With the arrest of two women namely (1) Ashawati w/o Brahmanand R/oC-10/12 Jhuggi Kumhar Basti Sultan Puri (2) Shyamwati @ Somwati W/oKanhaiya R/o C-10/1486 JHUGGI Kumhar Basti Sultan Puri, Delhi by thepolice of P.S. Sultan Puri and recovered 261 Gms smack, 49 smallpackets containing smack and 2 lakh, 90 thousands and 40 rupees videFIR No. 447/11 u/s 21/61/85 NDPSAct.

Incident / Brief Facts-

An information was received by ACP Sh. Jasmeet Singh regardingselling of smach, ganza etc. (contraband narcotics materials) in thearea of Sultan Puri. The information was conveyed to Insp. Arun Kr.SHO S.Puri who constituted various team to develop the information.

The faithful efforts made by the team ultimately requested into theinformation that on 18.9.11 at about 11.30 AM, an information wasreceived regarding selling of smack by two women at C-10 Kumhar Bastijhuggi Sultan Puri accordingly a raid was conducted.

During the raidtwo women namely (1) Ashawati w/o Brahmanand R/o C-10/12 Jhuggi KumharBasti Sultan Puri (2) Shyamwati @ Somwati W/o Kanhaiya R/o C-10/1486JHUGGI Kumhar Basti Sultan Puri, Delhi were apprehended after legalproceedings.Their search was conducted and 261gms smack, 49 smallpackets containing smack and 2 lakh, 90 thousands and 40 rupees wererecovered from their possession. A case is registered vide FIRNo.447/11 u/s 21/61/85 NDPS Act dt. 18.9.11 P.S. Sultan Puri, Delhi.

Accused arrested-

Two women namely (1) Ashawati w/o Brahmanand R/o C-10/12 JhuggiKumhar Basti Sultan Puri and (2) Shyamwati @ Somwati W/o Kanhaiya R/o
C-10/1486 JHUGGI Kumhar Basti Sultan Puri, Delhi indulging in selling
of drugs(Smack). Today they were carrying and selling the drugs at
C-10 Jhuggi Kumhar Basti, Sultan Puri. On this information, a team
consisting of SI Mukesh Meena ,Ct Pawan No 2306/OD, L/Ct Kamlesh No
1854/OD and L/ct Kalawati No 2309/OD conducted the raid.

Interrogation-
The interrogation of the accused women revealed that their spousesare drug (smack) addicts. Kanhaiya, the husband of Shyamwati hasjoined Nasha Mukti Kendra, Kirari, Delhi by paying Rs 3000/ per monthfor this. The source of supply is identified & traps are being laid toapprehend them.

SENSATIONAL MURDER CASE WORKED OUT

Staff of Police Station Moti Nagar has worked out thesensational blind murder case of a man. He was killed by two accusedpersons as one of them wanted to marry with the wife of deceased andanother molested the bhabhi of complainant of this case. As theywanted to revenge from deceased Janardan, hence they killed him byhitting brick on his head. This incident raised feeling of insecurityamong the local citizens. Two accused persons namely Raju Kumar @Raju and Guddu Kumar arrested.

NAME AND PROFILE OF ACCUSED PERSON

1- Guddu Kumar s/o Arjun Parsad R/o Jugal ka Godown, near old PetrolPump, Jhuggi Zakhira, Delhi (Permanent Address: Village Sikandra, P.O.Badh, Distt. Patna, Bihar- age 27 years.

2- Raju Kumar @ Raju s/o Arjun Raut R/o Santosh ki Jhuggi ZakhiraDelhi (Permanent Address: Village Gopalpur, P.O. Belchi, Distt. Patna,Bihar-21 years.
INFORMATION & OPERATION:

On 14-09-2011, aninformation regarding dead body of deceased Janardan was received atP.S. Moti Nagar which was reduced into writing vide D.D. No. 25 A andmarked to SI Ram Partap Singh who alongwith staff rushed to the spotand found a male dead body identified as Janardan s/o Kailash Raut R/o652/5A, Jhuggi Zakhira, Delhi. Initially, the above mentioned case
was registered as per the statement of Smt. Munni Devi w/o Late ShriJanardan (Deceased) who also suspected one Raju Kumar who took thedeceased Janardan on 13-04-2011 at 4 PM from his jhuggi to unknownplace and since then is absconding.

