Police Report
The Chairman welcomed PCSO Binghamwho reported 3 incidents of anti-social behaviour, and 8 of suspicious activity. There had been a number of theft reports including 3 from ATM’s, 2 drive off’s, 3 shoplifting, and 3 attempting to obtain goods using counterfeit money.
He also reported a burglary in Heyshoot Lane and members noted that this type of crime would be a Police priority at this time of year.
He took note of the vandalism to the Teens Shelter on Culcheth Green, and assured members that ATM’s were checked for suspicious activity. He took registration details of a quad bike that was being used on the highway. He suggested that action taken against heavy vehicles blocking Hurst Mill Lane would have been because they were creating serious congestion.
Inspector Drum confirmed that in future, if a local PCSO was not able to attend a meeting, the beat sergeant would. He also confirmed that he would attend the January Law and Order meeting, and attempt to visit as many Parish Council meetings as possible.
He confirmed that the Police were conducting an operation currently to deter the use of cycles after dark without lights.
The Chairman thanked PCSO Bingham for the report and Inspector Drum for his attendance.
11.1 Opening

11.3 Minutes of Meeting Number 10

The members approved the minutes of the meeting held on 10th ofNovember2015as a true record.
11.4 Matters Arising
1. Police Report – members noted that a note of appreciation had been sent regarding the Police attendance at the Remembrance Day Parade.
2. Invitation to the Chief Executive – members noted that the Chief Executive would be attending the April meeting.
3. Culcheth High School bus stop – members notedno progress regarding the suggestion of crossing patrol attendant.
4. Dog fouling in Glazebury –
Resolution 57/15
The members approved that £168.00 be allocated for the purchase of a stock of 3600”Not Outside My House” postersThe Clerk.
5. Grit bin at Avon Road and flooding at Common Lane/Warrington Road – members noted that a new grit bin had now been installed, and that the Borough Council will be conducting a survey into the flooding issue.
6. Proposed Solar Farm at Glazebury – members noted notices had now been posted in the village.
7. Community Maintenance Officer – members noted that the commendation of the work of the CMO had been passed on.
8. Members noted an observation that an increased number of heavy vehicles were using Common Lane to access the village. It was agreed that the Borough Council would be contacted to investigate if this was due to increased activity at the Diggle Green recycling site. The Clerk

11.5 Borough Councillor’s Report
Members noted a report from the full Council meeting held on 7th December. Mrs Margaret Isherwood had been made a honorary freewoman of the Borough.
A presentation was given by young representatives from Children in Care Council.
There is to be a HS2 briefing to be held in the Town Hall at 6.30pm on the 7th January 2016. Members noted this and all agreed that the delays in communicating recommendations was unacceptable. Proposals for HS3 were further complicating matters. All members agreed that there was an urgent need to re-energise campaign against the proposal as it effects the local area.
There had been 5 motions, motion 3, regarding traffic congestion had been passed to committee for action. The other four had been passed:
Against the Autumn budget statement with regard to the negative impact and detrimental effect on Warrington residents.
Two motions against the Housing and Planning Bill and Housing Association Right to Buy Scheme with regard to its impact on the availability of affordable housing.
In favour of the Borough Council’s commitment to the promotion of the Advanced Engineering Sector in Warrington.
Members also noted that the Boundary Commission had produced its final recommendations report that confirmed no change for Culcheth and Glazebury Parish.
There is to be a Polling District Review consultation from 14th December to 8th January.
11.6Reports from Sub-Committees
11.6.1 Finance Sub-Committee
No meeting held this cycle.
Members were reminded to inform the Clerk if they had any requests for the 2016/17 budget prior to the January sub-committee meeting.
11.6.2Parish Land and Environment Sub-Committee
The members approved the minutes ofthe meeting held on the 24thNovember 2015.
Members agreed thatthat the recommendation to allocate £200.00 for a license relating to the fencing work to be carried out on Culcheth Green be deferred pending discussions with the Chief Executive of the Borough Council.
Resolution 58/15
That £131.00 be allocated for the annual subscription to the Society of Local Council Clerks.
The members noted that:
The proposal to paint the floor of the Teens Shelter would be referred back to the Environment sub-committee following further advice from the contractor.
It was agreed that damage to the shelter, already reported to the Police, would be monitored and reported if further action was needed.
The contractor had agreed to start erecting fencing on the non-Borough Council section of Culcheth Green whilst the licence for the Borough Council area was being completed.
It was agreed that the issue of licencing work, and charging for use of, Culcheth Green should be placed on the agenda for the next sub-committee meeting.
The name changing procedure for the EX-M&S site at Glazebury was ongoing.
Installation of 20mph signage on exits to CPS and Sainsbury’s car parks is to be done.
Victorian Day – members noted that although the weather had deterred many from the outdoor activities all the providers of the indoor events had reported record numbers and high profits for their various charities and community organisations.
Due to the weather the Treasure Hunt was not well attended but the winner had achieved a 100% score.
11.6.3Law and Order Sub-Committee
No meeting held this cycle.
Members noted that Mr J Dwyer, Police and Crime Commissioner for Cheshire would be attending the January meeting along with the newly appointed beat Sergeant.
11.6.4Planning Sub-Committee
The members approved the minutes ofthe meeting held on the 30th November 2015
Members noted that a personal comment had been submitted with regard to the SHLAA consultation.
They also noted that application 2015/26391, 36 Common Lane, had been refused.
Members approved the draft letter for submission to Wigan Council with regard to the application for a Solar Farm at Glazebury.
11.7Applications for Financial Assistance
The members noted that no applications for financial support had been received.
11.8Accounts for Payment
Resolution 59/15
That accounts totalling £2782.97p for December 2015 be approved for payment.
11.9. Chairman’s Communications
Members noted a donation of £100.00 from Greenhalgh’s Bakery to the Christmas Lights Appeal.
The members noted a letter from Glazebury WRVS Over 60’s Club thanking the Parish Council for a donation.The Deputy Chairman had attended the event and had a very enjoyable time.
The Chairman had attended Victorian Day to switch on the Christmas Lights at Culcheth and the Deputy Chairman had made presentations to pupilsfrom Culcheth and Newchurch Primary Schools who had enteredthe Victorian Day Creative Writing and Art competitions.
11.10Date and Venue of Next Meeting
It was confirmed that the next meeting would be held at 7.30 pm on Tuesday 12th ofJanuary2016 at Culcheth Day Centre.
The Chairman wished members a happy Christmas and New Year.

Members noted that, in response to a query from a resident, that the HS2 blight area had been extended.
They also noted a comment that large rocks may have proven a more effective and cheaper way of protecting Culcheth Green from unauthorised use.
They also noted a suggestion that there should be a traffic marshal to attend to the chaos at Bents traffic island
