Travelers Containment Measures

Protect Mission Capability: Isolation & Quarantine

Purpose

The purpose of this protocol is to establish standard guidelines for travelerquarantine provisions in the Northeast Ohio area. The overall related strategy aims at protecting travelers and decreasing or containing entry of a communicable disease into Northeast Ohio. This protocol enables provisions for travelers requiringisolation/quarantine. Public health should engage their local partner agencies related to travel (e.g., Airlines, Trains, Boat, Bus) as appropriate in accordance with agency specific plans.

Scope

The protocol applies to members of the Northeast Ohio Public Health regionwhich consists of the thirteen health departments in Northeast Ohio. The process should be activated when public health departments in the county become aware of a communicable disease requiring isolation and or quarantine.

Responsibility

Any member of theNortheast Ohio Public Health regionmay activate the process. Public health is responsible for the overall health of the community. Quarantine and isolation may be issued by public health to protect the community and decrease transmission of a communicable disease. Some measures may include having travelers shelter in place or shelter in place at a designated quarantine facility, and providing basic needs to protect the individual and the community as a whole.

Public Health Epi Response Team / Traveler contact identified via epidemiological surveillance and contact tracing of a case or index case and is no longer at the airport, train station, or bus depot etc. Note. Epidemiology Response Plan must be implemented prior to this step.
□ / Public Health Epi Response Team / Public health should notify (via phone, home visit) traveler of exposure and possibility of quarantine. (if the travelor is non-English speaking refer to the “the Language Quills List”) Note. Review types of quarantine in the Containment Plan.

Public Health will issue “Voluntary Quarantine Agreement” for review and signage
Public Health will monitor for fever and symptoms
Advise hand hygiene and respiratory etiquette
Advise to wear a mask
Prohibit trips away from quarantine facility
Advise against unnecessary contacts with friends and family
Advise not to use public transportation

Get approval from the Hotel Director and corporation,
Hotel Director and personnel must be notified regarding the situation and for approval to allow the patron contact to stay in the hotel as long as no symptoms occur.
Public Health will distribute PPE to the hotel.
If staying with family during quarantine period:

If staying in a Community-Based Facility during quarantine period:
Public Health must arrange for transportation to the facility.

□ / Public Health Epi Response Team/ Hotel Director / If applicable (If staying in hotel), please ensure hotel director and staff are educated on the disease in question, hand hygiene, cough etiquette and personal protective equipment appropriate to the situation. Staff will be educated on the difference between quarantine and isolation and instructed to avoid contact with the contact unless wearing a mask.
□ / Public Health Epi Response Team / Assess the facility using the “Guideline for Evaluating Homes and Community-based Settings For Quarantine” if not pre-identified as a quarantine facility by public health

  • Cruise Lines: Royal Caribbean, Carnival, Mediterranean, etc.

Make them aware that an ill traveler traveled through their organization, naming dates and times
Verify that contact traveled during the time specified
Verify all contacts are accounted for with all contact information (i.e., full name, phone numbers, address, work phone, etc.)
Collect additional information regarding layovers and transfers while contact traveler traveled
Educate transit organization on traveler surveillance screening
Educate transit organization on hand hygiene and cough etiquette
Environmental cleaning of facility and travel plane or bus, etc.
Ensure transit organization notifies staff of situation
Ensure that PIOs from Public Health and the travel organization work together on media messages.
Ensure there is a quarantine and isolation team identified and utilized at the travel facility
If the facility remains open, give the facility cover your cough signs and hand washing posters and ensure screening of travelers for illness occurs until the outbreak is over
