14. General Summary of Function/Purpose of Position
Serve the department as the statewide specialist for statewide support for the Department’s bridge engineering software programs OpenBridge Modeler, LEAP Bridge Concrete, LEAP Bridge Steel, MDX, MIDAS, AASHTOware BrD, etc.). Responsible in charge of the Department’s components and templates for MDOT’s custom bridge design libraries. Statewide specialist responsible for the coordination and development of bridge engineering software training programs for statewide staff and engineering consultant organizations.
Please note this position is for support of all of the Department’s bridge engineering software programs with the exception of MDOT’s Bridge Design System (BDS) computer program.

Duty 1

General Summary of Duty 1 % of Time 55
Serve the department as the statewide specialist for implementation and statewide support for the Department’s bridge engineering software programs. Troubleshoot all statewide bridge software issues or problems that can stall the design process.
Individual tasks related to the duty.
·  Develop statewide department bridge software (i.e. OpenBridge Modeler, LEAP Bridge Concrete, LEAP Bridge Steel, MDX, GEOPAK, MIDAS, AASHTOware BrD) goals and plans for statewide implementation.
·  Develop and maintain standards, procedures and system documentation. Work closely with MDOT’s Bridge Software Evaluation Committee, Bridge Supervising Engineer, Bridge Design System Specialist, Bridge Program Committee, and bridge design units to ensure MDOT standards are being met within the software programs. Assist with MDOT sample plans and bridge design guides to ensure statewide consistency and alignment with bridge design procedures. Work with other units within the Design Services Section as necessary for new process implementations related to bridge.
·  Manage and provide statewide support for MDOT’s bridge design software programs.
·  Answer questions and solve problems for statewide users of MDOT’s adopted bridge design software programs, including consultants. Must apply knowledge of bridge design practices, computer systems, bridge design software programs, enhancements, design standards, techniques, specifications and policy. Customer/user support is a critical function of this position to minimize delays in the design process.
·  Determine and set the policies and procedures for bridge design practices using the bridge software programs. Determine and set the standards and policies for 3D/4D bridge modeling and the transfer of 2D and 3D bridge design data to construction. This also includes working with other users of the bridge assets (i.e. Bridge Field Services and Bridge Management) to determine data needs for Civil Integrated Management (CIM).
·  Develop and maintain information related to new bridge design procedures that are published through the Development Guide.
·  Develop and manage frequently asked questions and software enhancement requests, and communicate enhancements and issues with the MDOT bridge design community and software vendor(s).
·  Make recommendations to Supervisor and software vendor(s) in areas of expertise with use of bridge design software programs. Coordinate, test, and implement statewide enhancements and new releases to the bridge design software with vendors and DTMB Agency Services. Act as a liaison to division/bureau personnel for consultation on bridge engineering application problems and enhancements.
·  Meet with vendor and engineering software consultants to review/assess products. Review and evaluate available software/hardware systems to determine potential benefits as it applies to bridge design applications. Identify methods to further automate bridge engineering design activities. Assist unit members with configuration of the bridge design software to meet MDOT business needs.
·  Serve as a technical consultant and liaison to the MDOT bridge design community. Gather feedback for future improvement to MDOT’s bridge design software programs.
·  Maintain records, prepare reports and communicate policy for MDOT’s bridge design software programs.

Duty 2

General Summary of Duty 2 % of Time 20
Statewide specialist responsible for the coordination and development of bridge design software training programs for statewide staff and engineering consultant organizations.
Individual tasks related to the duty.

·  Responsible for the development and statewide implementation of bridge software programs with a focus on the transfer of 2D and 3D bridge design data to construction. Develop MDOT’s bridge design software training program and implementation schedule.

·  Responsible for statewide bridge engineering design software training to users. Develop and maintain MDOT training manuals and material for bridge software.

·  Develop training videos to supplement training manuals.

·  Provide one on one training for users with specific or highly advanced training needs.

·  Present information/training at conferences sponsored by MDOT.

·  Offer support and troubleshooting expertise to assist users with solving problems. This includes helping consultants with the use and understanding of MDOT data and software applications.