During the course of investigation, exhibitsincluding one blood stained brick have been taken into policepossession from the spot and the dead body of deceased Janarden wassent to DDU Mortuary and later handed over to his relatives after postmortem. As deceased was reported to be taken by Raju Kumar @ Raju,hence, his search was made. He was found absconding, therefore, Insp.Rajkumar/SHO Moti Nagar with his skill accepted the challenge to tracethe absconding Raju Kumar @ Raju and constituted a team. SHO MotiNagar with his criminal intelligence developed sources and identifiedthe absconding accused persons. To apprehend the accused persons ateam under the supervision Shri J.K. Sharma ACP/Rajouri Gardencomprising of Insp Rajkumar/SHO Moti Nagar, Inspr. Rishi Pal SinghATO, Inspr. Raj Kumar Investigation, SI Ram Pratap, ASI Ishwar Dayal,
HC Narendra, HC Rajesh and Ct Dharmender was constituted. On secret
information absconding Raju Kumar @ Raju S/o Sh. Arjun Raut R/o Jhuggi
of Santosh, Zakhira, and one Guddu Kumar S/o Arjun Parsad R/o Jugal Ka
Godown, Near Old Patrol Pump, Jhuggi Zakhira, were also apprehended
from the Bus Stand Anand Vihar on 19.09.2011 as they were ready to
flee to unknown place. They both were interrogated at length and
found to be involved in the commission of crime. Hence, they both
were arrested in this case and their blood stained clothes have alsobeen taken into police possession.

INTERROGATION AND MODUS OPERANDAI

On sustainedinterrogation, it revealed that Raju Kumar @ Raju is the cousin
brother of Smt. Munni Devi who is complainant of this case and wife of
deceased Janarden. Once, he tried to molest the Bhabhi of complainantof this case who informed that incident and then Raju Kumar was beatenby deceased Janarden, hence, he wanted to take revenge from Janarden.

On other side Smt. Munni Devi i.e complainant of this case wasworking in the Godwon of Jugal. Accused Guddu Kumar is brother-in-lawof Jugal Kumar who also works as Supervisor in the godown. GudduKumar wants to marry Munni Devi. He also tried to molest Smt. MunniDevi but she did not espond. This fact was also in the knowledge ofdeceased Janardan. He also alerted Guddu but he did not mend hisview. Accused Guddu Kumar wanted to marry Smt. Munni Devi i.e. wifeof deceased Janardan, hence, he decided to kill he husband. Hence,they both planned to fulfill their motives and decided to kill aboveJanardan.

GANG OF HOUSE BURGLARS BUSTED

Special Staff of West District has busted a gang of house burglarsheaded by one Vinesh Kumar, an auto driver. Two cases of houseburglaries have been solved.

NAME OF ACUSED PERSONS:-

1. Vinesh Kumar S/o Sh. Roop Ram R/o House No. A-7,Gali No. 1,Gurudwara Road, Vikas Nagar Extn., Itwar Bazar, Uttam Nagar,Delhi. Age- 33 yrs.

2. Rahul S/o Shri Ram Avatar R/o Rented House No. A-105,J J Colony,Hastsal, Uttam Nagar,Delhi, and Permanent Add. Vill. Pawasa,PS Heyat Nagar, Teh. Chandausi, Distt. Moradabad (U.P) Age- 19yrs.

INFORMATION & OPERATION:

Information about gang of notorious burglars was being developed bythe team of Special Staff and local sources were deployed. It came tonotice that one Vinesh, who is an auto driver has made a gang withanother auto driver and is committing burglaries at night. On17/09/2011, a specific information was received by Inspector RajeshKumar, Special Staff, West District that at about 6.00 p.m VineshKumar would come along with his associate Rahul with stolen items atPacific Mall, Tilak Nagar. On the basis of this information, a raidingteam under the supervision of Inspr. Rajesh Kumar comprising of SIManoj Kumar, SI Charan Singh, HC Suresh, HC Kirori, HC Moti Ram Ct.Sunil Ct Amarjeet was formed and deployed near the gate of PacificMall, Delhi. At about 6.30 pm, on the instance of secret informer,two persons were apprehended. On interrogation they disclosed theirnames as (1) Vinesh Kumar S/o Sh. Roop Ram and (2) Rahul S/o Shri RamAvatar. On their search two stolen mobile phones were recovered. Bothof them were arrested u/s 41.1 (d) Cr.PC. They made disclosure of two
house burglaries committed by them in the area of P.S.RajouriGardenand Vikas Puri.

