to build coherence in our international digital communications and support the NZ Story.
  • Keep up to date in digital channel best practice and apply this within role scope.
  • Contribute to the After-Hours management of the web phone on a rostered basis.

Ministerial Servicing

  • Ensure any input to the Ministerial and Executive Services Division is given the necessary priority and meets the high standard required.

Organisational Responsibilities

•Understand the Ministry’s strategic priorities and high-level outcomes framework and how this role contributes to the framework.

•Work closely with Communication Division colleagues for integrated, collaborative and impactful communications approaches

•Understand and apply the strategic context in which the Ministry operates, including priorities and perspectives of the Ministers, partner agencies and external stakeholders.

•Contribute to the preparation and reporting requirements of the Ministry’s accountability documents.

•Contribute to Ministry-wide projects and emergency response situations.

•Using the Ministry’s Capability and Leadership Frameworks, identify and participate in opportunities for learning and development, including through regular coaching and mentoring.

•Understand tikanga and Treaty of Waitangi principles and have sufficient appreciation of Te Reo Māori to be able to apply the Ministry Māori dimension, underpinned by Ministry values, in a way that is relevant to the context of our business.

•All other duties as requested by the employer.

•Understanding of Government and the Public Service.

•Understand the Machinery of Government, including the Ministry’s relationship with Ministers and other government agencies.

Qualifications, skills, knowledge and experience

You must have the following qualifications, skills and experience:

•Appropriate qualification and/or industry experience in digital channel design, development, content management or online publishing.

•Knowledge of a range of applications relating to digital channels, including SharePoint. Solid understanding of HTML and W3C and E-Government requirements for digital channel development.

•Experience in the development of information architecture for digital channels.

•Experience in the management of communities and networks.

•Sound written and verbal skills.

•Ability to build, maintain and leverage relationships with internal and external peers/contacts.

•Sound planning and organising skills.

•Sound understanding of tikanga and Treaty of Waitangi principles.

•Competent in Microsoft Office suite of products.

•An understanding of the Machinery of Government and the Government decision making process.

•Strong qualitative and quantitative analytical skills.

•Ability to work effectively with colleagues within the division.

•Sound judgment and decision making skills.

•Demonstrates the drive and ability to improve own capability. Includes self-awareness and self-improvement focus.

You must also:

•Hold New Zealand citizenship.

•Be able to obtain and maintain an appropriate New Zealand Government security clearance.