·  Serve as the primary technical consultant and liaison to the MDOT bridge design community in regards to training and user documentation for MDOT’s bridge design software.

·  Maintain liaisons with consultants, employees and software vendors to coordinate technical training activities of bridge design programs.

·  Facilitate Bridge CADD Coordination Team Meetings
·  Coordinate duties with the Bridge Technical Assistant.

Duty 3

General Summary of Duty 3 % of Time 20
Statewide specialist in charge of bridge cells, components, for MDOT’s custom bridge design libraries.
Individual tasks related to the duty.
·  Prepare and maintain MDOT’s level libraries, cells, and components as needed for bridge design libraries.
·  Develop new bridge cells and components as needed in order to accommodate user needs. Also, keep bridge cells, notes, and components up to date with changes in bridge design guides and manuals.
·  Revise existing bridge components, level libraries & cells as needed in order to improve automation capabilities or reflect changes to MDOT standards.
·  Expert responsible for support and training of the bridge design libraries. Help troubleshoot issues or user’s questions in regards to bridge design libraries and independently provide solutions and recommendations.
·  Provide guidance to designers and CADD techs on which bridge cells and design data to use on their projects.
·  Make recommendations to Supervisor and software vendor in regards to design data and libraries. Continuously partner with the consultant community to receive feedback and input.
·  Maintain records, reports and communicate changes to the custom libraries to the bridge design community.

Duty 4

General Summary of Duty 4 % of Time 5
Provide general engineering support.
Individual tasks related to the duty.
·  Provide back-up support for additional design applications, (e.g.: MicroStation, GEOPAK, and ProjectWise) in times of heavy workload or absences.
·  Attend meetings, conferences, and/or serve on committees within the department/division on behalf of Engineering Support Services as requested. May include travel with overnight stay.
·  Perform reporting, written correspondence, and documentation as necessary.
·  Miscellaneous duties as required by immediate supervisor.

All decisions relating to the testing, implementation and maintenance of bridge engineering design software used throughout MDOT. How to assist users with support questions and resolve issues in a professional and efficient manner. Whenever possible, identify, recommend, and implement improvements in the work methods and materials utilized in this position. Determine training needs, prepare materials and conduct training.

Must be able to communicate clearly both orally and in writing. Work involves normal physical effort to sit, walk, stand, and stoop at will. Must have vision adequate to read plans, maps, drawings, and to view video terminal. Possible travel with overnight stays. Valid driver's license required.

25. What is the function of the work area and how does this position fit into that function?
The area is responsible for support, research, implementation and training of automated systems within the Design Division and Region/TSC Design Units. This area monitors, maintains, and looks to enhance existing systems. This position coordinates those efforts to ensure users do not have down time and that MDOT is using the most efficient bridge engineering design software to achieve business needs.
26. What are the minimum education and experience qualifications needed to perform the essential functions of this position?
EDUCATION:
Possession of a bachelor of science degree in civil engineering.
EXPERIENCE:
Four years of professional experience equivalent to a Transportation Engineer, including two years equivalent to a Transportation Engineer P11 or one year equivalent to a Transportation Engineer 12 or Transportation Engineer Licensed 12.
KNOWLEDGE, SKILLS, AND ABILITIES:
Extensive knowledge of MDOT and FHWA specifications and engineering principles and practices applied in bridge design. Knowledge of the operational and technical problems involved in the administration of a specialized program. Knowledge of the assigned program specialty. Knowledge of methods of planning, developing, and administering programs. Knowledge of engineering principles and practices of transportation engineering. Knowledge of terminology and symbols used in engineering, drafting and design. Knowledge of engineering office practices. Knowledge of training techniques. Ability to formulate policies and procedures relevant to program areas based on information of a conceptual nature from varied and complex sources. Ability to communicate with others verbally and in writing. Ability to instruct others. Ability to read, interpret, and prepare bridge engineering plans, specifications, and technical reports. Ability to organize, evaluate, and present information effectively. Ability to promote and maintain favorable public relations.
CERTIFICATES, LICENSES, REGISTRATIONS:
Possession of a registered professional engineering license as required by the State of Michigan.