DISCLOSURE & MODUS OPERANDI:

During interrogation accused Vinesh Kumar disclosed that he works asan auto driver and belongs to an economically weaker back ground. Hecame to Delhi for livelihood. He chose to auto driving as profession.He came in contact with bad companies and started committing crime.Initially he started petty thefts and had never been caught by Police.Recently he made a gang with another auto driver Rahul, who alsowanted to make quick money. Vinesh indulged crime to earn quick money.Rahul wanted to buy his own auto. They used to target houses in whichthey could enter easily without break opening the doors. The gangusually strike at late night hours when the inmates are in deep sleep.Both of them used to appropriate the stolen articles and amount inequal shares. The gang made disclosure of about a theft in a housecommitted in the area of RajouriGarden. They have gone to drop apassenger in RajouriGarden at night and incidentally targeted a housein Subhash Nagar and entered into it and stolen two mobile phones andother articles. The mobile phones were recovered from them. In anotherincident they entered into a house in Vikaspuri where they got a pursecontaining cash of Rs. 500/- only.Staff involved in the good work is being rewarded suitably.

Whereas a large number of complaints are being receivedthat people purchasing liquor from liquor vends often start consumingthe same in front of the liquor vends itself or at other publicplaces. Vendors selling eatables and juices, at times, also stationthemselves unauthorizedly outside liquor vends which furtherfacilitates this undesirable activity. Sometimes, ‘Baratis’ ofmarriage processions also openly drink liquor etc. on the roads whilethe Barats are moving. Drinking in public is a nuisance with a seriouspotential to result in brawls and quarrels causing seriousinjuries/death and damage to public and private property. This affectsthe peace and tranquility of the area and creates problems inmaintaining law and order. It is also a punishable offence undersection 40 of the Delhi Excise Act, 2009 (Delhi Act 10 of 2010).1. And whereas it is necessary to take speedy measures in this regardto prevent danger to human life or safety and to thwart/prevent
un-toward incidents which may affect the peace and tranquility of the
area.

2. Now, therefore, in exercise of the powers conferred upon me by thevirtue of Section 144 of the Criminal Procedure Code, 1973 read with
Govt. of India, Ministry of Home Affairs, New Delhi’s Notification No.U-11036/1/2008 UTL, dated 26/11/2008 I, Hareesh H.P, Asstt.Commissioner of Police of the Sub Division Connaught Place of NewDelhi District do hereby make this written order to do the following,for strict compliance by the owners of such liquor vends in the areaof Sub- Division Connaught Place, New Delhi District, New Delhi.

a) Install CCTV with sufficient number of cameras and recording systemwith play back facility, to cover up to 50 meters area in front of theshop. The CCTV should monitor anyone consuming liquor or facilitatingconsumption of liquor or any unauthorized vendor stationed in thecoverage area.

b) The recording system shall preserve a digital record of CCTVcoverage for not less than 10 days.

c) The vend owner or his agent shall cause to copy the CCTV coverageon a CD and hand over to the police whenever demanded.

d) Before starting sales for the day, the Manager of the liquor vend
should ensure that the CCTV system is in proper working order and incase any defect is noticed, immediate action to get it rectifiedshould be taken. An entry should be made in the register andintimation in writing should be sent to the Police Stationsimultaneously to be got duly received from the Duty Officer of thePolice Station mentioning Daily Dairy Number on the intimation.

e) During the course of monitoring of the CCTV System, the Manager oranyone specifically designated by the Manager for real time monitoringof the CCTV shall immediately inform the Police Control Room attelephone No. 100 and also the nearest Police Station in case anyillegal drinking in public or unauthorized vendor is noticed in theCCTV coverage area.

f) The vend owner shall display prominently at least two bilingualsign boards mentioning that drinking in public places is an offenceand standing of unauthorized vendor outside the liquor shop isstrictly prohibited. Telephone number of nearest Police Station shallalso be mentioned on the sign boards.

