BACKGROUND / A barge rolled over in the water while being unloaded off the trailer at a government pier on Lake of Bays in Huntsville. The investigating committee found that this was a fluke occurrence and did not recommend any corrective actions. However, the Committee has agreed to review how current and effective our training on watercraft is through the agreed to sub-committee.
ACTIONS
TAKEN / The water craft to be part of building inspections and ready for service in spring.
Andy confirmed all water are in Giorgio Ceshia’s area; asked for H25 / Andy to follow up.
FUTURE

ITEM: Hilti Drills and Hepa Vacuums for ETE 4.2

BACKGROUND / A recent inventory of ETE vehicles has identified a potential serious situation regarding the use of non-standardized electric drills and vacuums being used by ETE Technicians. Bell and Expertech have agreed that only Hilti drills and dust collecting attachment and HEPA vacuums are to be used for any drilling in Bell Central Offices. The Committee recommends that the inventory that was conducted be reviewed to identify the vehicles that are in non-compliance and replace the equipment with the proper tools.
ACTIONS
TAKEN / Employee Committee rep stated that some kits in the field do not contain drills.

BACKGROUND / HRSDC recently conducted an audit of Expertech’s safety policies and programs. As a result the Safety Officer issued 6 AVC s. / Committee
ACTIONS
TAKEN / Expertech’s response to HRSDC proposed 3 solutions. Use of Nitro gloves, yellow insulating tarp and Bell will identify on plans- high voltage-with a caution label & test lists.
FUTURE
ACTIONS / Committee will monitor Bell’s progress on the 3rd solution.Co chairs will shortly be able to access a Bell database and make recommendations at October meeting.

ITEM: Truck Mounted Aerials 4.5

BACKGROUND / During the Line Technician pilot training course, it was identified that when a bucket truck vehicle is operated from the ground at the back of the vehicle, and there is no platform for the technician to stand on, there is a risk of electrocution if the bucket contacts power. Dave identified that the APP Module 106 the technician should stand on an insulating blanket if they operate the vehicle remote at the back of the vehicle. John stated that EUSA recommends the use of an isolation blanket and will investigate this option and report back to the committee. Further investigation and research is necessary.

TAKEN / Committee agreed that there has to be a reason as to why Hydro uses these devices.

- ITEM: “SPOT” SATELLITE PERSONAL TRACKER 4.7

BACKGROUND / Globalstar Canada representative, Michael Mulley, introduced the committee to the “Spot” Satellite Personal Tracker, a GPS based tracking system. The committee has been looking at different systems for dead areas for years. The “Spot”system can send up to 5 emails and 5 text messages to pre-determined locations (manager, H&S etc.) in an emergency. It can also send a 911 to a call centre which in turn will dispatch emergency responders. In addition the system can be used for simply checking in. The committee agreed to look at the system and will get back to Globalstar after talking to East WHSC (Quebec).

BACKGROUND / There have been numerous complaints from the field regarding lack of heat from manhole heaters since the retrofit of the regulators and fittings.
ACTIONS
TAKEN / Heater retrofits are being done throughout the province.
–there is a concern that not all the aerial hoses have been retro fitted properly.
Andy confirmed with Carrie and Steve Mount retrofits are complete; will leave open just in case further issues arise.

- ITEM:ETE Power Work Performed by Untrained Technicians 4.12

BACKGROUND / A number of incidents and a recent serious accident have indicated that some ETE technicians are working on power without adequate training
ACTIONS
TAKEN / A course has been developed for ETE technicians who work on power. A course was held for 8 people on bonding and grounding on April 4th & 5th. The committee did not get a chance to review the course material.
FUTURE
ACTIONS / The course is on the training plan for 2011 Co-chairs will review course content with Quebec Co-chairs to ensure it meets the training needs of ETE power technicians.
Employee rep is concerned and is recommending that it cover all technicians that work on power and are not trained.
The committee will review the course.

- NEW ITEM:Cargo Securement 4.13

BACKGROUND / As a result of a roadside inspection of RH 41 Mini Ladder vehicle by a Ministry of Transport Safety Officer, it was discovered that the National Safety Code Regulation 10 Cargo Securement had changed in 2010.
ACTIONS
TAKEN / Regulation 10 Cargo Securement now requires that all tie downs used to secure loads on commercial vehicles must have the load rating marked on the tie downs. .
Erin Baker has been assigned to make sure that the proper tie downs are in the field.
FUTURE
ACTIONS / Committee will ensure that all tie downs in the field meet the new standard.

BACKGROUND / Committee became aware that many work plans in the field are coming out with a note that states “Caution May contain small amounts of Chrysotile Asbestos”
ACTIONS
TAKEN / Testing was done on April 16 in Ottawa and Kitchener on April 17done by a consultant retained by Bell. Results of the testing indicated airborne concentrations of asbestos fibres well both the Ontario and Federal exposure limits. No asbestos was detected in 3 bulk samples. Bell issued a Safety Flash on April 28 detailing precautions when working in these manholes.
FUTURE
ACTIONS / Expertech will draft and issue our own Bulletin. Co-chairs will be prime / Co-chairs

Miscellaneous
6.1Spur Pads
Art informed committee that two different types of spur pads are available in Quebec. Both have been standardized in Quebec. Co-chairs to discuss. Jim to discuss with Christian at next Policy Committee
6.2 Marine Grade Extension Ladder Rope
Bell Corporate Committee has identified a problem with the slippery nature of the new extension ladder ropes. Bell has issued a Bulletin which the Committee will review before issuing at Expertech.Bell TIP-verify flash (2011-01-12)
6.3Modified manhole lifter
Bell OTR and Expertech having been working on standardizing a modification to the current manhole lifter. The modification will replace the straight arm hook with a chain and hook to allow for easier access in removing difficult covers. A complete lifter and retrofit kit has now been standardized at Bell. We are waiting for OTR Flash before sending to Tool Committee for standardization at Expertech. It is standardized in Expertech and is available in tool catalogue. Awaiting Bell OTR Flash.
6.4New E350 Splicing Vans
A number of safety concerns were raised ie: side mirrors and arrow board. Employee reps feel operating procedures for these vehicles should be covered with affected employees.
6.5Health and Safety Week
Follow up with bulletins for tools and regulators, hoses etc.
6.6Valve stem failure on dodge caravans
Valves were coming off and causing loss of air pressure- fleet is looking into it.
6.7Private Confined Spaces
Concern was raised about how to enter private confined spaces safely. Co chairs came to an agreement that we will not circumvent Expertech safety procedures to enter these holes.
6.8Pre- trip inspections
Concern was raised around pre-trip inspections being done properly and regarding completion of inspections or accurate documentation.
6.9Multi safety certification training card
Concern is with availability of a safety training certification card.
Currently available but will be referred to corporate for discussion.
6.10RH37 Mini ladder
See vehicle issues. Refer it to corporate.
6.11Joint use new polymer poles.
Concern rose regarding new hydro poles in the field and how we attach cable and strand.
6.12Availability of aerial tents and training for new hires
Concern rose regarding the availability of aerial tents and the training that is needed for the new hires.
6.13Note Pad Training Package
Concerns where expressed by union if all H & S training would be done in this format going forward.
6.142012 Trade Show
Committee asked if there would be an opportunity to attend Partner in Prevention 2012 H & S Trade Show.
