Custer County Commissioner Special Meeting

Date: October 11th, 2016

Chairman Phil Lampert called the meeting to order at 9:00 a.m. Travis Bies, Oonagh Wood, Jim Lintz, Tracy Kelley, State’s Attorney and the Auditor were present. Attempts to call Mark Hartman to join the meeting via phone were unsuccessful.

Declaration of Conflict of Interest - None declared.

Resolution 2016-13 Bridge Improvement Grant Program

-Travis Bies moved and Jim Lintz seconded to approve Resolution 2016-13. Motion carried.

BRIDGE IMPOVEMENT GRANT PROGRAM

RESOLUTION AUTHORIZING SUBMISSION OF APPLICATIONS

WHEREAS, Custer County wishes to submit an application/applications for consideration of award for the Bridge Improvement Grant Program:

STRUCTURE NUMBER(S) AND LOCATION(S):

17-535-143 2 S & 10.5 E of Fairburn over French Creek/CS 18

17-540-147 11 E & 25 S of Fairburn over French Creek/CS 19

17-547-020 12 E of Hermosa over Spring Creek/FAS 152

17-379-260 0.4 E of Buffalo Gap/FAS 656

and WHEREAS, Custer County certifies that the project(s) are listed in the county’s Five-Year County Highway and Bridge Improvement Plan:

and WHEREAS, Custer County agrees to pay the 20% match on the Bridge Improvement Grant funds;

and WHEREAS, Custer County hereby authorizes the Bridge Improvement Grant application(s) and any required funding commitments.

NOW THEREFORE BE IT RESOLVED:

That the South Dakota Department of Transportation be and hereby is requested to accept the attached Bridge Improvement Grant application(s).

-Oonagh Wood moved and Jim Lintz seconded to authorize the Chairman to sign the cover form and certification of the 5 year plan for the Bridge Improvement Grant Program. Motion carried.

Bid Award for the Washington Street Carport

Three bids were received and opened at the October 5th, 2016 Commission meeting. The bid award was tabled at that meeting for further review. Jim Lintz moved and Travis Bies seconded to accept the low bid from CCR of the Western Dakota, Inc. in the amount of $80,560.00. Motion carried.

Clean Rock and Landscape Material for the Veterans Memorial

-Travis Bies moved and Oonagh Wood seconded to approve clean rock and landscape fabric for the Veterans Memorial on Washington Street in Custer at a cost of $3,200 and a transfer out of contingency funds 101-112-429.00 to Highway Supplies 201-311-426.00 in the same amount. Motion carried.

Phil Lampert, Chairman, adjourned the meeting at 9:27 a.m. with the next meeting to be held Nov. 9th, 2016 at 8:00 a.m. in the Commissioners’ Room in the Custer County Courthouse.
