Position Overview:

The purpose of the position is to promote the local emergency management program by performing a wide variety of assignments such as: planning; assist with the implementation and administrationof training and exercise activities; grant development, monitoring and research; give presentations before civic groups, industry and other interested organizations.

Examples of Duties

  • Develops and maintains the Emergency Operations Plan (EOP) for response to natural or man-made disasters and assists in the coordination of staff for the Emergency Operation Center (EOC).
  • Updates and maintains a resource manual of community and industry emergency equipment; assists in developing and updating standard operating guidelines and plans for incident response; prepares situation reports, assist in the coordination and collection of disaster/damage assessment data, expenditure reports for submission to the State EOC through the State Area Coordinator.
  • Serves as liaison as assigned by Emergency Management Coordinator with city and county departments and agencies, schools, military installations, volunteer agencies, public assistance organizations, utility companies, weather service, telephone companies and other state and federal agencies; coordinates actions of local emergency services, operations involving non-governmental organizations and operations of forces from outside the county during a disaster.
  • Develops and maintains a Business Continuity Plan (BCP) for local government operations;Continuity of Operations Plan (COOP); All Hazards Incident Management Team (AHIMT); Mutual Aid and Memorandums of Agreement (MOA)'s; Support the National incident Management System (NIMCAST) compliance reporting.
  • Updates and maintains THIRA information and prepares emergency evacuation plans of all county buildings.
  • Monitors and updates all emergency management contracts i.e., debris removal and management, mass communication, local government MOU/MOAs, Area IV equipment, Domestic Preparedness equipment and inventory.
  • Assist with the design, participation, and documentation of disaster exercises using the Homeland Security Exercise and Evaluation Program (HSEEP).
  • Serves on emergency committees (i.e. LEPC, etc.).
  • Develop, improve, update the National response standards and plan for county agencies, future needs assessment.
  • Working in conjunction with the county IT Department, assist in the maintenance of the department website and social media response.
  • Other duties as assigned.

Minimum Qualifications:

Bachelor's degree in Planning, Business or Public Administration, or an Emergency Services related field, supplemented by two (2) years of experience; or Associate's degree with course work emphasis in Business or Public Administration, or an Emergency Services related field; supplemented by four (4) years of progressively responsible experience planning and implementing emergency services response plans and activities; or an equivalent combination of education, training and experience.
Must acquire Associate Emergency Manager Certificate, and Hazardous Materials Responder I Certification within two (2) years of employment.
Employee must be able to respond to specified emergencies or incidents on a 24-hour basis.
Preference will be given to applicants with appropriate bachelor's degree and certification as an instructor in Fire, Law Enforcement or Emergency Medical subjects, North Carolina Emergency Management Coordinator and/or trained to HAZMAT first responder operations level or above.

  • Has considerable knowledge of the methods, procedures and policies of Cumberland County as such pertains to the performance of the essential duties of the Emergency Management section.
  • Has thorough knowledge of principles and practices of directing emergency services response programs; to include developing response plans; coordinating manpower, resources, and efforts of numerous agencies and services; providing training; and performing related administrative functions.
  • Has thorough knowledge of the laws, ordinances, standards, and regulations pertaining to the essential duties and responsibilities of the position.
  • Has thorough knowledge of the organization of the department, and of related departments and agencies.
  • Clearly understands the occupational hazards and safety precautions required to perform the essential functions of the work.
  • Has thorough knowledge of terminology and related professional languages used within the department as such pertains to work responsibilities.
  • Knows how to maintain cooperative and effective relationships with intra- and interdepartmental personnel, as well as any external entities with which position interacts.
  • Ability to use Microsoft Office software, Projectors, OSSI CAD, Fire House Software, radio equipment, and during times of disaster, chainsaws,emergency generators and various other emergency equipment.

Requires background check and drug-screening test with receipt of negative results for the use of drugs specified in the county policy.
