4.  A male age around 25 years, height 5’8”, sallow complexion, oval face, wearing Red & white shirt, black pant pant found on 8-10-2010.

TRAFFIC ADVISORY

CLOSING CEREMONY COMMONWEALTH GAMES ON 14TH OCTOBER, 2010

Delhi Traffic Police has made elaborate arrangements for movement of spectators for Closing Ceremony of Commonwealth Games on 14th October, 2010. Traffic Police will be imposing certain restrictions on the movement of traffic on certain stretches and guiding spectators for the Closing Ceremony so that they can reach the Jawahar Lal Nehru Stadium without inconvenience.

Restrictions on movement of General Traffic

i)  From 6.00 A.M. to Midnight: Bhishma Pitamaha Marg – from Lodhi Road to Kotla Mubarakpur, both ways.

ii)  From 2.00 P.M. : Lodhi Road between Safdarjang Madrasa to Lodhi Road flyover.

iii)  Jawarhar Lal Nehru Stadium Marg - Mehar Chand Market to Lala Lajpat Rai Marg.

iv)  MTNL Building road- Scope Complex Chowk to Kushak Nallah (iii) and (iv) already closed.

v)  2.30 P.M. to 6.30 P.M. :

a)  NH-24 from Noida Mor flyover to Ring Road – Nizamuddin T-point.

b)  Ring Road from Bhairon Road T-point to Ashram.

vi)  8.00 P.M. to 1.00 A.M.

a)  Ring Road from Ashram to Bhairon Road T-point.

b)  NH-24 between Ring Road – Nizamuddin T-point to Noida Mor flyover.

Suggested Routes for General Public to avoid Congestion on Roads

People not connected to JLN Stadium Closing Ceremony can take following routes from North to South and East to West and vice versa.

A.  North to South and Vice Versa

Ring Road- Bhairon Road-Mathura Road- Neela Gumbad-Ashram- Ring Road- Towards Dhaula Kuan, Mathura Road towards Badarpur.

Boulevard Road- Rani Jhansi Road- Faiz Road- Upper Ridge Road to Dhaula Kuan.

B.  East to West and Vice Versa

East Delhi and Noida- DND Flyover- Ring Road – Ashram

East Delhi and Noida-Vikas Marg-ITO- DDU Marg- Connaught Place- RML Hospital- Upper Ridge Road.

Movement of Spectators to Jawahar Lal Nehru Stadium

i)  There is no parking for spectators in the vicinity of Jawahar Lal Nehru Stadium for the Closing Ceremony of Commonwealth Games. The spectators coming for this Ceremony are advised to take public transport to reach the Venue of the Ceremony.

ii)  People are requested to familiarize themselves about the routes to be taken for reaching the entry gates at Jawahar Lal Nehru Stadium.

iii)  Gate No. 6: Spectators who are to enter the JLN Stadium from Gate No. 6 must take Metro train to alight at Jor Bagh metro station. From Jor Bagh, there will be DTC shuttle buses available for spectators which will drop them at 4th Avenue from where they should take a pedestrian way through Barapullah parking and by taking foot over bridge they can reach in the vicinity of Gate No. 6. Those coming by their own vehicles should reach Safdarjang Airport and parked their vehicles there. They can take Park & Ride DTC air-conditioned coach to get down at 4th Avenue from where they may walk to the Gate No. 6 of the Stadium.

iv)  Gate No. 9: Spectators who have got tickets/passes for Gate No. 9 should take a Metro train and get down at Jangpura metro station, from where there is a pedestrian path to take them to Gate No. 9. People who take their own vehicles should get down at Silver Oak and walk to Gate No. 9 from there. It is reiterated that there is no parking facility at Silver Oak. People coming at Silver Oak by their own vehicles have to compulsorily take their vehicles back.

v)  Gate No. 14: Spectators coming to Gate No. 14 can take a Metro train and get down at JLN Stadium metro station from where they can walk to the Stadium. DTC is also running focal point buses from all over Delhi and NCR to bring spectators to JLN Stadium for Closing Ceremony. Those availing focal point buses facility should get down at Sunehari Pullah parking and from there they can walk to Gate No. 14 of the Stadium. People availing Park & Ride facility for the Closing Ceremony must reach Safdarjang Airport from where they can take Park & Ride facility which will drop them at Mehar Chand Market and from where they have to walk using foot over bridge at Bhishma Pitamaha Marg to reach Gate No. 14.

vi)  It is made clear to all spectators that if they do not follow the above mentioned routes, they may not be able to enter the Stadium for the Closing Ceremony. People must follow the designated routes of Metro Station, Park & Ride and focal point buses to reach the Stadium in time and with convenience.

vii)  To avoid inconvenience to reach the Stadium, spectators are advised to plan their movement sufficiently in advance for their smooth movement to the spectator areas.

MARATHON RACE TO BE HELD ON 14TH OCTOBER, 2010.

