Develop & adopt the CSS integration basics which includes a case for change (why CSS is important to your organization), a definition of CSS, set of CSS principles, and a CSS vision (how will the organization be different once CSS is integrated)
Conduct an organization-wide gap analysis for implementing CSS including identification of major strengths to support your CSS implementation and major gaps or challenges that will need to be addressed.1
Establish a collaborative, on-going process to oversee the development, implementation and monitoring of your overall CSS integration

Agency Actions
Evaluate existing policies, processes, standards and procedures for consistency with your CSS definition/principles and vision.
Revise existing policies, processes, standards, & procedures (where need was identified). At a minimum revisions should address how CSS will be integrated into the project delivery process, provisions for forming and using multi-disciplinary teams, and the gathering and use of stakeholder input.2
Develop and formalize partnerships with external groups or agencies to support the CSS implementation.
Skills
Develop and implement CSS Awareness Training for all employees and partners
Develop and implement a CSS Basic Training for all employees
Develop and implement CSS skill based training for all functional areas responsible for implementing CSS. (Skill based training should address the specific changes in policies, processes, procedures and standards that are required under CSS).3
Develop and implement leadership, management and supervisor training including the roles of these positions in leading and supporting CSS implementation.

Agency Commitment
  1. Develop and implement CSS communication plans for internal and external audiences to communicate CSS foundation (see Organization-wide from above) and overall implementation strategy (this integration framework).

  1. Create a CSS recognition and reward program including elements for recognizing excellence in CSS project implementation, CSS organizational improvements, CSS team performance, and CSS partnership (consultants, contractors, government agencies, non-governmental organizations).

  1. Create a CSS evaluation process that includes quantitative and qualitative assessments of the effectiveness of the DOT CSS implementation.4

4This evaluation process should include a feedback loop to make adjustments and improvements in the CSS implementation plan.
