POLICIES

Recording of radio, telephone and paging messages

This instruction rescinds In Orders 2003/23, Recording of radio, telephone and paging messages.

In order to maintain adequate records of the NSWFB’s operations and for the safety of operational personnel, it is necessary to record radio, telephone and paging messages. All NSWFB staff need to be aware of the recording arrangements. Systems and messages that are recorded include the following:

1. Telephone messages

Within Communication Centres incoming and outgoing calls on all lines are recorded. This includes Triple Zero (000), business lines, PABX lines, direct lines to other NSWFB sites, emergency services, other agencies, utilities, public infrastructure operators, AFA Service Providers, FireCAD Help Desk, all PABX lines within the MICC room and critical public and/or private sites.

The above lines include conference/multi-party services such as the Rescue Coordination service, media dissemination and airport crash alert services.

Generally, low level pip tones are heard on the lines being recorded.

2. Radio communications

Traffic on both the Government Radio Network (including private calls) and Private Mobile Radio (including ground-to-air traffic) is recorded.

3. Paging

All turnout, administration and officer paging messages to NSWFB pagers are recorded, regardless of their point of origin. In addition, messages to non-NSWFB pagers originating from NSWFB messaging utilities such as Redrock are recorded.

4. Short messaging service

All short messaging service (SMS) messages originating from NSWFB messaging utilities such as Redrock are recorded.

5. Incident Control Vehicles

Generally, local recording arrangements similar to all the above categories apply to Incident Control Vehicle communications. Incident Control Vehicle communications may also be recorded at Communication Centres.

6. Retained Firefighter Telephone Alerting System

All phone numbers dialled by the Retained Firefighter Telephone Alerting System (RTAS) for a turnout and the answerer’s responses are recorded. All changes in the RTAS Administration facility are recorded and all access to the officers’ messaging facility is recorded.

7. Records management

Radio and telephone recordings are in the form of an audio recording. RTAS, paging and SMS messages are recorded in text in a database. In all cases supplementary details may be recorded in the form of system and/or network management reports that include details of the parties involved, message transmission times, etc. Records are stored in accordance with the State Government’s information archiving requirements.

Salary packaging

The Premiers Department of New South Wales has advised that the restriction limiting salary packaging to 50% of an employee’s superable or award salary has been removed for graded officers and SES officers. A graded officer is an employee, uniformed or non-uniformed who is not a Senior Executive Service (SES) officer.

The amount of salary which can be packaged or salary sacrificed is now unrestricted. However, employees will need to pay post-tax commitments and payroll deductions, such as employee superannuation contributions, union fees, health fund premiums, and maintenance orders, before determining the availability of salary for packaging purposes.

Additionally, subject to Departmental/agency convenience, casual employees will now be eligible to salary sacrifice to superannuation.

PROCEDURES

Supply of velcro belts

The following instruction should be read in conjunction with In Orders 2005/16, Safe practice for the use of fire poles and In Orders 2003/11, Total apparel management: supply of PPE, general uniform and accoutrements.

CTE Pty Ltd will stock and supply velcro trouser belts to the NSWFB as part of the facility management agreement.

Velcro belts are available on a restricted basis using the ESCAT system and are only available to firefighters assigned to a station equipped with a fire pole.

For information relating to size, catalogue number and order method, firefighters entitled to a velcro style trouser belt should refer to the ESCAT system under the following heading:

Senior Firefighters Promotional Program 2006

Applications are invited from Qualified Firefighters to be selected for the Senior Firefighters Promotional Program for promotion to the rank of Senior Firefighter.

Qualified Firefighters must have satisfactorily completed the nine modules listed below before applying for the Senior Firefighters Promotional Program:

Knowledge and experience of capital works, facilities and or property management. Experience in the providing technical advice and preparing specifications, plans, and sketches, which comply with engineering practices/codes.