As a part of Commonwealth Games, Marathon race is to be held on 14th October, 2010. As this event will be held on roads of Delhi, Delhi Traffic Police has made elaborate arrangements for smooth conduct of this event. There will be certain diversions to facilitate this event on roads and traffic will be diverted from some routes on the date of this event.

i)  Route for Marathon Race : Rajpath, Janpath, Dr. Rajendra Prasad Road, Red Cross Road, Parliament Street, Outer & Inner Circus Connaught Place, Minto Road, Deen Dayal Upadhyay Marg.

ii)  Traffic will be blocked at South Fountain, Rafi Marg, Janpath, Rajpath, Dr. Rajendra Prasad Road, Ashoka Road, Raisina Road, Tolstoy Marg, Outer and Inner Circus Connaught Place, Barakhamba Road, Deen Dayal Upadhyay Marg, Jahangir Road, Bhav Bhuti Marg, State Entry Road, Jai Singh Road, Imtiaz Khan Marg and Talkatora Road for movements towards competition routes for smooth conduct of the event. Traffic will be diverted as required by blockage points.

Suggested Routes:

Movement of People from North to South and vice versa: People can use Ranjeet Singh Marg, Tolstoy Marg, Janpath, Ashoka Road, C-Hexagon, Man Singh Road, Maulana Azad Road, K. Kamraj Marg, Rajaji Marg for movement from North to South and vice versa.

Movement of People from South to North and vice versa : People can use Sardar Patel Marg, Mother Teresa Crescent, Baba Kharak Singh Marg, Outer Circus, Chelmsford Road for movement from North and vice vera.

Movement of People from East to West and vice versa: Guru Nanak Chowk, Jawaharlal Nehru Marg, Bhav Bhuti Marg & DBG Road.

Approach to New Delhi Railway Station: People coming from South can use Ring Road, Ridge Road, Panchkuain Road, Basant Lane, Chelmsford Road, Pul Paharganj for access to New Delhi Railway Station. Rani Jhansi Road, DBG Road, Pul Paharganj, Chelmsford Road and Ajmeri Gate will be available for public coming from North. Traffic from East can come via Vikas Marg, ITO, Bahadur Shah Zafar Marg, Jawahar Lal Nehru Marg to reach New Delhi Railway Station and those coming from West can use Shankar Road, Ridge Road, Panchkuian Road, Basant Lane, Chelmsford Road to reach New Delhi Railway Station.

GANG OF NOTORIOUS AUTO LIFTERS NABBED

AATS of West District has busted a gang of autolifters. More than 10 cases of motor vehicle theft have been worked out. Four vehicles have been recovered.

(2) Chander Shekhar S/o Rajinder R/o Bapa Nagar Karol Bagh, Delhi , Age- 21 yrs (Previous involvement =01 )

(3) Kunal S/o Rajesh R/o Sat Nagar, Prashad Nagar, Delhi, Age- 20 yrs.

INFORMATION/OPERATION

Keeping in the view the increasing number of vehicle thefts in the jurisdiction of West Distt., AATS of West Distt has been assigned the task to collect intelligence about the criminals indulging in this crime. Specific information was received that a gang of autolifters will be coming on 09.10.10 in a stolen vehicle in the area of PS Paschim Vihar to commit crime. Team of AATS/West Distt comprising of SI Naveen, HC Rishi, Ct Sunil and Ct Amarjeet under the supervision of Inspector Maninder Singh I/C AATS started vehicle checking at Divine Happy School, Paschim Vihar. At about 5.00 pm one Hundai getz car came from Jwalaheri side which was intercepted by the police party. When they were asked to stop, three persons who were sitting in the car tried to flee from the car but they were apprehended by the police party. On interrogation they disclosed their names as Gaurav S/o Surender R/o Regarpura, Karol Bagh, (2)Chander Shekhar S/o Rajinder R/o Bapa Nagar Karol Bagh, Delhi (3)Kunal S/o Rajesh R/o Sat Nagar, Prashad Nagar. They were asked to produce the paper of the car but they could not produce any document. On further enquiry, it was found that the car was stolen by them from the area of PS Karol Bagh, Delhi vide FIR No. 109/10 u/s 379 IPC. During further interrogation, they made disclosure of their involvement in more than 10 incidents of motor vehicles theft and got recovered three more vehicles.

INTERROGATION/MODUS OPERANDI:

During interrogation, Chander Shekhar disclosed that he was first time arrested in 2007 in case of theft in shop. After coming out of jail nobody from his family and friends supported him. He did private jobs but he was not satisfied. In the meanwhile, he came in contact with Gaurav and Kunal. Chander Shekhar suggested them that they can earn more money by committing Motor Vehicle Thefts. They used to recce busy marriage places/Banquet Halls and target a car whose ignition is on and is in good condition. Chander Shekhar is an expert in starting cars by master keys. Accused found stealing of motor vehicle is very easy and one can earn lot of money with minimum risk of being caught.

Staff involved in good work is being rewarded suitably.
