The meeting of Llanwinio Community Council was held on Tuesday 26th July 2016 at 8.00pm at Ramoth Vestry, Cwmfelin Mynach.

PRESENT: Cllrs J Phillips, P Walton, G Evans, W Evans, D Lewis, H James, J Lewis (CCC) and K Bowen (clerk)

MINUTES: The minutes of the meeting held on 17th May 2016 were read and recorded as a true account.

DECLARATIONS OF INTEREST: No declarations

MATTERS ARISING FROM THE MINUTES:

Llanwinio Community Hall has been put up for sale. The Community Council agreed to contribute £15,000.00 towards a joint bid for purchase with Llanwinio Community Association, Llanwinio YFC and Llanwinio Entertainment Committee.

A reply had been received from CCC’s Countryside Access Officer regarding the proposed TRO to Public Footpath 19/80. He would consult further with his manager and reply at a later date. He stated that they had signs that say ‘missing footbridge – no through route` that they could put up at either end of the path. He would also consult with their maintenance manager with regards replacing the footbridge. Clerk to ask for signs to be erected.

The deceased tenant’s family had been offered the common land but no written confirmation of acceptance had been received yet. Clerk to contact the family again.

The Gilfach wind turbine development had been taken over by Temporis Capital (GVO Wind No. 39 Ltd). A deed of Unilateral Obligation – dated 7th June 2016 had been received which provided details of the Community Payment Agreement for the Gilfach wind turbine. A payment of £2500.00 had been received

The clerk reported he had attended a CCC ‘Code of Conduct` training session and provided councillors with a short guide to the code of conduct which had been provided at the session.

The glass recycling bin at Llanwinio will be returned in due course.

CORRESPONDENCE:

Information has been received from the Pensions Regulator regarding the next steps in setting up a pension scheme.

The Independent Remuneration Panel for Wales drew the Community Councillors attention to the statutory requirement for all Councils to publish and report annually to them on allowances and expenses payable to Community Councillors. Although no councillors claim any expenses or allowances; a Nil return must be submitted and published on the council’s website.

The minutes of the Community and Town Council Liaison Forum held on 24/06/16 were received.

The National Association of Local Councils provided information about the length of time documents should be retained by local councils.

PHA Communications Ltd provided information about a proposed base station installation at Pantymaen, Gellywen for `EE’ to improve network coverage. Councillors welcomed the proposal.

The National Library of Wales invited the Community Council to participate in the UK Web Archive by archiving our website ( Councillors agreed to accept the invitation.

CCC informedthe Community Council of a Temporary Prohibition of Pedestrian Traffic Order for footpaths Number 19/25 and 19/28 at Meidrim Forest, Llanwinio to enable tree felling to take place. Information about alternative routes was also provided.

Requests for financial assistance were received from Y Cardi Bach, Urdd Gobaith Cymru, Shelter Cymru and St John Cymru Wales. Following discussion it was decided to deal with them at a later date.

An invitation was received from the Carmarthenshire Public Services Board to attend a stakeholder engagement event as part of the development of its ‘Well-being assessment for the County`.

FINANCIAL REPORT:

The clerk gave a summary of the Council’s current financial position.

PLANNING:

W/33822 Ground floor extension to existing house at Pantbuarthle, Blaenwaun. FULL PLANNING

Planning appeal Ref APP/M6825/A/15/3140660 – an appeal lodged with the Welsh Ministers against the decision of CCC to refuse planning permission for a new dwelling at Lion Farm, Blaenwaun has been dismissed.

LLANWINIO RIGHTS OF WAY PROJECT 2015:

Some of those involved with the project attended the meeting and discussed with the Community Council the possible options for the future with regard to improving the footpaths within Llanwinio Parish. It was decided that as this was likely to be long term project there was a need to prioritise the paths into five groups. Those paths which required the least amount of work would be dealt with first with the remainder being phased in according to the criteria decided by the project group. Once the paths have been prioritised, the five groups will be forwarded to the Community Council for discussion before being sent on to CCC’s Countryside Access Officer.
