CS30.1  APOLOGIES FOR NON ATTENDANCE

CS30.2  DECLARATION OF INTERESTS

None

CS30.3  MINUTES

On the proposal of Cllr Peter Luke, duly seconded by Cllr Julie Wesley, it was.

RESOLVED: / That the minutes of the meeting of the Community Services committee held on 3rd November 2014 having been circulated, be approved and signed as a correct record.

CS30.4  COMMITTEE BUDGET

On the proposal of Cllr Karen Tweedale, duly seconded by Cllr Julie Wesley.

RESOLVED: / That the committee budget report (Appendix 1) be received and noted.

CS30.5  REVIEW OF COMMITTEE PROJECTS

Members reviewed projects earmarked for funding and the following decisions were made

i)  New allotment provision

RESOLVED: / That the budget of £5000 set aside for new allotment provision be put back into general reserves

ii)  Daneholme recreation area

RESOLVED: / That the budget of £5000 set aside to upgrade the Daneholme play area be put back into general reserves.

iii)  Allotment signage

RESOLVED: / That the budget of £810 to provide new allotment signage be put back into general reserves.

iv)  Floral Town entrances

RESOLVED: / That the budget of £5000 set aside to provide floral displays at Town entrances be put back into general reserves and the project be researched further and brought back to this committee when complete.

v)  Town notice boards

RESOLVED: / That Cllrs Wesley and Tubb submit a report for consideration at the next Community Services meeting scheduled for 2nd March 2015.

vi)  Town maintenance

RESOLVED: / That the Clerk seek clarification on availability of District Council funding to maintain street furniture within the Town.

CS30.6  DAVENTRY TWINNING GARDEN ENTRANCE TO TOWN – LONDON ROAD

The Chair reported that Daventry Twinning association had submitted a grant application for the refurbishment of the twinning signs at the top of London Road and considered plans to landscape this area.

RESOLVED: / (i)  That the quote for £1050.00 for landscaping the Twinning area at the top of London Road, be accepted.
(ii)  That the monies for the above project should be vired from surplus monies within the Community Services budget.

CS30.7  ALLOTMENTS

Cllr Julie Wesley asked for it to be noted that the allotments were looking particularly good and passed member’s thanks on to Julia Lane and the allotment tenants.

Members then considered quotes to refit the gates and re-use pales to extend fence from hedge to gateway (Appendix 2).

RESOLVED: / That quote 1 for £260 to remove existing pales, refit and paint new pales, be accepted.

CS30.8  ANNUAL EVENTS SCHEDULE

Members noted a report on future events (Appendix 3) :

i)  Fairtrade Fortnight – 23rd February to 8th March.

ii)  St George’s Day Parade – Saturday 25th April.

iii)  Arts Festival – 11th July to 26th July.

iv)  Outdoor Cinema – 26th July 2015.

CS30.9  NEWSLETTER

Members noted that a meeting of the Media Working Group has been scheduled for Thursday 22nd January to discuss the next edition of the Town Crier.

CS30.10  STREET FUNDRAISING, DAVENTRY TOWN

To follow up on the concerns raised by a resident of Daventry regarding the aggressive nature of charity fundraisers it was proposed that The Town Clerk write to the local MP highlighting the issue and ask him to use his powers to push for legislation to deal with it.

Cllr Mike Arnold proposed an amendment to add that a letter also be written to the gentleman who initially raised the issue to inform him of DTC’s actions

RESOLVED: / That a letter be written to Mr Chris Heaton-Harris MP to request legislative action to control the issue of aggressive fundraising and the correspondent be advised of the Council’s actions.

CS30.11  CORRESPONDENCE

Members were read an email from Daventry District Council regarding tackling the issue of social isolation amongst the elderly.

It was agreed that this should be circulated to all members asking them to contact DDC directly with any groups they felt could help or names of anyone they knew of that may be affected and the DDC be advised of the Town Council’s actions.
