CULWORTH PARISH COUNCIL

  1. Minutes of meeting held on Tuesday 18th November 2014 at 7.30pm in the Village Hall.
  2. Present: Councillors S. Rolt (Chairman), A. Seeds,N. Guinness,J. Stewart,M. Rowling and the Clerk Mrs J. M. Rowling, Cllr Martin arrived at 7.45pm.
  3. Members of public present: Mrs M Koster Aveline, Mr. S. Theobald, Mrs S. Davis,Mrs L. Ross, Mr. C. Buckley and Mr I Sanderson
  4. OPEN Meeting.
  5. Footpaths and Bridleways. Residents expressed concern that notices asked for dogs to be kept under control restricted the freedom of dogs exercise. They also wished to know the correct procedure when walking with dogs for Footpaths and bridleways when a shoot is in progress. The Chairman explained that all dogs needed to be kept under control/ on the lead when going through livestock- sheep, horses and pheasants and to keep to the correct footpath/bridleway without straying. Shoots are only in one location for a short time before moving on.Mr Buckley, landowner stated that he doesn’t stop anyone walking on footpaths and bridleways providing they stay on the correct path. He has only six shoots a year and will indicate by signs along the bridleway off the Concrete Road when these are taking place. Other local landowners could have more. The residents present were satisfied with the answers they received.
  6. Defibrillators. Mr Theobald had forwarded information regarding the need for one in Culworth and for people to offer to be trained as First responders. Saving life is important. Volunteers willing to train had contacted the Clerk. Training courses were available locally at a cost and need to be updated annually.
  7. Overhanging Hedges. Residents had written to Parish Council over the hedge at Honeysuckle Cottage which overhangs the narrow pavement making pushing prams.wheelchairs difficult. It is the sunny side of the street and is a continuous pavement. The opposite side pavement runs out at the end of the Cricket Field. Cllr Guinness will visit the new residents to ask if they will shape the hedge so that the lower part is cut to the wall increasing the pavement width.
  8. School Parking. Mrs Sue Lawrence Head of Culworth and Boddington Academies had raised the perennial problem of parking in morning and afternoon causing difficulties. Cllr Seeds will meet with the Head to try to resolve this and to enquire if the school bus is used to the maximum.She also raised concern re need to grit the schoolpath when snow and ice prevail. With salt bins at top of Banbury Lane and back of the Green,Parish Council felt that school parents should use those supplies for that purposeOPEN Meeting Closed 8.10pm. Members of public departed.
  9. Declarations of Interest. Cllr Rowling Budget Clerks salary and expenses, Cllr Guinness Berry Hill Close.
  10. Casual Vacancy. Cllr Buckley resigned in October, Cherwell and SNC Electoral Services were notified of Casual Vacancy. Notice was displayed on Parish Council NB outside the Forge and sent to email list of residents. No request for election had been received .Cherwell and South Northants Council have notified Parish Council of need to Coopt. Notice displayed on board and email and will go in newsletter and website. All interested to contact Clerk by 6th January 2015.
  11. Minutes of September 9th, Planning meetings of 30th September and 4th November were agreed as correct and signed by the Chairman.
  12. Matters arising
  13. Highways Roadworks will be carried out 1-6th December from Sulgrave Road to Eydon Turn 9.15am to 3.30pm and from 6th December for 10days in Banbury Lane from Culworth Grounds to Bulls Lane Thorpe Mandeville.Noted the kerbing in High Street opposite Mumford’s butchers shop.Blocked drains reported to Street Doctor.Drift Road estimated costs of works £58500. Landowners to be asked for significant contributions.CllrRolt will approach them. Overhanging holly tree outside Church.Cllr Rowling to attend to.
  14. Western Power Distribution will carry out further tree work in late November. No disruption to supply.
  15. Broadband – no further news.
  16. Website Cllr Stewart will contact Mrs Sanderson to review progress for information.
  17. Berry Hill Close. CGM has repaired fencing. Ian Shanks awaiting response from English Heritage. Cllr Rolt to forward recent email from neighbour.
  18. Recreation Field. Goal posts are broken.To be removed by Cllr Martin. Costings for new ones to be reviewed in January.CllrRolt to arrange topping of rank grass before sheep grazing during winter months. (Now removed and sheep will graze)
  19. Burial Ground.Contractor to proceed with annual hedge cutting cost approx £95 approved by all councillors.

  21. HS2 Cllr Rolt and Seeds reported on preparations for and during Select Committee visit. Thanks to all those involved with helium balloons to demonstrate proposed height of line.Culworth keen to proceed with idea of covered embankment. Petitioning advice is being gained.
  22. Village Hall Cllr Rowling gave an overview of AGM. Apathy noted in village. £5000 bequest from Brian Harris could purchase defibrillator.
