Procedure / Description of changes made to procedure
Tab I Intake, Evaluation, and Assessment
Intake /
  • Reference to additional triaging by CDI staff of children with language delays is removed.
  • Clarification of process for reenrolling children who exit and return.
  • If family will reside in CT temporarily, it must be at least 45 days for referral to be accepted.
  • Updated information on the months for the ASQ 3rd Edition are listed.

Evaluation /
  • No substantial changes – Correct Listing of Diagnosed Conditions will always be on the Birth to Three Website.

Assessment /
  • Clarifications on use of curriculum assessment and completion of COSF and autism assessment.

Tab II Service Provision
IFSP /
  • Changed language where parent signs consent on Section VI of IFSP form and R2 form with regard to Prior Written Notice. Handbook will be updated on website but not printed at this time. IFSP Form on SPIDER will also be updated.

Services /
  • Status of service at no cost should only be used when family may be responsible for a fee.

Planning and Documenting Services /
  • List of the requirements for contact notes including those used to document multiple visits.

Assistive Technology /
  • Additional language to clarify that Birth to Three System is payer of last resort when child has Medicaid and how to document this on the IFSP.

Tab III Child and Family Rights
Procedural Safeguards /
  • Updated to clarify that Prior Written Notice is required 2 times. First before the Initial Evaluation and all IFSP meetings and then after the IFSP when services have been identified. This is documented on a revised form1-6 and a revised IFSP form 3-1.

(NEW) Electronic Communication /
  • New procedure to address communicating via email or social networking. Includes issues with confidentiality relationship building with families.

Tab IV Personnel
Personnel Standards /
  • As of July 2012 teachers who want to go from provisional to professional will have to work in a public school for three years. Teachers in B23 who have a provisional and do not want to work in a public school can renew their provisional each year indefinitely.
  • We added a masters degree in psychology as a degree that can lead to an EIS.
  • We broadened the course work for the EIS to say that coursework has to be equivalent tothree-credit course from an accredited Institute of Higher Education.
  • When a EI Assistant or Associate is on the IFSP a professional must be listed as seeing the child/family at least quarterly.

(NEW) Technical Assistance /
  • New procedure to address how providers can access T.A. from Lead Agency.

Tab V Financial
Insurance /
  • Clarification on entering data in SPIDER.
  • BPS does not handle Assistive Tech billing.

Family Cost Participation /
  • Reason why it is important to enter Social Security number in the data systemfor income verification.

Payments to Programs /
  • Programs working with BPSdo not need to list the number of children for whom insurance was billed.
  • Clarifications with coding and entering info into SPIDER

  • 1-6 Written Prior Notice - changed to reflect notice of possible change and then the actual change that the parent is agreeing to.

3-1 IFSP additional language added to parent signature section regarding their acknowledgement of Written Prior Notice.

  • 1-3 Insurance Information form now has a box to check off whether the plan has a Health Savings Account. This will prompt staff to discuss implications with family.
  • 3-11 Request for AT – minor changes to first page and updated checklist on second page.
