SPECIFICATIONS

CUMBERLANDCOUNTYCOLLEGE

Provide College With

Contract for Campus Security

For the Period Beginning July 1, 2013

CumberlandCountyCollege is seeking a contract for campus security for a one year term, renewable for up to two additional one year terms at the client’s request.

All of the following items must be met or exceeded. Failure to do so may result in breach of contract for non-compliance. The college reserves the right to interview and approve all security officers assigned to the campus.

An hourly rate should be submitted for all categories of coverage.

BASE BID:

  1. A security guard office is assigned by the College’s Director of Safety and Security. This location shall be the center of all security’s paperwork, orders, memorandums and Manual of Standard Operating Procedures. A daily log and all other pertinent documents will be maintained of all events that pertain to college security by security personnel. It is important that a record of all incidents such as crime, malicious damage, breach of the peace, and all accidents be recorded along with the other incidents that come into the security realm. Records of incidents that require a separate written report will be noted in the daily log also. Each day’s paperwork will be left in the area designated by the Director of Safety and Security at the end of each shift.
  1. Any security officer sent to the college must become familiar with all procedures, emergency and otherwise, at the earliest opportunity. Each guard sent to the college shall be fully trained, having gone through a minimum of 24 hours of training at Cumberland County College spread out over no less than 72 hours, and up to an additional eight hours of training as scheduled by the College. A record of successful completion of that training must be submitted prior to their first shift. No guard shall start his or her first shift at any time, including a weekend, without prior submittal of all required documentation, including training. Each guard shall beNJ State approved, licensed and bonded, professionally supervised, and fully insured. Any guard who has not worked on site at CumberlandCountyCollege for more than 90 days must be treated as a new hire and go through complete training. Guards must have gained the following competencies after training:
  1. Basic understanding of fire and security alarm systems, including how to reset the alarms as appropriate.
  2. Knowledge of how to read settings on pumps and HVAC gauges as instructed and alert proper college personnel when necessary.
  3. Basic First Aid training.
  4. Knowledge of location of campus buildings, rooms, and parking areas.
  5. Basic understanding and sufficient work experience to respond to a security call and be capable of handling the call.
  6. Capability of writing and filling out all types of security reports.
  1. Each guard sent to the college campus will be fully uniformed at all times. The uniform, to be of a standard security nature and provided by the contractor and approved of by the college, shall consist of pants or skirt (no jeans), collared shirt (no T-shirts), black shoes (no sneakers), and all appropriate outerwear and foul weather gear. All uniform shirts, outerwear, and foul weather gear must have security patches clearly visible at all times. Uniform must be clean and neatly pressed at all times. The guard’s appearance delivers a critical first impression of the College. The relationship between appearance and service cannot be emphasized enough. Guards are expected to be neatly groomed at all times. All guards sent to the college campus will project a friendly, professional, conservative image. Hair must be clean, combed, and worn in a conservative style. Extreme styles, colors, and shaved-in designs are not acceptable. No more than a minimum amount of jewelry shall be worn by men or women. Sunglasses must be removed while inside college buildings. Body art, piercing, ornaments, and tattoos must not be visible to the public. Moustaches, beards and sideburns are acceptable if they are neatly trimmed and well groomed. Any security officers who show up for their shift without meeting the uniform requirements shall be considered by the college “absent” and payment of the invoice will be adjusted accordingly.
  1. Each guard sent to the college campus must be in good physical condition and capable of walking or standing an eight (8) hour shift with continuous foot patrol except for allowable breaks.

5.Each guard sent to the college shall possess the equivalent of a high school diploma, GED, and read, write, speak and understand the English language. This must be certified and submitted prior to their first shift at Cumberland County College.

6.Guards under the influence of drugs or alcohol while on duty is strictly prohibited. The use of drugs or alcohol while on duty is also strictly prohibited. Possession of, carrying or bringing alcohol or drugs onto the premises is also prohibited.Smoking is not permitted in any college vehicle or building, but is permitted in designated smoking areas.

7.The security contractor will be responsible for all security equipment (e.g., keys, two-wayradio, cellular telephone, etc.) when issued.Any equipmentrepairs or replacements, which may result from apparent abusiveness or negligence, will be back-charged to the security contractor.

8.Only citizens of the United States of America shall be employed in any capacity in the performance of any work under this contract.

