Job Description

Accountable to:Director of Operations

Location:CTA South Wales Office, Clydach, Swansea

Purpose of the role

To provide leadership and direction to the work of CTA in Wales; to engage with the Welsh Government, local authorities, CTA members and other stakeholders to champion the value and contribution of community transport in Wales; raising the profile of CTA-led initiatives and services.

Key Result Areas

  1. Produce annual operational plans and budgets for the work of CTA in Wales in line with CTA UK strategic objectives and funding agreements.
  2. Lead the CTA team in Wales, ensuring effective recruitment, management, delivery of agreed outputs and satisfactory achievement of personal objectives.
  3. Ensure the effective recruitment and support of CTA members in Wales.
  4. Raise the profile the work of community transport and CTA to the Welsh Government, local authorities, the voluntary and transport sectors and the media.
  5. Consultand involve CTA members in the development and delivery of policy initiatives and building evidence of the value and contribution of CT in Wales.
  6. Coordinate major events and networking opportunities for members and other stakeholders.
  7. Negotiate and maintain funding agreements, sponsorship and fee-earning activities in order to secure the viable operation of the CTA in Wales.
  8. Ensure effective monitoring, record keeping and management reporting on CTA activities in Wales.
  9. Contribute to the strategic development and operational management of the CTA UK as a member of the UK Senior Management Team and through agreed UK projects.

Summary of proposed terms & conditions

  1. Remuneration package comprising:
  • Salary of £35,000 pa;
  • Employer contribution to CTA Group Personal Pension Scheme (or a scheme of your choice) on confirmation of employment of 3% rising by 1% pa to maximum of 6%;
  • CTA Sick Pay Scheme which provides payment in addition to SSP. Entitlement is: first eight weeks at full pay, following eight weeks at half pay;
  • Group life Insurance cover, currently at three times annual salary;
  1. 25 days’ annual leave, plus one additional day for each complete holiday year served up to a maximum of 30 days, plus public holidays.
  1. Full working week of 35 hours, some unsocial hours, significant travel across Wales and the UK, including overnight stays; worked within the CTA flexi-time system.
  1. Working from the CTA’smain office for Wales offices in Clydach, Swansea.
  1. Probationary period: Six months with interim review at three months.
  1. One week’s notice by either party during first six months (probationary period); one month’s notice after confirmation of appointment, rising to two months in the third year of appointment and three months after the third year (for both parties).

Background information for applicants

Community transport

Community transport enables people to live independently, participate in their community and to access education, employment, health and other services. It uses and adapts conventional vehicles (everything from mopeds to minibuses) to do exceptional things – always for a social purpose and community benefit and never for a profit.

Typical services include voluntary car schemes, community bus services, school transport, hospital transport, dial-a-ride, wheels to work and group hire services. The watchwords are responsive, accessible and flexible.

Community transport is organised in a variety of ways. For some organisations transport is all they do; for others it sits alongside a range of other services. It can also be an enabling activity that simply helps an organisation to do what itdoes – whether that is running a school, a church, a social club or a sports team.

Across all this variety some commonalities stand out:

  • Community transport services start as a response to needs identified by and within communities.
  • Priority is given to supporting the mobility of the most vulnerable and isolated people – those whose needs would be unmet by conventional services. This isn’t just older people and disabled people. It can also help young people to access work and training and has a big part to play in connecting people and places in areas where commercially-run services just aren’t viable.
  • Community transport has high levels of volunteer involvement in governance, management and delivery of services.
  • Community transport works to a particular set of regulations designed to enable not-for-profit services run for a social purpose to be able to operate safely and legally.

The CTA

As a national umbrella body we lead and support community transport to be successful and sustainable in England, Wales, Scotland and Northern Ireland.

We want to see community transport thriving in all parts of the UK, enabling people to live independently, participate in their community and to access education, employment, health and other services.

We provide leadership by promoting community transport and influencing the development of better strategy, policy, regulations and investment at all levels of government.

We provide support by advocating high standards of practice and providing advice, information, training and hands-on support that helps operators work to these standards.

We employ 24 staff in our offices around the UK. Our main UK office is just outside Manchester and we also have offices in Edinburgh, Belfast, Rhyland Swansea.

We are governed by a trustee board made up of people elected from the CTA membership and a number of independent trustees who bring different backgrounds and experiences that are beneficial to us.

In Wales we also have a committee made up of members and stakeholders who perform a crucial advisory role in shaping our priorities and programmes.

The Director for Wales

The CTA has developed significantly in Wales over recent years, with five staff, two offices and increased membership levels. New support services have been introduced, including on the ground development officers, as well as training and events, and an annual conference. CTA’s profile as an influential voice in wider social inclusion and access issues has been significantly raised in Wales. The CTA wishes to build on this success through the appointment of a new Director for Wales.

Public sector spending constraints at both national and local authority levels in Wales continue to have an impact on many communities and their local services, and community transport is no exception. We are looking for someone who is able to lead and motivate the organisation and its members through uncertain times, helping them to find new opportunities to make a difference in their communities. The Director will need to provide clear leadership both internally to staff, and externally to the CT sector, managing change and providing guidance to ensure the future sustainability of the sector.

The Director for Wales is expected to operate at a senior level, including meeting Ministers, their officials and Assembly Members, together with Chief Executives and Directors of public and voluntary sector organisations. They must be able to represent CTA confidently at meetings and events, including public speaking, evidence giving and media interviews.

The role will involve ensuring that the CTA in Wales works effectively to achieve objectives in line with CTA’s strategy, objectives and agreed systems of delivery. This includes working with the CTA team in Wales and the Senior Management Team to ensure consistent quality of service across all areas of the Association.
