B.  President’s Report (Williams) 5 minutes

Leg Day big success, 30 people participated. The rally was on Fox 40 news yesterday. Next meeting in Fresno May 12-13- Double Tree Hotel has a shuttle.

Meetings scheduled and set for the rest of the year. Check the website for how to make your reservations let us know by April 20th. Our meeting in August is at the Mission Inn August 11-12 in Riverside. Our Nov 10-11 Kona Kai in San Diego for our educational event and state meeting. We will be back at the Hyatt in Sacramento for Leg Day 2017.

Budgets for all of the committees are set, if you have to go outside of your budget please let the board know. Per Diem rate includes pay for parking, and shuttle. Travel costs reimbursements are for mileage and airfare. The board voted to increase the Per Diem rate to $65.00/day. Committees please be prepared to submit your budget in August. The Board requests for each chapter to donate to the Foundation. General recommendations are $1.00/member due by May 31st.

G.  New Business

1.  Chapter Representative Reimbursement- The board will pay for the chapter rep hotel costs for the remaining meetings of the year. This is on a trial basis. Please let the board know who is the rep is for each chapter.

2.  Election application/Dates- We are moving towards an application process like the national elections. The application will be on the website, fill it out and submit we will extend this application time until April 30th. Candidates will be available in May. Elections will be Sept 22-Oct 12th. In October we will announce the results. We would like the chapters to follow the same timeframe. Carole suggested combining both the chapter and state ballot sent at one time. Please have your chapter candidates ready by the August 1.

3.  Long Beach Speaker- Not needed the group found a speaker.

4.  National Delegates/Reimbursement- Application available online due June 5th. We will be using our Orange Shirts this year. We are going to solicit Jersey’s from the professional teams and possibly Code Black show. Could we offer a named scholarship on behalf of the group that supplied the shirt? Looking for ideas for a leave behind for all the national delegates- socks, sunscreen, flip flops.

10.  Matt Powers report: Hotels are a bit far from the site. Town Hall meeting possibly moved later in the week. Ahead of schedule for the educational offerings. BCEN has a new executive director national working closely with them. The latest national membership is: 41893. National is working on member focused opportunities. BCEN donated $90,000 for scholarships. ENA Connection articles will be more member focused, new look, new staff. JEN will have a new cover.

5.  Kern (Bowyer) We will be having an ENPC class on April 21st and 22nd. It will be taught by Marty Hay. All information for the class is on the website under education. We have 10 spaces left. Come join us.

6.  Loma Prieta (Rossie) On February 18th, we provided an educational opportunity, "What Happens When the Big Game Comes to Town, Preparing for SB50", presented by Lisa Schoenthal, EMS Services Coordinator, City of Santa Clara. The presentation provided us with insight into the complicated process to prepare for an event on the magnitude of the Super Bowl with a first look at the post event review. At the Board meeting, we continued discussions and planning of our Annual Update educational day, tentatively scheduled for October 2016. Our next meeting is scheduled March 24th. We will be offering another educational event "Update on Brain Attacks" presented by Catherine Nelson-McDonald, Stroke Coordinator, Santa Clara Valley Medical Center.

10.  Orange Coast (Webb) Chapter news: CEN review for the OCENA Chapter held in January at Hoag Hospital, with a turn out above 30! The first chapter meeting of the year was also a great success with over 30 members attending. We had a great speaker and the event was held at Season’s 52 Grill in Costa Mesa. We held a raffle to raise money for the ENA Foundation: Rocking It Out For Nursing Scholarships, and raised $100, on top of the $550 that our chapter gave at the last state meeting. Call for Nominations were announced and the application will be sent out to all members. Nominations will be open until the end of June, voting will be open in September and we will announce the 2017 Board by Emergency Nurses Day. The next chapter meeting will be on June 21st destination TBA. August 26th in lieu of a chapter meeting OCENA will be hosting an Educational event open to all ENA members and non-members. Exciting topics will be discussed: Human Trafficking, Gang Activity, Pediatric Trauma, How to be Published in a Nursing Journal, Stroke in Lil’ Folks & Mental Health Issues! Carla Schneider & Amanda Webb (president & president-elect) both attended Legislative day and advocated for the 5 different bills that ENA is supporting. Our Chapter is forming subcommittees: Membership Recruitment & Retention as well as Government affairs. We have gained at least 6 new members since the beginning of the year, and have had interest in building subcommittees within our chapter to assist with recruitment and retention. We have high hopes for our chapter this year and big plans for Emergency Nurse Week. We now have a Facebook, IG and Twitter account! Please follow us! 11.  Sacramento (Elrod) Chapter Meeting on March 2nd. Our guest lecture from Dr. Fulton was fantastic. 1 CE was awarded for his lecture on Ocular Trauma with a chapter business meeting to follow. Our next event is April 6 and we are fortunate enough to host 3 of our FAEN's. Sacramento County held an initial meeting of an Opiate Taskforce. This is likely going to be similar to other safe prescribing programs in Southern California. Jeremy will be the Sac ENA representative and Paula Green will be the Sac ENA alternate representative.

12.  San Diego- Our Annual San Diego 911 Conference will be held Friday April 29 at the LA Mesa Community Center. Information sign up information is on the website. Everyone is welcome to attend. Call for our yearly scholarships has gone out to our members and will be awarded at the 911 Conference. We will be following both National and State plans for 2017 officer elections.