9.All guards must work a minimum of three eight-hour shifts under the constant supervision of the security contractor’s chief security officer during the training period.

10.When the contract starts on July 1, 2013, all initial contract security personnel will have completed all their training requirements. It is then the responsibility of the contractor to train and acquaint all the guards with the requirements of this contract.

11.It shall be the contractor’s responsibility to make sure the security guards report for duty. The contractor will have a system in place to alert them if the security guards do not report for duty or are late. Should this occur, the contractor will be capable of providing immediate substitute security coverage.

12.The college maintains the right to determine the individual guard’s ability and job performance for the purpose of continuing to work at the college.

13.Prior to employment at the college, the contractor must conduct a thorough background check on all guards to insure that they have no felony convictions and that they have a current, valid New Jersey driving license. Copies of these documents shall be available to the college upon request.

14.All provisions of the Federal Law pertaining to minimum wage and hours worked must be followed.

15.The contract will cover the period beginning July 1, 2013 and ending

June 30, 2014, but may be extended for up to two additional one-year periods at the client’s request. A minimum 30 day notice will be given by the College should the College decide to not renew the contract for the additional year/s.

16.All guards must be paid no less than $10per hour. Agency payroll records are to be made available for inspection upon request of college administration as verification of compliance.

17.Each guard sent to the college must make every effort to assist students, staff and visitors whenever possible. Moreover, when help is needed due to a disturbance, assault or unruly situation, the guard will make every effort to render assistance.

18.The security contractor shall warn and ensure its employees do not duplicate any college keys issued to them. These keys must not be taken off the college premises.

19.At no time should any of the security contractor’s employees be sarcastic, harass, abuse, lecture or use profane language towards anyone with whom he/she may deal in an official capacity. The security contractor’s employees must remain impartial, courteous, and act in a professional manner.

GENERAL DUTIES – CHIEF SECURITY OFFICER

The chief security officer will be charged with all the duties of providing complete security to the college. He or she will make up all special orders pertaining to the CumberlandCountyCollege, and also make additions or corrections in these orders when the need for this is necessary. These problems can consist of a security incident or the making of arrangements for a sporting event, public assemblies, etc.

  1. The chief security officer will appear on behalf of the college in the event that prosecution is necessary in any infraction of the law as covered in the special orders. Under these circumstances, the college will pay the contractor at the same base rate of the bid.
  1. The chief security officer will follow up on all investigations and reports submitted by the uniformed guards.
  1. The chief security officer will investigate and submit reports of all incidents that come into the realm of college security when requested by the college.
  1. The chief security officer will attend any college staff meeting when requested to do so as a consultant in the making of recommendations on all security affairs. On these occasions, he or she will be paid at the same base rate of the bid.
  1. The chief security officer will be called in on duty when notified by the uniformed guard or by the authorized college person on any matter of serious nature as covered by special orders.

6.The chief security officer will be the training officer for the contractor. He/she will train the security guards assigned to the college. This training can be assigned with permission of the college to a security officer who has completed a minimum of 160 hours of assigned duties at CumberlandCountyCollege.

7.The chief security officer will be available to make unannounced Inspections at the college when requested by the college.

8.The contractor’s chief security officer will be available 24 hours a day, seven days a week to answer any questions or concerns that the on-duty or off-duty security guards may have. He or she will have a 24-hour cellular phone which is in good working order. The chief security officer will also be available to contact or meet the Director for Safety and Security or other College administration 24 hours a day, seven days a week when such notification is needed. The chief security officer must respond on site within 60 minutes.

9.In order for the security officers assigned to the college to receive daily updates and special orders, the chief security officer will receive a daily briefing from the Director of Safety and Security or his designee. This may require the chief security officer to meet daily with the Director of Safety and Security or his designee at the college.

10.The chief security officer must have a minimum of six months related experience in supervision. He/she shall be fully trained, having gone through a minimum of 32 hours of training at CumberlandCountyCollege.

11.The chief security officer will be in charge of scheduling the security guards assigned to the college. He/she will work closely with the security guards making sure they understand their assignments and duties and any changes that occur; including but not limited to all memorandums and information the college submits. Moreover, the chief security officer will make sure all pertinent information is passed from one shift guard to the next shift guard.

