Rationale: / The guidelines for testing are currently not consistent between API 570 and API 510. As shown below, NDE may be considered in lieuof hydrotesting for a pressure vessel rerate but not for piping rerates. Section 8.3d should also be consistent with current options in section 8.2.7 of API 570.

8.2.7 Pressure Testing

After welding is completed, a pressure test in accordance with 5.8 shall be performed if practical and deemed necessary by the inspector. Pressure tests are normally required after alterations and major repairs. See ASME PCC-2 for more information on conducting pressure tests. When a pressure test is not necessary or practical, NDE shall be utilized in lieu of a pressure test. Substituting appropriate NDE procedures for a pressure test after an alteration, rerating, or repair may be done only after consultation with the inspector and the piping engineer.

Proposed Revision: Propose allowing the use of NDE in lieu of leak testing when performing a rerate. Specifically, update API 570 section 8.3d to reflect the NDE allowance existingin API 510 section 8.2.1.d.2 as shown below:

d)Rerated piping systems shall be leak tested in accordance with the code to which the piping system was built or the latest edition of the applicable code for the new service conditions, unless one of the following is true:

  1. Documented records indicate a previous leak test was performed at greater than or equal to the test pressure for the new condition.
  2. The rerate is an increase in the rating temperature that does not affect allowable tensile stress.
  3. The piping integrity is confirmed by special nondestructive inspection techniques in lieu of testing.
