14. General Summary of Function/Purpose of Position
The Park & Recreation Supervisor directs and supervises the operation of Cheboygan State Park and Black Mountain Recreation Area on a day-to-day basis. Cheboygan State Park includes one campground, Group/Organization camp, swimming beach with day use pavilion, seven miles of non-motorized trails, one trailhead, three rustic cabins, two teepees, Modern Lodge, lighthouse ruins, and five miles of gravel roads. Black Mountain Rec. Area includes four state forest campgrounds (one of which is an equestrian campground), one boating access site, 32.5 miles of non-motorized trails, 86 miles of ORV trails, an ORV scramble area, three trailside shelters, and five trail heads; two of these trail heads are fee sites, and three are non-fee sites (ORV).
Supervise and follow-up on assignments, checking quality and quantity of work. Employee works with other DNR Divisions to coordinate work at the parks, trails, and boating access site. Employee represents the Division with the local government, business and interest groups, in relation to the administration of state lands and facilities under his/her jurisdiction. The employee shall; regard safety as a personal responsibility, and respect the safety of other employees and the public; expeditiously report any hazards, unsafe conditions or procedures to his/her supervisor; expeditiously report all job-related accidents and injuries to his/her supervisor, even if he/she does not seek medical attention; wear proper personal protective equipment and always perform job duties in a safe manner; and coordinate with his/her supervisor before starting or continuing a job which he/she is uncertain how to complete safely.

SUPERVISION

ADMINISTRATION

·  Maintains records, prepares reports, and composes correspondence relative to Cheboygan State Park and Black Mountain Rec Area
·  Identify, Oversee, and coordinate the Park safety program to ensure compliance. Detects and corrects safety risks and hazards to Unit users and employees.
·  Accounts for recreation passport fees, concession revenue, shelter revenues, camping revenues, lodging revenues and prepares necessary financial reports
·  Establish and maintain site emergency and safety plans
·  Prepares the budget requests and monthly reports
·  Maintains inventory on equipment, supplies, and materials and requisitions materials, using proper procedures

Duty 3

PUBLIC RELATIONS
Individual tasks related to the duty.
·  Provides quality recreation services to the public.
·  Direct the patrol activities for Cheboygan State Park and Black Mountain Rec Area, correct violations of park & recreation or department rules
·  Represent the Department to user groups, local government and businesses
·  Maintain good public relations with the private sector business community, friends groups and promote the park
·  Promote the Recreation Passport to new users and potential new users of the state park and boating system.
·  Enforce park rules and regulations and perform evictions as needed

Duty 4

MAINTENANCE
Individual tasks related to the duty.
·  Plan, direct and participate in the routine and special maintenance projects within Cheboygan State Park and Black Mountain Rec Area
·  Schedule and monitor maintenance and construction activities to make sure they are being completed according to schedule with the appropriate quality
·  Direct participate and train employees in the maintenance and safe operation of equipment
·  Identify malfunctions in power equipment, mechanical systems and decides course of action to complete repairs

Duty 5

STEWARDSHIP
Individual tasks related to the duty.
·  Responsible for seeing that the Park and Recreation Bureau Stewardship goals are met by staff at Cheboygan State Park and Black Mountain Rec Area
·  Responsible for the education of staff and the general public on endangered species with the State Park and Rec Area
·  Monitor Trees for infestation/diseases
·  Educate/train staff on forest certifications
·  Assure Forest Certification work instructions are followed on certified lands
·  Approve and assist PRD Stewardship Unit with research Use Permits

Make decisions regarding Cheboygan State Park and Black Mountain Rec Area operations, guidelines affecting classified/unclassified employees, rules and regulations with knowledge of DNR/Recreation Division rules. Handle public complaints, evaluate and handle each one accordingly.

18. What kind of physical effort do you use in your position? What environmental conditions are you physically exposed to in your position? Indicate the amount of time and intensity of each activity and condition. Refer to instructions on page 2.
Physical effort may require walking, climbing, standing, bending, stooping, lifting, moving heavy objects, climbing ladders, traverse rough terrain.
Environmental conditions include exposure to extreme weather conditions, work outdoors as well as in an office, exposure to farm livestock (Horses), may be exposed to diseases and illnesses, may be exposed to hazardous work environments.

To direct and supervise the operation of Cheboygan State Park and Black Mountain Rec Area.
24. Indicate specifically how the position’s duties and responsibilities have changed since the position was last reviewed.
Position was reviewed and updated in 2013. Since that time the Twin Lakes State Forest Campground was opened making the total number of campgrounds in Black Mountain Recreation Area four.
25. What is the function of the work area and how does this position fit into that function?
Cheboygan State Park and Black Mountain Recreation Area was established and is maintained to provide visitors a location for quality recreation providing an introduction to the Michigan State Park system. This recreation is provided to give the citizens of Michigan and out-of-state visitors an appreciation of the DNR. This position is critical in providing this opportunity.
26. In your opinion, what are the minimum education and experience qualifications needed to perform the essential functions of this position.
EDUCATION:
Possession of a High School Diploma or equivalent
EXPERIENCE:
Four years of park and recreation experience, including two years equivalent to a Park and Recreation
Ranger E8.
Alternate Education and Experience
Completion of at least 8 semester or 12 term, college-credit hours in natural resources, park
management or outdoor recreation may be substituted for one year of experience as a Park and
Recreation Ranger-E.
Completion of at least 15 semester or 22 term, college-credit hours in natural resources, park
management or outdoor recreation may be substituted for two years of experience as a Park and
Recreation Ranger-E.
KNOWLEDGE, SKILLS, AND ABILITIES:
Knowledge of the Dept. of Natural Resources rules & regulations, policies and procedures pertaining to the operation and management of bureau lands and facilities.
Knowledge of the methods techniques and requirements for the maintenance and upkeep of buildings, facilities, grounds and equipment.
Knowledge of training and supervisory techniques and employee policies and procedures.
Knowledge of labor relations and applicable contracts