GENERAL DUTIES – UNIFORMED GUARD

  1. The general duty of the uniformed guards is to protect the persons and assets of the college and to remove, correct, or call attention to situations that might prove injurious or harmful to persons on campus. Moreover, other duties are to preserve order and provide aid in reducing any disturbance, assault or unruly situation that might arise upon the premises of the college; to respond to and take the appropriate action to any emergencies on campus such as, but not limited to, intrusion alarms, medical emergencies, bomb threats, disorderly person, etc; and other duties as can reasonably be determined to be within the general scope and intent of this contract and as directed by the Director of Safety and Security or his representative
  1. When not engaged in making required clock rounds, directing traffic, locking or unlocking buildings, or performing other duties specified by college officials, it is the duty of the guard to engage in constant foot patrol of the campus.

3.The guard on duty will be required to carry a cellular telephone and other equipment as provided by the college to answer all incoming telephone calls. The guard will make every effort to assist each caller. The guard may be required to record all information concerning the telephone call(s) and relay information to the proper authorities. The guards will answer each call in a friendly, professional manner, following the written procedures provided upon award of this contract.

GENERAL DUTIES OF GUARDS ON INDIVIDUAL SHIFTS

  1. Utilizing a computerized system, the guards on each shift will record the visit at various “key stations” when making rounds. The list of key stations will be provided to each guard by the office of the college administration. Clock rounds will be made at times scheduled by the college administration. Failure of guards to make clock rounds in the prescribed manner will be considered a breach of contract, and could result in cancellation.
  1. All individuals on campus during this shift will be logged in and out by name and time (including custodial personnel).

3.Open only facilities as directed by activity schedule or by request of the college administration.

4.Either on foot or in a vehicle provided by the college, patrol campus grounds, parking lots and athletic fields and make clock rounds as scheduled by theadministration.

  1. The security guard will not be considered relieved of his/her duty until advised so by the Campus Security Officer coming on duty. Hence, the security guard will be required to remain on duty until such relief is available and will be compensated for time worked in accordance with this contract.

CANCELLATION OF CONTRACT

The college may cancel the contract upon the expiration of thirty (30) day notice, for any of the following reasons:

  1. Absence of a properly uniformed guard during any period when a guard is contracted to be on duty.
  1. Failure of a guard to complete rounds during each eight (8) hour shift; including punching all stations during each of these rounds, without a written explanation on the permanent log and accepted and initialed by the Director of Safety and Security or his designate as outlined in General Duties of Security Guards.
  1. Failure of guards to secure all doors, windows, and entrances to any building. In order for a failure not to count, a written explanation must be recorded on the log sheet, and the college administration must accept the explanation in writing to the company.

4.Guards under the influence of drugs or alcohol while on duty is strictly prohibited. The use of drugs or alcohol while on duty is also strictly prohibited. Possession of, carrying or bringing alcohol or drugs onto the premises is also prohibited. Smoking is not permitted in any college vehicle or building, but is permitted in designated smoking areas

5.Disclosing college business information of a confidential nature. Revealing information concerning an investigation, incident, or report to person(s) not authorized. This includes but is not limited to speaking to the press or discussing with college staff, faculty or students incidents such as bomb threats.

6. Failure of a security officer to be in compliance with uniform requirements.

7.Once on duty, a security guard cannot leave the premises unless properly relieved or by receiving permission from the college or his/her supervisor. Under no circumstances can the security contractor allow the college site to be left unprotected, or allow inadequate staffing levels.

8.Using college equipment for personal use. This includes but is not limited to use of the college’s telephones, photocopiers and computer equipment.

9.Loaning college equipment, which has been entrusted to the security guard’s care, to any person not authorized to possess such equipment.

10.Permitting him or herself to be visited by friends, acquaintances, relatives or fellow security guards while on duty.

11.Using any college equipment, including but not limited to, the college vehicle, in a careless or reckless manner

12.Failure of guards to report on time for their shift

13.Failure to adhere to duties as described in these specifications and theCumberland County College Security Officers Policies and Procedures Manual.

14.Failure to preserve order and provide aid in reducing any disturbance, assault or unruly situation that may arise on the premises of the college; to respond to and take the appropriate action to any emergencies on campus

15.Due to emergency situations or annual events, such as the annual commencement ceremonies, the College may request up to 25 additional guards. For annual events the College will make every effort to provide a minimum of 24 hour notice. When an emergency occurs the College may not have a 24 hour notice period, and failure to supply additional guards when requested by the College may cause cancelation of this contract upon the expiration of thirty (30) days notice.
