MINUTES OF THE MEETING OF THE PARISH COUNCIL HELD ON THURSDAY 14 JULY 2016 IN THE SCOUT HALL, BUSH ROAD, CUXTON AT 7.30 pm

It was proposed by Cllr Chitty, seconded by Cllr Sacre and agreed that these apologies be accepted by the Council. Cllr Mrs Chamberlain asked how long the Council was prepared to accept apologies from Cllrs Monck and Miss Sayer.

100 / MINUTES OF THE MEETING HELD ON 9 JUNE 2016
It was proposed by Cllr Mrs Porter, seconded by Cllr Sacre and agreed that the minutes of the meeting held on 9th June 2016 be signed as a true record, subject to the following amendments:
C/06/16/4b minute 2016/17/725: second sentence to read: “She and Cllr Fearn were personally responsible for getting the railing removed from outside the shops…”
C/06/16/11a minute 2016/17/93: Insert “stated she” after “Cllr Mrs Chamberlain”

Cllr Sacre said that he had been in touch with Roger Savage, who had provided him with the history of funding of the Trust.

The bank balances set out in Appendix A were noted.
103 / b / Cheques signed since last meeting
It was proposed by Cllr Chitty, seconded by Cllr Fearn and agreed the payments made since the last meeting be ratified (cheques 100148 – 100151).
104 / c / Accounts for payment
It was proposed by Cllr Fearn, seconded by Cllr Mrs Porter and agreed that the accounts listed in Appendix B be paid, (cheques 100152-100157), with the addition of £100, RJK Kent Medical Services (cheque 100158); £298, Turfsoil Ltd (100159); £281.64, EDF (100160) and £2,290.20, DGB Solicitors (100161).
105 / d / HOLIDAY COVER PAYMENT TO ASSISTANT CLERK
It was proposed by Cllr Mrs Hutchfield and seconded by Cllr Mrs Porter that the Assistant Clerk be paid for 8 hours for cover for the Clerk’s holiday. This cover had included preparing for and taking the June meeting of the Council. On a vote being taken, the motion was carried by 7 votes for, none against and 2 abstentions.

7 / MANAGEMENT OF THE COUNCIL’S LAND AND PROPERTY
107 / a / CCTV
Cllr Fearn said he would like to find out from the contractor contacted by Cllr Chitty what exactly needed doing.
108 / b / Church Hill
Cllr Mrs Hutchfield reported that the case had now been withdrawn. It was important to monitor the future usage of the field.
109 / c / Minutes of the Meeting of the Land Management Committee
The minutes of the meeting of the Land Management Committee held on 19th May 2016 were received..

110 / a / Public Rights of Way
Nothing to report.

111 / b / Proposed Traffic Light Scheme, Rochester Road
Cllr Fearn tabled the results of the survey. He said that it was now going forward for the final scheme to be drawn up. He also explained the new crossing in Halling and that there would be works for 2 days on the A228 at the end of the month to take out the existing islands and that the remaining works would take 12 weeks.
112 / c / Street Cleaning
The Clerk reported on conversations with Julia Heath and Amy Mason of Medway Council. The Assistant Clerk had been misinformed by Customer First when trying to arrange holiday cover for the Street Cleaner; this would be provided as usual in future. The quotations for the concrete base for the storage bins had not yet been received.
113 / d / Bush Road Partnership
Cllr Mrs Thorley reported on the meeting held on 11th July, which had been arranged to suit the Headteacher. Unfortunately the Headteacher had not attended. It was thought the survey which had been promised would be given to all parents had not been distributed and the Partnership would make alternative arrangements to do this.
114 / e / Medway Valley Community Rail Trust
Cllr Mrs Hutchfield reported that no meeting had been held.
115 / f / Other Highway Issues Raised by Cllr Fearn with Medway Council
Cllr Fearn reported that the white lines on Sundridge Hill should shortly be done. Medway Council was not claiming responsibility for the level crossing in Station Road and Cllr Fearn would continue to pursue this. Work to the trees in Charles Drive had been priced up.

117 / g / Other Highways or Transport Issues
I.  Household Waste Site. Cllr Fearn reported that the matter would soon be going to the scrutiny committee.
II.  Planters in Bush Road. Cllr Mrs Chamberlain raised the matter of the planters in Bush Road. Cllr Sacre said he thought they had been put there to stop parking. It was suggested an approach be made to the Allotment Association to see if they would be prepared to take on maintenance. Cllr Sacre volunteered to write an article for Cuxton Noticeboard. / CS

Cllr Mrs Thorley would show a model from KALC to a work colleague. Cllr Mrs Hutchfield said that the Assistant Clerk needed training and a DBS check. / TT

Cllr Monck and Miss Sayer were drafting this. Cllr Mrs Porter agreed to join them. / PM JS JP

Cllr Mrs Hutchfield reported on information on the Halling website and she was following up an offer from Cuxton 91. She recommended councillors look at the Stone Parish Council website. The providers of the current website would start charging from 1 April 2017. After lengthy discussion, Cllr Fearn proposed that up to £1,000 be made available to set up a website and that the Clerk be delegated to proceed with the assistance of the Chairman. This was seconded by Cllr Mrs Chamberlain and agreed unanimously. / RB

128 / a / KALC Councillors’ Conference
Cllrs Sacre and Mrs Porter had attended the KALC Councillors’ Conference and had found it very worthwhile. Cllr Sacre had been interested in the idea that counties may disappear. The Clerk had attended in her capacity as a councillor on Ash-cum-Ridley Parish Council and commented that the section on planning was the best she had ever attended.