13.  San Francisco (Randolph) Upcoming 3rd Annual Pediatric Conference on April 18, 2016 at the South San Francisco Conference Center. I have been able to reach out the the CNSA North Director Kyle Navarro to help promote the conference and recruit new nursing student ENA members at the March 12, 2016 CNSA North Bay Meeting. Our chapter has enhanced our communication between board members by using the free app called 'Slack'. We are on Slack as SFENA.

3.  Education (Idman-Gervais) The Committee is actively planning for 'Cal ENA on the Bay 2" to be held at the Kona Kai in San Diego on Thursday November 10th.A variety of current speakers and topics are being researched. A save the date flier will be sent out soon. Once Board approves of our proposed Cal ENA Continuing Education Credits S.O.P that will be posted for all to view. Stil have several outstanding class paperwork out standing from 2015 please get to Dianne ASAP.l

4.  EMS Commissioner (Broyles) Linda Broyles resigned, 2 people nominated Carole Snyder and Susan Smith were approved with recommendations from the EMS Committee.

5.  EMS Committee (Scott) Our Linda Broyles has resigned as the EMS Commissioner. The Board has submitted 2 names to the Governor for consideration. Epi Pens vs Epi vials - The State has proposed EMTs use vials for administering epi during an anaphylactic situation. The California Emergency Nurses Association feels this is putting cost savings before patient safety. The proposal will be released for public comment soon. Please send your comments to the EMS Committee and a document will be filed with the State. Jeremy reported on wall time committee's efforts to standardize terminology Carla is submitting a form for all of us to use until progress is made. This is a field form so we can use the same language. The EMSAAC conference is scheduled for 10-11 May 2016 on Coronado Island. What a beautiful place to go!. We had a short discussion on falls prevention. We encouraged everyone to review medications and pay attention to side effects that could be a major contributor to our elderly falling. Several Counties reported on their Community Paramedic programs. Butte Co has now enrolled 400 participants in their MI follow-up LA Co. reported one study did not have enough participants to render valid results LA Co reported on another study doing follow-up care on MIs. Re-admissions have significantly been reduced. Several areas reporting they are following suggestions for monitoring pain control reduction.

6.  Government Affairs (Denno)

1.  ISQIP (Laverty) Attendees discussed previous topics including the need to carry Personal Malpractice Insurance (PMI) and not to rely on your employer for coverage, the reasons being:

·  Having PMI does not make you a “deep pocket” and therefore more apt to be sued

·  If you have PMI you will have your own attorney at your side, only interested in protecting you, at all depositions, hearings and trials (vs attorneys for physicians and hospitals with their respective client’s interests foremost in their minds)

·  The proper PMI will protect you in the event you are investigated by the California Board of Registered Nursing, none of whom are medical professionals; many nurses are placed in the position of defending themselves before the CBRN against accusations (real or false) made by former co-workers, former spouses or significant other or former in-laws, at the cost of thousands of dollars

2.  Sb 1299 will soon begin taking effect, including:

·  Mandating increased violence deceleration training to include ALL hospital employees providing direct patient care

·  Hospital wide violence protection plan which includes nurses in the planning

·  Mandated reporting to CALOSHA for all on the job injuries caused by violence

·  Depending on the type of attack and/or injury determines the time within which hospitals must report to the appropriate law-enforcement and CALOSHA; non-refundable fines in the thousands will be leveled for failure to report within the mandated times

8.  Pediatrics (Webb) Meeting Minutes Thursday/March 17th, 2016 Brandon is the rep for north metro area. Linda and Brandon to use trauma map to map there areas out and send instructor names to Trez. 3. Adoption of Consent Agenda Discussion/Summary: Course Vitals passed out Motion: Approve agenda Action: Motion carried; motion passed unanimously. B. President’s Report by Trez Gutierrez Discussion/Summary: Discussion of the Stale Chapter Leadership Orientation Meeting 1. 5 year Strategic Plan: ENA 2020 Vision 2015 -2019 (copies passed out to all members & guests) Where is the ENA going in the future i. Generation Y: technology innovative (facebook & twitter for local ENA chapters), how to recruit, sign-on bonuses, this is the ME generation and they feel that they need something, they have a strong desire to belong & make a difference ii. Growing the ENA: recruitment and retention: promote scholarships, loan forgiveness or partial repayment for retention, 2. ENA Webpage: Email design templates, letterheads, Survey Templates and more… i. The webpage is due for revamping. ENPC & TNCC site has been updated, there are many resources available on the website: new templates and branding C. Unfinished Business Discussion/Summary: 1. Pending Grant requests: CHOC @ Mission has requested $1500 for indirect costs for a first time provider course 2. Peds Committee sponsors ENPC classes: to grow our instructor course, to offset costs for first time courses i. Need to make a list of ENPC instructors, who teaches where D. New Business Discussion/Summary: 1. ENA Conference 2016 in Los Angeles: CHOC is to have a booth, discussion to raffle off a free registration to an ENPC course 2. Grow new instructors/Monitors/Courses i. Brandon to write grant proposal for free course in Bakersfield, to resched the April class ii. Problems: high costs iii. Letters need to made to go out to Nurse educators & managers iv. Possibility to offer a group discount v. Memorial Hospital is building a new Peds unit, we need to reach out to their educators for a commitment, possibly offer a reduced or group rate vi. Getting people interested in ENPC: this is the starting block, the foundation for peds knowledge and care, those who are scared of ped pt’s do very well with this course and find it very helpful 1. New ENA member discount 2. State reimburses for a free ENPC course vii. Growing monitors: hand out designation of State monitors to instructors 1.
