14. General Summary of Function/Purpose of Position
Employees in this position participate in the safety, security, and maintenance activities at Leelanau State Park. This employee will perform park and state land campground site maintenance, work on and/or assist in the planning of maintenance projects, inspect/repair trail systems, ensure compliance with Department and Division rules, protect park lands and provide information to the public regarding recreational opportunities and resources. Employee will also participate in or oversee the campground office and booth operations at the Campground and Day Use Areas.
The employee in this position may be required to attend, pass associated exams, and stay current in: Building Construction Codes, and General Grounds Keeping Practices. This employee should be knowledgeable in general plumbing, electrical, small engine, and equipment repairs.
This position requires the employee attend and pass the DNR-Park and Recreation Academy. Position requires that the employee obtain and maintain a law enforcement commission.

Duty 1

General Summary of Duty 1 % of Time 35
VISITOR SERVICES/PUBLIC CONTACT
Individual tasks related to the duty.
·  Provide information to the general public regarding the State Park and area points of interest.
·  Resolve customer complaints and respond to emergency situations.
·  Enforce state administrative rules and other laws on park administered lands. This may require performing tasks such as making physical arrests, writing appearance tickets, making evictions, and assisting outside law enforcement agencies.
·  Direct and control traffic at developed campgrounds and day use facilities.
·  Assist in planning, organizing, and directing special events and programs designed to increase attendance and revenue.
·  Register campers with computerized system, collect various permit fees, and work operations.
·  Work with the Grand Traverse Lighthouse Association as needed.
·  Work with local municipalities, stakeholders, vendors, state and federal agencies, and members of the law enforcement and emergency management community as needed.

Duty 2

General Summary of Duty 2 % of Time 25
MAINTENANCE
Individual tasks related to the duty.
·  Assist and train subordinates with the maintenance of grounds, buildings, and equipment.
·  Plan and complete routine preventive repair maintenance tasks and minor construction projects.
·  Perform janitorial tasks, carpentry, building repair, grounds maintenance, tree and limb inspection/removal, equipment repair, and electrical and plumbing tasks; be able to safely and efficiently use any tools and equipment necessary for the accomplishment of those tasks. Operate and maintain trucks, tractors, and other motorized equipment.
·  Maintain and update skills and knowledge of power tool use, cleaning materials and procedures, building materials, and grounds keeping; learn new maintenance tasks not listed above that would be useful in improving productivity of other tasks. Attend maintenance training sessions as required by supervisor. Complete hazardous tree and limb survey and removal training.
·  Maintain maintenance files and computer inventories of supplies and equipment; update records. Troubleshoot/remedy minor computer problems.
·  Enforce and assist in developing preventive maintenance programs.

Duty 3

General Summary of Duty 3 % of Time 10
SETTING PRIORITIES, SPECIAL TASKS, AND GUIDING SUMMER WORKERS.
Individual tasks related to the duty.
·  Work with Lead worker and Park Supervisor to develop prioritized job lists.
·  Assigns tasks and conducts follow-up inspections of work assigned to summer workers.
·  Educates and encourages summer workers to learn Park, Division, and Department policies and procedures.
·  Participate in the training of new and returning summer employees.
·  May be given special assignments based on unit need, such as: Safety Officer, Special Event Coordinator, IC Command, and Building, or Landscape Project Coordinator. Enforce all safety plans and rules; observe and act upon any unsafe conditions that may threaten employee safety; be active part of safety team responsible for improving existing safety plans and rules.
·  Report to supervisor matters that involve injuries, property damage or theft, potential litigations, facility breakdown or closure, power outages, criminal law enforcement incidents.
·  Other duties as assigned.
·  Ensure all employees write incident reports as required and that such reports are written per PRD report writing guidelines.
·  Complete various work activity reports and correspondence as directed by supervisor and/or lead worker.
·  Ensure that public contact points are maintained in a clean and organized manner.

Duty 4

General Summary of Duty 4 % of Time 10
ADMINISTRATIVE ASSISTANCE
Individual tasks related to the duty.
·  Account for monies collected, sold/unsold recreation passports, and change funds.
·  Register campers, sell recreation passports, and collect fees.
·  Prepare and make bank deposits.
·  Perform STW employee checkouts, inter information into computerized program, and prepare required reports.
·  Ensure the security of monies, inventory, and recreational passports.

Duty 5

SAFETY AND SECURITY
Individual tasks related to the duty.
·  Enforce Park Rules and Regulations.
·  Conduct work in a safe manner.
·  Assist supervisor/lead worker in ensuring summer staff complete tasks safely and utilize the appropriate safety equipment.
·  Patrol park, State Lands and State Trails on foot and/or vehicle to monitor user activities and maintain a safe and secure environment.
·  Ensure that buildings, tools, equipment, and vehicles are kept in a safe/secure manner.
·  May be required to obtain and maintain First Aid and CPR certification.
·  May be assigned duties of safety officer.

Duty 6

General Summary of Duty 5 % of Time 5
STEWARDSHIP
Individual tasks related to the duty.
·  Gain and update knowledge and skills in the areas of natural, historic, and cultural resource preservation and conservation that would pertain to Leelanau State Park.
·  Organize stewardship projects, recruit volunteers/volunteer groups and participate in scheduled projects.
·  Observe any stewardship concern or other natural, historic, or cultural resource preservation concerns while performing other duties; remedy and report to supervisor such concerns in a timely manner.
Become familiar with the History of Leelanau State Park and the Grand Traverse Lighthouse and be able to interpret this information to park guests.

Physical activities: lifting, pulling, pushing, bending, climbing, carrying heavy objects, walking, running, and travel. Foot patrol will require extended periods of walking.
Conditions/Hazards: wet, cold, heat, noise, dust, smoke, odors, fumes, fire, chemicals, vegetation, contaminated soils, contaminated water, radiation, insects, and wildlife.
Employee may be required to work overtime and to work a variety of different shifts throughout the year, including shifts that may be scheduled for any time of the day or night.

To provide a safe and healthy environment for the public to pursue recreational activities on lands administered by Leelanau State Park.
To protect and preserve the natural resources on state lands.
Perform grounds, infrastructure, equipment, and vehicle operation and maintenance.

Maintaining good public relations within the parameters of facility operations.

The function of the work area is to provide the public a variety of recreational opportunities and to protect natural, historic, and cultural resources contained within the boundaries of Leelanau State Park.
26. What are the minimum education and experience qualifications needed to perform the essential functions of this position?
EDUCATION:
High School diploma or GED.
EXPERIENCE:
Park and Recreation Ranger 6-No specific type or amount is required.
Park and Recreation Ranger 7- One year of experience in a park or recreation setting, or in the construction trades
Park Recreation Ranger E8-Two years of park and recreation experience, including one year equivalent to a Park and Recreation Ranger 7
Alternate Education and Experience
Completion of at least 8 semester (12 term) college credits in natural resources, park management or outdoor recreation may be substituted for one year of experience as a Park and Recreation Ranger E.
Completion of at least 15 semester (22 term) college credits in natural resources, park management or outdoor recreation may be substituted for two years of experience as a Park and recreation Ranger E.
KNOWLEDGE, SKILLS, AND ABILITIES:
Ability to communicate with people, both verbally and in writing; be able to persuade compliance with rules by the user while maintaining a friendly demeanor. Ability to comprehend extensive and complex procedures. Ability to collect, consolidate, and maintain work records and reports. The ability to account for financial transactions. Ability to assist in the management of a state recreation area and boating facilities. Must be able to work in a team environment.