3. This order shall come into force with effect from 17.09.2011 andshall remain in force for a period of 60 days i.e. 15.11.2011 (bothdays inclusive) unless withdrawn earlier.

4. Any person contravening this order shall be punishable undersection 188 of the Indian Penal Code.

5. As the notice cannot be served individually on all concerned, theorder is hereby passed ‘Ex-Parte’. It shall be published for theinformation of public through Press and by affixing copies on thenotice boards of the offices of all District DCsP, Addl. DCsP, ACsP,Tehsil Offices, all Police Stations concerned and the offices of theNDMC and MCD.

With the arrest of three Con-Men namely 1) Siddhart Puri S/o SomeshChand Puri R/o H No 45, K Block, Baludhyan Marg, Uttam Nagar, NewDelhi 2) Enemul Hassan @ Shahid S/o Mujibul Hassan R/o WZ-112 BasaiDharapur New Delhi and 3) Vipin Kumar S/o Dharshan Lal R/o RZ-27,T-Extn Parampuri Uttam Nagar New Delhi, South West District Police hasworked out two cases of cheating, one of Police Station PreetVihar,East Distt. and other of South West Distt. The vehcile used incommitting crime and cheated cash have been recovered.

INFORMATION
Complainant Baljeet Siddhu S/o Raj Kamal R/o H No 1374 Janta FlatPocket-2, Sec-16B, Dwarka New Delhi reported that he has been working
as a driver in Trinity Instute of Professional Studies at Sec.9Dwarka. Today Dr. .K Gupta, the Director of the Institute had senthim to deposit Rs.40,000/- in Punjab National Bank, Sec.10, Dwarka. Hecame to the bank and stood in a queue and started waiting for histurn. In the meantime, two boys came to him and asked him fewquestions related to the bank and also about the possibility ofdepositing cash without having bank account. They took him intoconfidence by saying that they were uneducated and had no account inthis bank. The complainant was further trapped by the duo by
narranting a story that they are in dire need of dispositing this hugeamount which they have procured from their employer without hisknowledge. Thereafter the deal was struck between the complainant andthe miscreants. The complainant gave Rs. 40,000 in exchange ofcurrency pads worth Rs. 1,50,000 . After the exchange, the miscreantsdisappeared from the bank in a flash. When the complainant checked theexchanged notes, they were found to be plain papers cut into the sizeof currency notes. Upon this a case was registered under relevantsections of law at Dwarka South and investigation was taken up.

BREAKTHROUGH & OPERATION

Earlier also, the citizens have been sensitized by Delhi Policethrough advertisement and other means for not becoming victims ofsuch inducements. Initially the case was blind. Local police wasdeployed to collect intelligence about gangs involved in suchactivities. A tream comprising SI Sunil Godiyal D-1127, SI Vipin KumarD-4463, HC Vishnu No 8/SW, Ct Ranvir No 1714/SW, and Ct Brij Lal No1681/SW was constituted under the supervision Inspector SumanPushkarna SHO Dwarka South and sources were deployed. CCTV footage ofDwarka Sec. 10 market where the bank is located was annalysed indepth. On dt 18-9-11 an input was received from credible sources thatone of the con-men, who is involved in this crime and has cheatedseveral gullible persons in and around the NCR, is residing in UttamNagar area. Based on the analysis of CCTV footage and the above input,investigation zeroed in on one Sidharth Puri S/O Somesh Chand Puri r/oH.No. 45 K block Bal Udhyan Marg Uttam Nagar Delhi. The con-manSidharth Puri’s premises was raided on 18/09/11 and his arrest waseffected. On the stance of Sidharth Puri, his associates namelyEnamul Hassan @ Shahid and Vipin Kumar have also been arrested andcash rupees 40,000/- has recovered and one Maruti Ritz Car no.DL-8C-W-2862 used in committion of crime has also been recovered.
